FEMA Corps Member Training Statement of Work

1.0 PROJECT TITLE: FEMA Corps Member Training

2.0 BACKGROUND: The FEMA Corps Branch is scheduled to hold FEMA Corps member training on March 9th, 2016 to March 17th 2016. This training brings the newest cohort of FEMA Corps members onboard FEMA, providing them induction into the agency and program specific training.

The training will include instruction on FEMA safety, FEMA security, and information technology; an overview of the nine emergency management disciplines: logistics, individual assistance, public assistance, community relations and recovery; and position-specific training in one of the following pre-identified positions:

Public Assistance Project Specialist

Individual Assistance Reports Specialist

Voluntary Agency Liaison

Mass Care/Emergency Assistance Specialist

Individual Assistance; Applicant Services Program Specialist

Community Relations specialist

Logistics Specialist

Geospatial Information Systems Specialist

Planning Specialist

Disaster Survivor Assistance Specialist

3.0 SCOPE: The training shall consist of FEMA Corps members from the Sacramento campus, Subject Matter Experts (SMEs), Incident Workforce Management Division (IWMD) FEMA Corps Branch staff, EMI Staff, NCCC staff and other support staff. An estimated cumulative total of 340 attendees will participate throughout the 7 day training. All students and staff are expected to depart no later than March 18th 2016.

4.0 DELIVERABLES: The hosting organization shall provide all meals to include onsite breakfast, lunch, and dinner and will accommodate any special dietary requirements of the individuals.

The facility shall provide appropriate conference meeting room and classroom space for a cumulative total of approximately three hundred and forty (340) participants, to include audio and visual equipment needs NLT 1200 March 9th, 2016. All rooms need to be set up and ready by that time in order for advance team to conduct necessary set up and make ready tasks.

The facility shall provide up to 30 classrooms with the appropriate IT access for no more than 340 students to get on line. Wi-Fi internet access in the dorms and general meeting areas if possible.

The facility shall provide a meeting space with capacity to seat up 340 persons as required for initial briefings, NCCC coordinated events to include audio and visual equipment. Exact dates will be coordinated on site with hosting party and FEMA Corps Branch personnel.

5.0 QUILITY ASSURANCE: The hosting organization shall provide a daily head count of meals served and rooms occupied. The hosting organization shall provide a single Point of Contact (POC) to resolve any issues as they may arise throughout the week on sight. The hosting organization shall ensure that reasonable accommodation be provided for those with disabilities or special dietary requirements. FEMA will provide a list to the hosting organization to identifying any type of accommodation requirements.

The hosting organization shall submit a final invoice no later than thirty (30) days from the end date of the period of performance.

6.0 PLACE OF PERFORMANCE: The place of performance will be no more than 25 Miles from San Luis Obispo, CA.

7.0 PERIOD OF PERFORMANCE: March 8 to March 18, 2016.

8.0 SECURITY: Work performed under this task order will be Unclassified.
