Consumable Medical Supplies Questions and Answers

Question:

Will an unlocked version of the excel spreadsheet be posted?

Answer:

No. The cells that require input are unlocked. For a table of the items that is not locked, see section B.4 of the RFP.

Question:

Can you please unlock the ability to select cells?

Answer:

Yes. The revised Spreadsheet posted allows you to select all of the cells so you may copy items and paste in other sheets. However, you will not be able to edit these cells. They remain locked.

Question:

All CLINS ending in A state: “See Attachment 1, items CM-001 through CM-093 for individual pricing.” There is no place on Attachment 1 to put individual pricing. Please clarify just what the Government wants a contractor to submit to address individual pricing.

Answer:

There are multiple worksheets in Attachment 1. See worksheets “BASE YEAR A LA CARTE” through “OPTION YEAR 4 A LA CARTE” for sheets that require input of individual pricing. Utilize tabs at the bottom of the screen to switch in between worksheets.

Question:

Solicitation page B-10, paragraph B.4.4 states: “Contractor(s) shall be able to deliver a minimum of fifty (50) CM-000 kits, and up to seven hundred and two (702) CM-000 kits, and/or individual CMS on an a la carte basis as requested by FEMA for emergency response, for delivery within 48 hours of order, and to any location within the CONUS or OCONUS (U.S. territories) specified by FEMA.” Does FEMA actually expect a small business contractor to have 702 CM-000 kits and/or individual CMS available for delivery anywhere in CONUS or OCONUS within 48 hours of order? Please clarify.

Answer:

No. The phrase “up to 702” acknowledges that the contract ceiling amount shall not exceed 702 kits, so the most kits that FEMA would be able to request (not require) would be 702. You will not be evaluated on your ability to produce 702 kits.

Question:

Solicitation page B-12, paragraph B.4.8 states: “The contract ceiling amount shall not exceed 702 kits.” Does this mean 702 kits per year, or 702 kits for the entire contract to include the four option years? Please clarify.

Answer:

702 is for the life of the contract.

Question:

Solicitation page C-3, paragraph C.2-3 (b) states: “Maximum order, The contractor is not obligated to honor—(1) Any order for a single item in excess of 234; (2) Any order for a combination of items in excess of 234” This contradicts Paragraph B.4.4, which requires a contractor to be able to deliver up to 702 kits and/or individual items within 48 hours. Which of these paragraphs is correct? Please clarify.

Answer:

As stated previously, B.4.4 does not mean you are required to be able to deliver 702 kits. It acknowledges 702 as the contract ceiling. C.2-3 (b) sets the maximum amount per order as 234. Hence, technical evaluation factors include your ability to provide kits up to the maximum order amount (234).

Question:

Regarding line CM-031, the spreadsheet shows a total quantity of 2 per kit, but the RFP shows 6 per kit (2 in XL, 2 in Standard Adult, 2 in Child sizes). Do you want 6 separate cuff units or 2 cuff units with multiple cuffs?

Answer:

The RFP list is correct. The adjustment will be made in the Spreadsheet to reflect this correction. A total of six (6) units including two (2) cuffs in XL, two (2) cuffs in Adult, and two (2) cuffs in Child sizes are required.

Question:

Regarding line CM-009, do you want 100 ambidextrous gloves or 100 right gloves and 100 left gloves?

Answer:

One (1) box of one hundred (100) ambidextrous gloves. The revised Spreadsheet will reflect this correction.

Question:

Regarding CM-041, the Spreadsheet appears to cut off cell D41. Can you please confirm the quantity?

Answer:

Yes, this will be corrected in the revised Spreadsheet posted. CM-041 requires two (2) boxes of one hundred (100) individual gauzes, for an overall total of two hundred (200) gauzes.
