Question # Contractor Question/Comment Government Response
As a supplier of temporary housing that can be assembled and disassembled for use over and over again, is it best for us partner with a large contractor since we only want to be a supplier? | The Government can not advise, this is a business decision.

How will badging be handled to meet staffing reserve requirements? | This is one of the issues that we will be working with our lawyers and our staff. There is no straight answer at the moment, as we must walk a balance between the requirements of DHS and the requirements of the operation. Answers are forthcoming.
What are the Cyber Tech requirements? Ie Real Time Tracking, Data Transfers and other information processing. | We have internal software for tracking. We will supply the mechanism for tracking to the contractor unless it specifically requests in the contract that the contractor develop their own. That said, if you are contracted to manage a warehouse, you should have your own mechanism.
How will this contract dovetail into similar contracts which are currently contemplated by State or local governments? | The purpose of this contract is to backfill state and local needs.
Will this contract fall under the Buy America Act? | Yes

Task orders will be issued under Stafford Act; but what authority will contractors be given for the implementation? Who will be responsible for MAs and RRFs? | This is irrelevant to the contract; the contract itself is the legal authority as it will meet all legal requirements.
Will the contractor be responsible for tasking NGOs and VOADs or will government handle this? | Based on the contract, the vendor may be expected to provide third-party support to NGOs and VOADs.
Can we submit questions by email? | Yes, for five days.
Is FEMA providing the funding in advance of the need created by a disaster to equip and staff all the components that enable these 20 - 5,000 people shelter pods to be deployed and operational within 72 hours of the request ? | No
FEMA currently has a contract in place (HSFEHQ-11-D-1447) with Tube Enterprises dba Integrity Medical Systems to build and supply a universally accessible cot that meets the needs of all who present at a shelter. Is this "Emergency Disaster Support" cot to be the cot used to fulfill FEMA's own specs and requirements for these 20 pods ? | No
Assuming these 20 pods require 100,000 (EDS) cots are these to be provided under the contract referenced in the above question or be built and delivered above and beyond that contract ? | No
The Steady State Phase requires contractors to provide 2 full-time and 1 part-time staff member throughout this phase. If we assume that the Mass Care solicitation will result in multiple awards, how will the government reconcile the inherent challenges presented by contractors who must compete for task order awards and as a result, will exercise due diligence (meaning, not share) in protection of company strategy, methods and proprietary information related to how we will "respond, resource, and operate Mass Care support elements..."etc? | No final decisions have been made regarding the number of awards at this time, or about the type of strategy to be used if FEMA goes with a multiple award approach.
The overarching strategy states the "FEMA seeks to integrate private sector resources...…to bridge shortfalls between whole community capabilities and the projected life-sustaining needs…" This strategy leads industry to assume that other than Steady State Planning Support Services, the Government will not engage contractors or request/execute Mass Care task order services unless there is a declared level 1 event. Does FEMA intend to use private sector resources for other than a catastrophic event that will predictably exceed Local, State, Tribal, Territorial and Federal unified response capability? | FEMA will always work to utilize all available assets in the most beneficial manner possible. Although no final policy decisions have been made at this time, it should be assumed that there is a possibility that Mass Care services may be activated for an event that has not reached level 1 status.
