STATEMENT OF WORK
Department of Homeland Security (DHS)
Federal Emergency Management Agency (FEMA)
May 18, 2017
1.0 PROJECT TITLE
Functional Training for the National Urban Search and Rescue Response System.
2.0 BACKGROUND
The purpose of this procurement is to obtain the development and delivery of functional training related to various technical aspects of the National Urban Search and Rescue (US&R) Response System and its emergency search and rescue mission. The subject functional training contributes to the ability of the Federal Emergency Management Agency (FEMA) National US&R Response System to provide qualified, competent US&R personnel in support of Emergency Support Function 9 (ESF-9) activities under the National Response Framework (NRF). Specifically, this 5 year contract provides for the delivery of standardized national level functional training that will enhance the skills of National US&R Response System participants.
Under the National Response Framework, FEMA is the designated lead agency responsible for providing Federal Urban Search and Rescue assistance to State and local governments during federally declared emergencies or disasters. The NRF Emergency Support Function 9 Annex describes the FEMA US&R mission in some detail. Briefly, the FEMA US&R mission is to locate, stabilize, and safely extricate the survivors of structural collapse incidents primarily those that involve heavy reinforced concrete construction. To perform this mission, a number of functional specialty skills are required and integrated into National US&R Task Force organization using Incident Command System principles. These specialties include Management (Incident Support Team and Task Force), Search (Technical and Canine), Medical, Logistics, and Communications, among others. This Statement of Work covers national functional training delivery. This training improves the level of performance proficiencies and increases the overall capabilities of the National US&R Response System.
The National US&R Response System is a partnership of more than 6,000 local, State and Federal first responders. It is presently composed of a Program Office, 28 Task Forces located throughout the United States (see Attachment for locations), and three Incident Support Teams that provide on-scene leadership and management during an emergency incident. In addition there are approximately 20 teams involved in Search and Rescue operations that are members of the State Urban Search and Rescue (SUSAR) alliance.
The training to be provided under this Statement of Work includes but is not limited to lectures, skill performance, group activities and exercises and the use of web based learning methodologies. In addition, some courses may include the use of heavy construction equipment, state of the art medical equipment and high tech communications equipment essential to develop the desired level of responder expertise.
3.0 SCOPE
The primary scope of this contract is to develop and deliver National US&R Response System functional training courses as specified in this Statement of Work, in accomplishing this task, FEMA will issue training Task Orders directly against this contract.
In addition, since FEMA is the lead agency responsible to provide Search and Rescue assistance to State and local governments under the National Response Framework, it is anticipated that other agencies will make use of the training policies and provisions in this contract. These agencies will not place orders against this contract; rather orders would be placed directly by the ordering agency with the training contractor. Direct orders for training could be received from US&R Task Forces, SUSAR teams or other first responders located throughout the country. Historically, the National US&R Response has delivered approximately 15 courses offered annually to approximately 500 System members.

In some cases a contractor could deliver training at their home-based location. This could be due to a regular catalogue course offering scheduled and provided by the contractor, or specifically scheduled by FEMA, or a US&R/SUSAR task force. In other instances contractors could conduct training at other locations throughout the US, normally at the location of a US&R/SUSAR team. Generally, there will be a cost differential for a contractor to conduct training at a distant site due to travel time and expense, lodging, and the requirement for conference rooms/wireless/audiovisual, administrative support and equipment transportation expense. In 2010 the training locations most frequently used were Los Angeles, CA; San Diego, CA; Menlo Park, CA;
Las Vegas, NV; College Station, TX; and Memphis, TN.
In the situation where a US&R Task Force provides the training facility, it will be the contractors responsibility to coordinate with the host Task Force administration, to identify and comply with the terms of such use including but not limited to reasonable reimbursement for such use and the restoration of the site to the condition prior to the conduct of the course.
Site selection shall be determined using, but not limited to, the following considerations:
Didactic or hands on course Classroom /audio visual requirement Rubble pile / outdoor areas Indoor space (such as warehouse ) Construction/heavy equipment requirement Confined space Safety Considerations Task Force location Equal Geographic distribution Market /seasonal costs Commercial Airline hubs Hotel availability
No alcoholic beverage, controlled substances or firearms may be taken to the training site, used by, or furnished to any student, instructor, or support person attending the course. Tobacco products may not be used during the official periods of instruction, or in the immediate food preparation or serving areas. Other no-tobacco product areas will be identified by the on-site facility or contractor representative.
Contractor shall ensure that instructors and employees wear appropriate levels of personal protective safety equipment and a distinctive uniform during functional portions of the class. Khaki pant and blue or white uniform shirts are appropriate for classroom portions of the course.
The contractor shall ensure compliance with established site safety plans and protocols as required for the facility use. When required, an EMS or first responder rapid intervention capability will be established to ensure safety of all participants. Students or instructors, who become ill or injured on a training site, will be evaluated and transported to a health care facility as appropriate. The contractor shall report to the COTR in writing within 24 hours all accidents/incidents occurring while performing work under this contract. A more comprehensive incident report will be provided to the COTR at the course completion.
9.0 PERIOD OF PERFORMANCE
It is anticipated that the period of performance will be five years – a base year and 4 option years
10.0 SECURITY
