STATEMENT OF WORK
Dated: 02/24/2014 TITLE: Fuel Contract A. Introduction:
FEMA is charged with Coordinating the Federal Response to Presidentially declared disasters throughout the United States. The planned responses for a potential disaster could include the need for the Federal Government to provide a dedicated retail fuel source for Federal Responders, Responders from the state, local government, selected non-profit agencies, and contractors involved in the incident response. This support will include fueling vehicles, material handling equipment (MHE), generators and refrigeration units.
B. Background and Specific Scope of the Requirement:
Disaster Operations may result in a local shortage of fuel in the affected area. This may require that FEMA contract fuel to ensure that federal and local responders can fuel their ground vehicles, MHE equipment, generators, and additional items that may be used during response operations. Additionally, equipment may be staged away from a convenient source of fuel, and a fuel source may be needed to move closer to such equipment to increase operational efficiency. As an alternative, the tasking may prescribe a fuel route with multiple stops and require the vendor to fuel all equipment at listed site. Additionally the tasking may require fuel to be spotted at a particular location to provide fuel to vehicles and equipment that arrive at the site. The tasking order will conservatively estimate the Diesel and/or MOGAS (87 octane rating) required per site, which the represents the minimum volume of fuel the contractor must be able to supply.
Requirements:
1. Diesel Fuel:
The Vendor will provide all personnel, material and equipment to supply mobile fuel tanks capable of transporting and dispensing diesel fuel to ground vehicles, stationary generators, refrigeration units, mobile light sets, and material handling equipment. The Vendor will provide diesel to the position(s) required by the Task Order within 24 hours of the execution of the task order within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont). The Task Order will specify Diesel fuel in 1,000 gallon increments of up to 10,000 gallons each. The Vendor will be responsible to fuel those vehicles and/or pieces of equipment identified by the Contracting Officer’s Representative (COR) or another FEMA employee delegated in writing by the Contracting Officer (CO).
2. Regular Unleaded Gasoline (MOGAS):
The Vendor will provide all personnel, material and equipment to supply mobile fuel tanks capable of transporting and dispensing MOGAS fuel (87 octane rating) to ground vehicles, stationary generators, refrigeration units, mobile light sets, and material handling equipment. The Vendor will provide MOGAS to the position(s) required by the Task Order within 24 hours of the execution of the task order within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont). The Task Order will specify MOGAS fuel in 1,000 gallon increments of up to 10,000 gallons each. The Vendor will be responsible to fuel those vehicles and/or pieces of equipment identified by the Contracting Officer’s Representative (COR) or another FEMA employee delegated in writing by the Contracting Officer (CO).
3. Mileage
In addition to the fuel type and quantity, the Task Order will specify the location or multiple locations, and the estimated mileage to transport and dispense fuel within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont).
The Vendor will be responsible for maintaining a log of all fuel dispensed. The log should contain, at a minimum, the type and quantity of fuel dispensed, time of dispensing, the receiving vehicle (by description/model and a license plate number or other unique marking), a reference to the tasking order authorizing this transaction, the location of the dispensing, and the signature of the custodian of the receiving equipment.
In addition, the Vendor’s personnel will be self-sufficient in terms of food, water, fuel, and lodging. The personnel should be prepared to work for three days without resupply in a disaster environment if necessary.
The Vendor will also be responsible for complying with all applicable environmental and HAZMAT laws prescribed by the applicable Federal and State laws and regulations regarding the dispensing of petroleum products. The Vendor will also be responsible for containing and cleaning up all spills.
C. Contractor's Obligations:
The contractor will enter into a Blanket Purchase Agreement with FEMA to provide for the purchase of above fuel and services.
D. Location of Work, Work site and Delivery Point:
Points will be determined within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont) and in accordance with this Statement of Work and each Task Order.
E. Security Requirements:
It is likely that this contract will require work or staging on a Department of Defense or other Federal Facility. The driver’s and operators must possess adequate credentials to be allowed on such a facility. This will include but is not limited to documented U.S. citizenship (USCIS Form I-9 lists acceptable documents) of all personnel physically deployed to assist FEMA. Vendor must have valid driver’s license, vehicle registration and insurance, hazmat placards, and be able to pass a background investigation for access to a military facility.
F. Evaluation Factors
Responses to this Statement of Work will be evaluated based on three factors:
1. Cost Analysis The Contracting Officer will perform a cost analysis of each contractor’s proposal.
2. Technical Capability The vendor’s technical response and capabilities to the two scenarios listed below. Response to each scenario should not exceed one page in length. The responses to each scenario should demonstrate that the contractor understand and can adequately perform the work.
Scenario #1:
FEMA has established a staging area for Federal response operations. Located in this staging area are ground vehicles, MHE equipment, generators, and additional items that may be used during response operations, requiring both MOGAS and diesel fuel. The staging area does not have the capability to store and dispense fuel. All responses should include the following:
a. Vendor’s ability to meet the fuel requirement if the staging area is located in any state within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont).
b. All responses should include all materials, personnel and equipment needed to meet the requirement; to include any cost differential.
c. Vendor’s maximum daily MOGAS and diesel fuel capacity that could be delivered to meet the above requirement.
Scenario #2:
FEMA has established multiple staging areas for Federal response operations in Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont). These staging areas have the ability to store and dispense fuel to meet the fueling requirements of all ground vehicles, MHE equipment, generators, and additional items that may be used during response operations, requiring both MOGAS and diesel fuel. All responses should include the following:
a. Vendor’s ability to meet the fueling requirements for multiple staging areas in one state within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont).
b. Vendor’s ability to meet the fueling delivery requirements for multiple staging areas in multiple states within Region I (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont).
c. All responses to should include all materials, personnel and equipment needed to meet the requirement; to include any cost differential.
d. Vendor’s maximum daily MOGAS and diesel fuel capacity that could be delivered to meet the above requirement(s).
3. Past Performance Vendors should provide at least two past performances, supporting the ability to perform work as described in this statement of work or similar to this statement of work. The evaluation will look at no more than three past performances.
G. Questions to Contractors
The contractor shall address the following questions to the RFI
1. Will there a price differential based on quantity order, and in what quantities will the differential exists at?
2. What is the price for labor differential for storage vs. dispensing?
3. Please explain how your organization would meet the 24 hour requirement given the presence of inclement weather.
4. What, if any, other fuel type capabilities (i.e. propane, kerosene, home heating oil) does you organization have, and what would be the expected turn-around upon Task Order execution and what is your maximum delivery capacity?
5. Will there be a fuel cost difference if tasked to deploy to any of the New England states? If so, what is it?
