STATEMENT OF WORK

Visitor/Travel Data 1.0 General

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Grant Programs Directorate (GPD) administers over $2 billion in State and local preparedness grant funding on an annual basis. The funding is awarded through several individual grant programs. Based on legal statute, the final allocations for many of the grant programs must be informed by a risk methodology. DHS senior leadership makes final grant allocation decisions based on the information contained within these risk methodologies. It is imperative that the data used in the risk methodology is precise, consistent, and based on sound collection methods.

2.0 Background Disasters take many forms -- a hurricane, an earthquake, a tornado, a flood, a fire or a hazardous spill, an act of nature or an act of terrorism. They can build over days or weeks, or hit suddenly, without warning. Every year, millions of Americans face disaster, and its consequences. On March 1, 2003, FEMA became part of DHS. The primary mission of FEMA is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters, by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation.

In support of this mission, FEMA/GPD manages a multitude of State and local preparedness grant programs as well as many of the allocation formulas for these programs, including the State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), and Port Security Grant Program (PSGP) and the Transit Security Grant Program (PSGP). This Statement of Work supports those programs by providing a key data input (Visitor volume) to the preparedness grant program risk models that assess risk at the State, Territory, and Metropolitan Statistical Area (MSA) levels. By legal statute, the risk methodology must contain a variety of data sources that consider threat, vulnerability and consequence factors. As part of the consequence factor, GPD includes a data point for average daily visitors for each of the 56 States and Territories, as well as the top 100 most populous MSAs.

3.0 Requirements FEMA/GPD needs to acquire Visitor data to inform the Population Index of the Consequence element of preparedness grant risk methodologies. Specifically, FEMA requires data that includes the daily average number of visitors to the 50 U.S. States and 6 U.S. Territories (Washington DC, Puerto Rico, Guam, U.S. Virgin Islands, American Samoa, and Northern Mariana Islands) as well as to the 210 most visited counties in the United States throughout the three year period from 2008, 2009, and 2010. This data should be generated through a statistically sound combined mail/online survey of travel to a destination that is 50 or more miles one-way from a respondent’s home or an overnight stay outside their residence. This data must reflect comprehensive travel behavior and minimize double counting of visitors and therefore must not be reported solely by means of accommodation (number of hotel night stays) or mode of travel (number of passengers by travel mode). The data should be transmitted via Microsoft Excel.

4.0 Timeline

This Data must be delivered to the government with 5 business days from signing the contract.
