Limited Source Justification (LSJ) Content IAW FAR 8.405-6 (c) for orders exceeding the Simplified Acquisition Threshold

This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

1. Agency and Contracting Activity. Identification of the agency and the contracting activity, and specific identification of the document as a “Limited-Source Justification.

The Department of Homeland Security (DHS), Component, The Federal Emergency Management Agency, Office of Chief Procurement Office (OCPO), proposes to award an order pursuant to FAR 8.405-6(a), Limited-Source Justification.

2. Nature and/or description of the action being approved. Describe the action being approved, and include the name and address of the proposed contractor(s).

The Department of Homeland Security (DHS), Component, The Federal Emergency Management Agency, Office of Chief Procurement Office (OCPO), proposes to award an order pursuant to FAR 8.405-6(a), Limited Sources, for the procurement of services involving the application of a visualization engineering methodology. The name and address of the proposed contractor is as follows:

IT Cadre LLC., 43480 Yukon Drive, Suite 205 Ashburn, VA 20147-7334 GSA Schedule: GS-10F-060CA

3. Description of Supplies/Services. Describe the supplies or services to be acquired. Provide the estimated total value (including options, if any).

The service based requirement is to provide an estimated seven month effort for the application of the company’s Visualization Engineering analysis. The name of the vendor’s tool being sought is called “Methodology for Vision Achievement.”

The total estimated cost of this effort is approximately $577,682. The vendor’s visualization diagrams will allow FEMA’s Office of the Chief Information Officer (OCIO) to create a unified vision that depicts:

a. current and future goals and objectives

b. business processes

c. architectural framework, systems, functions, and data

d. stakeholder involvement and

e. program funding to ensure FEMA adopts and maintains pace with evolving technologies and management practices that shape the delivery of information technology capabilities, practices, and services.

4. Authority and supporting rationale. Cite authority, supporting rationale, and demonstrate the proposed contractor’s unique qualifications to provide the required supply, including the particular brand name, product, or feature essential to meeting the Government’s requirements, and document the results of market research which indicates other companies’ similar product or products lack the particular feature, do not meet, or cannot be modified to meet the agency’s needs.

FEMA OCPO intends to procure the process services and associated product from IT Cadre called “Visualization Engineering”. FEMA will limit the source because “only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” FAR 8.406-6 (a)(1)(i)(B). Many contractors produce separate reports and diagrams to depict an organization’s goals, objectives, systems, processes, functions, and procedures. IT Cadre, however, brings together all analyzes, requirements, and systems in a single diagram that will empower management to make more informed decisions.

5. Determination by the ordering activity contracting officer that the anticipated order represents the best value consistent with FAR 8.404(d).

The contracting officer has determined that issuing the proposed Task Order with IT Cadre represents the best value and will result in the lowest overall cost, considering price and administrative costs, to meet the Government’s needs. The General Services Administration (GSA) has already negotiated fair and reasonable price. Discounts from the GSA schedule prices will be requested.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

FEMA conducted market research on contractor holders of GSA and CIO SP3 that perform similar work. The results of the market research indicates other companies’ similar products lack the particular feature(s) required and do not meet, nor can they be modified to meet, the specific needs of FEMA. Other firms did respond but the work product does not meet the requirements of the program office. Many contractors produce separate reports and diagrams to depict an organization’s goals, objectives, systems, processes, functions, and procedures.

IT Cadre, however, brings together all analyzes, requirements, and systems in a single diagram that will empower management to make more informed decisions.

7. Additional Supporting Facts for the Justification

Using another contract with an alternative methodology would not meet FEMA’s requirement and would therefore, not be in the best interest of the government.

8. A statement of actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration (i.e., limited-sources) before any subsequent acquisition for the supplies or services is made.

This is a 7 month one time effort with very defined deliverables and milestones - for a very specific OCIO requirement. There will not be any subsequent acquisitions. Sound market research was conducted to find other vendors with a like capability but none were found.

9. FEMA intends to post this requirement on e-buy pursuant to FAR 8.405-6(b) (3) (i) (B).

10. Technical/Requirements Personnel Certification.

Pursuant to FAR 8.405-6(c)(2)(x), I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited Sources Justification, are accurate and complete.

Technical Representative/COR Date

11. Contracting Officer Certification and/or Approval *

Pursuant to FAR 8.405-6(c) (2) (ix), I certify that the Limited Sources Justification is accurate and complete to the best of my knowledge and belief:
