This is Amendment 0003 to solicitation HSFE10-14-Q-0001. The attached solicitation is replaced in its entirety.

Offerors must acknowledge receipt, sign, date, and return the SF30 along with all required submittals located in the solicitation. Offerors' proposals may be rejected if all requested documents are not included on the due date.

The due date for HSFE10-14-Q-0001 and SF30s remain unchanged- 10/24/2013 at 2:00 p.m. Alaska

Interested parties must include with submittals acknowledgement of Amendments 0001, 0002,& 0003.

Questions & Answers

1.BPA Item 12 asks for pricing for weekly chartered flights from PANC to PAGA.

Will this be a drop off, with the vendor getting released from Galena, or is this a round trip back to PANC with standby in PAGA then releasing the vendor in PANC.

Answer: Drop off or standby will be based on Government’s need.

2.Could we get a sample PWS and a sample Task Order?

Answer: A post award conference will be conduct along with example documentation.

3. Pilot approval (page 8). Will the Pilots become "Carded", or how will the pilot approval process be structured?

Answer: Review FAA Certification located in the Performance Work Statement (PWS).

4. How will supporting invoices (Landing fees, deicing etc) be submitted to the CO?

Answer: Supporting documentation will be provided to the Contracting Officer via electronic mail.

5.Page 10 asks for aircraft capabilities, specifically "Minimum Rwy length required at maximum gross weight".

Airport elevation and temperature are required to determine this number. Did you have a baseline elevation and temperature you wanted to use to obtain this number from the aircraft performance data?

Answer: Contractor must provide the aircraft capability.

6.Iridium Satellite Flight following is required. Are the vendors that are currently providing equipment for www.aff.gov acceptable for this requirement, or is there a specific model of iridium flight following required?

Answer: Unaware of aff.gov requirements.

7. Are the "standby rate" line item(s) in the BPA designed to cover costs when the government orders the vendor, holds the vendor on standby status on the ground, with no flight time actually commencing? Similar to "Availability" paid on USFS/DOI contracts?

As an example to this question, the government calls and says "We would like the crew at the airport, the airplane made ready to fly in short order, but do not take off until we (the CO) says so.". In the the example we don't actually fly, and just ended up only standing by for flight at the government's discretion.

Answer: Please review PWS.
