Questions and Answers # 4
1. Amendment 2, Q & A #2, Question 4 – The Government’s response indicates that the contractor signs for the GFE included in Attachment 11. Has this changed now that Attachment 11 includes not only the tools and equipment to be issued to the contractor, but also appears to include all for the real property assets and equipment present? This list has gone from less than 200 items as noted in Amendment 2 to over 4500 items in amendment 4.
Amendment A00004, Attachment 11 - Has a cover page, then pages 2-4 lists GFE to be signed for by the contractor, pages 5-69 lists a complete site equipment list as requested in Amendment A00002, Q & A #2, Question 4.
2. Amendment 2, Q & A #2, Question 16 – The questions posed was what percentage of the electrical equipment does not have three-phase protection. The answer provides contradictory information and does not address the questions posed.
All electrical equipment has three-phased protection.
3. Amendment 2, Q & A #2, Table Questions 12 – There are at least two issues here. First, there is the question of whether or not the repair, maintenance, and operation of the incinerator is to be included in the work. The information provided at the time of the site visit was that the incinerator had been non-functional for a substantial period of time, much more than a year. If that is the case, the Work Load Data Exhibit, Attachment 25, which only includes data for a single year, may or may not include the time required for the proper operation, repair, and maintenance of the incinerator. This issue needs to be definitively answered so that we have the information needed to provide the most effective and economical proposal possible.
The second issue with this answer is that it directs the contractor to use the PWS “provided at the time the solicitation was issued.” It is a fine point, but this answer sets up a question as to which version of the PWS governs.
For proposal purposes, offeror’s are to use the requirements of the PWS and work load data provided in Attachment 25. The last amended PWS is the correct version to use (Amendment A00003)
4. Amendment 2, Q & A #2, Table Questions 14 – The Government’s response indicates that a revision to the PWS was made to address this issue. The latest PWS issued did not include this change.
The PWS (6-12-2017) is updated to delete the sentence, “When an existing deficiency in an item is corrected, the Contractor shall assume full responsibility for the subsequent repair of the item as covered under the terms of this Contract at no additional cost to the Government,” from 4.2.1.2.2.
5. The Q&A # 1 asked "2.3.1.11.3 requires the monitoring of central plant equipment not controlled through the BAS at 2 hour intervals.
Please provide a list of such equipment. Is manual monitoring to be during normal business hours or 24/7? ". The Government response was "Current equipment being monitored includes 2 - package boilers, 2- autoclaves, HVAC, filter pad." This answer (a list of monitored equipment) did not address the question (during what hours is the monitoring to be performed) posed. This questions remain unanswered.
Manual monitoring is 24/7.
