ATTACHMENT 2- DELIVERABLES, DELIVERY LOCATIONS AND DELIVERY SCHEDULE HSFE70-14-R-0021

2.0 DELIVERABLES

2.1 Definitions:

Steady State: Commodities required for stock replenishment during normal operations in preparation for emergency response operations.

Emergency Response/Surge Operations: Commodities required for an immediate need in support of national emergencies that may be man-made, natural disasters or a National Special Security Event.

Required Delivery Date: Delivery date the contractor(s) is expected to deliver requested supplies to the FEMA identified destination.

Truckload (TL): Delivery of Tarps in 53’ trailer configurations for all Steady State and Emergency Response/Surge Operations requirements. However, FEMA understands Steady State Tarps delivery trailer configurations to each FEMA Distribution Center located in the continental US (CONUS) and outside the continental US (OCONUS) (see Attachment 2) may be different based on requested delivery quantities.

Tracking Capability: Track individual truckloads from origin to destination by using a satellite tracking system or equivalent to provide immediate product location.

2.2 DELIVERABLES

Steady State:

2.2.1 During Steady State action the contractor (s) competing under the Other than Small business tier, shall be able to produce and deliver a minimum quantity of 2,500 and maximum quantity of 150,000 Tarps, as described in (see Attachment 1), to any FEMA Distribution Center located in the continental US (CONUS) and outside the continental US (OCONUS) (see Attachment 2), within 120 days of request or within a reasonable time frame as negotiated with the Contracting Officer (CO). No substitutions or partial deliveries will be permitted without the prior approval of the FEMA CO and Contracting Officer Representative (COR).

Note: FEMA assumes smaller task order quantities will have relatively shorter production times, thus subsequent shorter delivery timeframes are expected.

2.3.2.2. During Steady State action, the contractor (s) competing under the small business tier, shall be able to produce and deliver a minimum quantity of 2,500 and maximum quantity of 50,000 tarps as described in (see Attachment 1), to any FEMA Distribution Center located in the contiguous US (CONUS) and outside the contiguous US (OCONUS) (see Attachment 2), within 80 days of request or within a reasonable time frame as negotiated with the Contracting Officer (CO). No substitutions or partial deliveries will be permitted without the prior approval of the FEMA CO and Contracting Officer Representative (COR).

Delivery Order Set-Aside: All orders (2,500 tarps) or less are reserved for the Small Business awardees to compete under fair opportunity.

Note: FEMA assumes smaller task order quantities will have relatively shorter production times, thus subsequent shorter delivery timeframes are expected.

Emergency Response/Surge Operations Delivery:

2.2.3. During Emergency Response/Surge Operations, a contract awardee under the Other than Small business tier for which FEMA has previously procured tarps and elected to store in the vendor’s facility, shall be able to deliver the stored tarps in support of an emergency response. The respective contractor shall deliver tarps previously procured and stored in the quantities requested by FEMA, up to a maximum quantity of 150,000 for delivery within 96 hours of task order issuance to any location within the CONUS or OCONUS (U.S. territories). The 96-hour delivery timeframe to OCONUS constitutes delivery to the CONUS port of exit to the OCONUS location. No substitutions or partial deliveries will be permitted without the prior approval of the FEMA CO and Contracting Officer Representative (COR).

2.2.4. There is no requirement for contractor’s competing under the Small Business tier to store tarps on behalf of FEMA. Therefore, contracts awarded under this tier, will not have task orders issued under Emergency Response/Surge conditions.

2.2.5. During an emergency response task order, respective contractor (s) will deliver Truckloads of Tarps to the FEMA specified location in the configuration defined in paragraph 3.1 and drop the trailers. The trailers may be required to remain in FEMA’s possession for up to 60 days. Upon conclusion of the activation, the Government will either notify the contractor (s) of the trailer location for retrieval or deliver the trailer to the contractor (s) location.

3.0 PERIOD OF PERFORMANCE:

This contract vehicle shall become effective on the date of execution by both parties. This contract vehicle will consist of one (1) base year and four (4) option years. The contractor(s) shall provide a primary and alternate (if applicable) point-of-contact, including telephone numbers for 24-hour contact, who will have the authority to contractually commit the company, as required to execute any and all delivery orders. This individual must be available to initiate emergency response delivery surge order production 24 hours a day/7 days per week.
