Statement of Work: FEMA Corps Training

Title of Project

FEMA Corps Member Training

Period of Performance

March 9th, 2017 to March 27, 2017

Place of Performance

No more than 311 Miles from San Luis Obispo, CA with the restriction to California.

Project Background

The FEMA Corps Branch is scheduled to hold FEMA Corps member training on March 10th, 2017 to March 24th 2017. This training brings the newest cohort of FEMA Corps members onboard FEMA, providing them induction into the agency and program specific training.

The training will include instruction on FEMA safety, FEMA security, and information technology; an overview of the nine emergency management disciplines: logistics, individual assistance, public assistance, disaster survivor assistance and recovery; and position-specific training in one of the following pre-identified positions:

· Public Assistance Project Specialist

· Individual Assistance Reports Specialist

· Voluntary Agency Liaison

· Mass Care/Emergency Assistance Specialist

· Individual Assistance; Applicant Services Program Specialist

· Logistics Specialist

· Geospatial Information Systems Specialist

· Planning Specialist

· Disaster Survivor Assistance Specialist

Scope

The training shall consist of FEMA Corps members from the Sacramento campus, Subject Matter Experts (SMEs), Incident Workforce Management Division (IWMD) FEMA Corps Section staff, EMI Staff, NCCC staff and other support staff. An estimated cumulative total of up to 340 will participate throughout the 14 day training. All students and staff are expected to depart no later than March 27th 2017.

Deliverables

The hosting organization shall provide all meals to include onsite breakfast, lunch, and dinner and will accommodate any special dietary requirements of the individuals.

The hosting organization shall provide lodging accommodation for all students. Will consider “multiple occupancy lodging options”, “dorm style or the equivalent”.

The facility shall provide appropriate conference meeting room and classroom space for a cumulative of up to 340 participants, to include audio and visual equipment needs NLT 1200 March 9th, 2017. All rooms need to be set up and ready by that time in order for advance team to conduct necessary set up and make ready tasks.

The facility shall provide up to 30 classrooms with the appropriate IT access for up to 340 students to get on line. Wi-Fi internet access in the dorms and general meeting areas if possible.

The facility shall provide a meeting space with capacity to seat up 340 persons as required for initial briefings, NCCC coordinated events to include audio and visual equipment. Exact dates will be coordinated on site with hosting party and FEMA Corps Section personnel.

The hosting organization shall provide a space for up to 340 students to conduct physical training as required by FEMA Corps policy.

Security Requirements

This work will be unclassified.

The organization is required to have 24 hour gated security presence at all time.

The hosting organization is required to provide security to protect FEMA vehicles and equipment.

Quality Assurance

The hosting organization shall provide a daily head count of meals served and rooms occupied. The hosting organization shall provide a single Point of Contact (POC) to resolve any issues as they may arise throughout the week on sight. The hosting organization shall ensure that reasonable accommodation be provided for those with disabilities or special dietary requirements. FEMA will provide a list to the hosting organization to identifying any type of accommodation requirements. The hosting organization shall submit a final invoice no later than thirty (30) days from the end date of the period of performance.
