Federal Emergency Management Agency Region 10 Volcano Hazards Profile for the National Preparedness Division
SCOPE OF WORK (SOW)
1. Project Title: Federal Emergency Management Agency (FEMA) Threat and Hazard Identification Risk Assessment (THIRA) Support for the National Preparedness Division: Region 10 Volcano Hazard Profile.
2. Background: FEMA’s mission is to reduce the loss of life and property and protect the Nation from all hazards, including natural disasters, acts of terrorism, and other man-made disasters by leading and supporting the Nation in a risk-based, comprehensive emergency management system of preparedness, protection, response, recovery, and mitigation. To this end, the National Preparedness Division (NPD) is responsible for leading the Nation's efforts to enhance preparedness to prevent, protect from, mitigate effects of, respond to, and recover from disasters, both natural and manmade. NPD strives to enhance the Nation's readiness through a comprehensive preparedness cycle of planning, organizing and equipping, training, exercising, evaluating and improvement planning. The Threat and Hazard Identification and Risk Assessment (THIRA) program is one critical aspect of the preparedness cycle.
The THIRA program provides a comprehensive approach for identifying and assessing risks and associated impacts. It expands on existing local, tribal, territorial, and state Hazard Identification and Risk Assessments (HIRAs) and other risk methodologies by broadening the factors considered in the process, incorporating the whole community throughout the entire process, and by accounting for important community-specific factors.
FEMA Region 10 produces three documents encompassed by the THIRA program: Region 10 Capability Targets Report; Region 10 Preparedness Assessment Report; and Region 10 Threats and Hazards Analysis Report.
The end product of this project will be utilized to support a more comprehensive volcano hazard identification and risk analysis profile specific to Region 10 states, i.e., Alaska, Idaho, Oregon, and Washington. This information will be included in and enhance our narrative Region 10 THIRA Threats and Hazards Analysis Report. The enhanced Region 10 volcano hazard profile will also provide the initial information analysis and starting point for the future development of a Volcano Response Plan.
3. Scope: The purpose of this effort is to support the improvement and development of the Region 10 Threats and Hazards Analysis Report. This effort will focus specifically on the volcano hazards and potential impacts to population, critical infrastructure, air transportation and the economy in Region 10.
4. Applicable Documents: Applicable documents for this work include the State Hazard Mitigation Plans, existing volcano plans and publically available research materials related to volcano risks in Region 10 including material produced by the U.S. Geological Survey (USGS). The current draft Region 10 Threats and Hazards Analysis Report and all other applicable documents will be provided when the vendor is selected.
5. Specific Tasks: The final deliverable will be a hazard profile on the volcano risks in Region 10 states. This will include a description of the general science, terminology, probability of occurrence, and destructive factors, as well as describe the potential consequences of the very high threat and probable volcanoes in Region 10. The hazard profile will include impact analysis on the volcanoes identified as very high threat by USGS[footnoteRef:2] in Alaska, Oregon, Washington and Idaho. The very high threat volcanoes include: Akutan (AK), Augustine (AK), Makushin (AK), Redoubt (AK), Spurr (AK), Crater Lake (OR), Hood (OR), Newberry (OR), South Sister (OR), Baker (WA), Glacier Peak (WA), Rainier (WA), St. Helens (WA). The analysis will consider both the potential ash fall and lahar impacts to critical infrastructure and population based on the USGS volcano hazard zones[footnoteRef:3]. It may also consider other destructive factors such as lateral blasts, pyroclastic flows and volcanic gases where research exists. Maps, graphics, and informational tables depicting volcano impacts should form a large portion of the hazard profile to enable easy comprehension.
The audience for this hazard profile is primarily public safety officials (e.g. emergency managers, public health, fire and police services, public works, military personnel, etc.), elected officials, senior government executives, and private sector officials, etc.
The vendor will convene a cross-functional working group of topical experts to identify and analyze major impacts to infrastructure and populations. This cross-functional working group will include representatives from FEMA Region 10, USGS, Alaska, Washington, and Oregon state emergency managers and officials and experts from the academic communities.
The vendor shall furnish all personnel, management supervision, and services, as necessary, to perform the task.
6. Period of Performance: The period of performance will be a 6 month period, from the time of award, to be agreed upon between the vendor and FEMA with a conclusion date no later than Sept 30, 2017.
7. Deliverables and Delivery Schedule: All work products must satisfy the requirements of this SOW. The final Volcano Hazard Profile will be a professional report that is defendable within the scientific community, contains a list of references, footnotes, and is accessible for readers at all levels of government. Final products and research materials will be provided in electronic form.
FEMA Region 10 and the vendor will revise and agree upon the delivery schedule and initial project kick-off date once the contract is awarded.
Major deliverables will include:
a. Vendor participates in initial kick off meeting with FEMA Region 10.
b. Vendor and FEMA Region 10 develop and agree upon a delivery schedule.
c. Vendor provides regular written status updates on progress.
d. Vendor produces initial outline of document and research.
e. Vendor convenes working group to present and discuss initial outline.
f. Vendor completes first draft of Region 10 Volcano Hazards Profile and convenes working group to discuss document.
g. Vendor completes second draft document and convenes working group to discuss draft document.
h. Deliver final Region 10 Volcano Hazards Profile and present to working group.
i. Deliver final document and supporting materials via appropriate storage device (i.e., compact disk) and in a format.
8. Vendor Selection Criteria
a. Ability to regularly meet in-person, with FEMA Region 10 officials to discuss the project with minimal notice.
b. Knowledge of the geography and volcano hazard/threat environment of the Pacific Northwest and Alaska.
c. Demonstrated experience compiling comprehensive emergency preparedness reports to include sophisticated maps and graphics.
