Purpose: To set forth the requirements for the replacement of the existing shelters on Maynard MERS LMR-51 and LMR-52 tower trailers.
Customer:
FEMA Maynard MERS (Mobile Emergency Response Support)
Date: 1 June 2016
Purchaser and Vendor mutually agree to the following:
I. Project Objectives: Tower trailers are used to provide communications support to disaster response teams in the field. Shelters could not maintain watertight integrity, therefore damage occurred within the interior walls resulting in the development of mold.
The purpose of this project is to remove and dispose of old shelters and perform all necessary design, construction, and installation services in order to provide (2) new shelters on the customer provided trailers.
II. Scope of Work: The vendor will design, supply and install (2) replacement shelters, meeting the requirements set forth in this document.
All equipment, materials, and supplies necessary to complete this project will be provided by the vendor.
Trailers will be transported to/from the MERS facility in Maynard, MA at the expense of the vendor.
III. Deliverables: The completed design will be submitted to FEMA MERS personnel for review. Upon approval by FEMA, construction may begin.
Vendor will provide two new shelters and all installation and testing services necessary to meet the requirements set forth herein.
IV. Vendor Responsibilities:
General:
Provide new shelters not to exceed exterior dimensions of 6’4”W x 5’L x 7’H
Securely mount shelter to provided trailer. Clean and prep mounting area and use rust preventative methods to ensure future structural integrity.
Shelter will be thermally insulated against exterior environment.
All points of entry (HVAC, RF pass through, entry door, etc.) must be tested and verified as water/rain tight.
All keyed locks will be keyed the same as the existing boxes installed on the trailer.
Interior:
Interior walls and ceiling will be constructed with mold resistant materials. The wall skin will be whiteboard/dry erase material. Any wood used will be treated and of marine grade.
Interior 12VDC LED lighting capable of individual switching. Color WHITE for daytime operations and RED for nighttime/low light operations
Internal grounding copper buss bar. This should mirror the exterior buss bar location and be electrically connected to the exterior buss bar.
Interior AC connections: (6) 20amp 120VAC circuits with specific locations TBD.
Floor must be constructed with a washable non-skid surface.
Exterior:
Roof will be seamless, textured and constructed in a manner that will eliminate pooling of water or snow melt. The structure will be able to support the load of equipment plus a worker on the roof.
Entry door to be located on curbside of shelter hinged allowing opening toward the front of the trailer. This door must be, at minimum, the same size as existing door (36”W x 69”H) and able to be secured from both inside and out.
Removable aluminum non-skid entry steps capable of being attached to inside of door for storage/transport.
Rain diverter channel above entry door and RF interface panel to redirect water away from interior access and RF connections.
New HVAC unit will be a minimum of 13,500BTU combination air conditioner and heater. Mounted curbside on either roof or exterior wall, as required. Roof-mounted HVAC unit will have a drain plumbed over the side of the shelter.
I/O connector panel will be weather/water resistant and mounted on the front wall, street side of the mast, in the upper corner. (16) N-Type connectors with lightning protection will be provided by the vendor. Lightning protection devices will be of a type that is commercially available for service/replacement by the user.
Exterior grounding copper buss bar will be mounted below I/O panel. This should mirror the interior buss bar location and will be electrically connected.
Existing 76’ pneumatic mast (Will-Burt SHD10-76) will be attached to the new shelter at the top of the front wall in a manner that meets or exceeds the overall structural integrity of the current mounting method.
Antenna storage tubes are to be transferred from old shelter to new shelter- exact location to be determined.
Satellite antennas (BGAN and MSAT) will be mounted to street side rooftop IAW industry best practices to ensure a long-term weather-tight product.
Existing roof access ladder to be transferred and re-attached on new shelters in similar location.
White LED “porch light” will be provided to illuminate entry/step area. This light will be switched from interior of shelter.
12V LED scene lighting will be installed. This lighting will be directional and capable of being raised up and rotated for directional adjustments. These lights will be located in a manner that will illuminate entire area around trailer. Quantity of four, with one located on each exterior corner.
All required tail and marker lights will be LED type, installed per DOT regulations, and wired into the trailer harness.
