ADDENDUM TO RFP HSFE06-12-R-1005

*DUE TO POOR SCAN QUALITY ON THE INITIAL POSTING, THE ENTIRE DOCUMENT HAS BEEN RESCANNED AND REPOSTED*

This addendum will be presented in a question-and-answer format based on questions received by the Contracting Office.

Q: Will there be Maintenance and Deactivation of THUs requirements issued for Louisiana, Alabama and Mississippi also?

A: This office is responsible for contracts for the disaster declarations for the Texas Wildfires only.

Q: Is a Bid Bond required on the above referenced RFP?

A: This is not an Invitation for Bids; therefore, no bid bond is required

Q: Is the incumbent name and contract number available for release?

A: This is a new requirement, there is no incumbent contractor. The Maintenance and Deactivation (M&D) contractor will assume responsibility for the maintenance from the installers or from the Government.

Q: Which is the anticipated contract type: FFP, LH, Cost, IDIQ?

A: Commercial Item Services; read each Contract Line Item in the RFP. Most line items are fixed-price per action with no guarantee of quantity, some line items are reimbursement for actual expenses or excess mileage. Contract will be awarded with an estimated maximum quantity in a not-to-exceed format.

Q: Where can I find Department of Labor (DOL) for Service Contract Act and Davis-Bacon Act Wage Rate Determinations?

A: Wage Rate Determinations may be found at the Department of Labor Wage Determinations OnLine website, http://www.wdol.gov/sca.aspx

Q: There is conflicting information on date proposals are due. Block 8 on page one of the SF 1449 Solicitation/Contract/Order for Commercial Items reads 1/05/2012 4:00PM. The General Information section on the Opportunities page on FBO.GOV states Response Date as Jan 06, 2012 4:00 pm Central. Which date is correct deadline for submitting proposals for HSFE06-12-R-1005?

A: Use the later date of 4:00 PM January 6, 2012.

Q: Section D.2.1.1 states “obtain all permits and licenses, if required, at the expense of the Contractor.” Section D.2.1.5 Temporary Housing Unit Deactivation states “obtain all bonds and permits required for unit deactivation, if required, which will be reimbursed at actual expense by the Government if receipts documenting the expense are provided to the COR.” Which statement should the proposer follow for pricing purposes?

A: All over-the-road and transportation permits and licensing are at the expense of the Contractor and all building or zoning permits or bonds will be reimbursed by FEMA to the Contractor if requested and approved in advance and necessary receipts and documentation is presented.

Q: What is the current number and location of Temporary Housing Units?

A: As of 12/9/2012 there are 72 units: 60 in Bastrop County, 4 in Waller County, 3 in Cass County, 2 in Caldwell County, 2 in Upshur County, and 1 in Travis County.
