This amendment addresses questions submitted between 12-28-2014 thru 1-16-2015.

1. What is the current monthly contract amount for janitorial duties for the existing or last vendor?

Answer: The total contract value for incumbent contractor is for a Base Year with 4 Option Years. (refer to

Amendment A00001 for the total contract price)

2. The solicitation calls for the floors to be maintained twice/year, so what is the current frequency and per cleaning amount?

Answer: CLIN items #0002, 1002, 2002, 3002, and 4002 are broken out line items for this requirement.

Previous contract cost was inclusive within the yearly cost. The frequency is twice a year.

3. Is it possible to get a list of the companies that are participating in the bid process?

Answer: An interested vendors list will not be provided

4. On the semi-annually basis of carpet cleaning, stripping and waxing jobs is it allowed for us to bring off site equipment into the building to complete the task? (for security reasons)

Answer: Yes, the contractor is responsible for all equipment to complete this task.

5. The $4.02 that is mentioned towards health insurance is that the money we give employees per hour to obtain their own insurance or could we use that to provide them without medical plan?

Answer: Yes, the health and welfare rate of $4.02 is per hour. If you have further questions and concerns about how the Health and Welfare amount is applied. Please contact Department of Labor (866) 487-9243.

6. Is the Carpet Cleaning done during normal weekly operating hours if so is there a constraint on the noise factor?

Answer: All floor finishing and carpet cleaning shall be done during the contractual hours of 7:30am to

1:30pm. No special hours will be provided for this task. Coordination with the COR to schedule action of task.

7. Per the Scope of Work, Section 1.3 – Worksite Description, the FRC is minimally staffed during steady state operations. Additionally, per section 1.10 – Hours of Operation and Federal Holidays, the “normal duty hours are 7:00an to 4:00pm, Monday through Friday, except Federal Holidays. Are prices requested for contract line items 0001, 1001, 2001, 3001, and 4001- Janitorial Services for work performed during “steady state operations” and/or “Normal duty hours only?

Answer: The CLIN items for Janitorial Services for the base and all options shall be performed from 7:30 am to 1:30pm. The building normal duty hours are 7:00am to 4:00pm. Performance under “Steady state operations” shall be utilized under the Emergency Janitorial Services CLIN for base and all options on an “as needed “request from the government.

8. Within the Worksite Description (Sec. 1.3), it is stated that “the FRC is staffed one weekend per month with 20 military reservists”. Are services required to be performed on these weekends as part of steady state operations, or as an extended performance period, only when requested and authorized by

CO/COR?

Answer: No additional services shall be performed for weekend usage of the facility unless authorized by the

CO and COR.

9. During periods of extended performance, as authorized by the CO and/or COR, are the extended periods of performance compensated through the use of contract line items 0003, 1003, 2003, 3003 & 4003 –

Emergency Janitorial Service, or does each period of extended performance get negotiated separately?

Answer: Not clear on the question. But, the Emergency Janitorial Service is not an extended performance period. This is a Base of 1 year with 4 year options. Each option is agreed upon once exercised. But, the proposed price will be awarded amount for the contract value. For services outside of the normal working hours for janitorial services the Emergency Janitorial Services CLIN would be utilized and negotiated.

10. Per section 2.2 Facility Information: Facility Operation, “in the event of declared disaster, the facility may be fully staffed. At this time the contractor shall perform as allowed all the required janitorial services outlined in the contract.” Does the performance of services during these periods, which fall outside the normal operating hours, get compensated through the Emergency Janitorial Services Line

Items (X003), or is it expected that these services are performed within the line items (X001) for routine daily janitorial services?

Answer: The Emergency Janitorial Services CLIN will be negotiated for hours needed for services outside the normal Janitorial Services CLIN of 7:30 am to 1:30pm. Normal work hours will proceed as usual on a daily basis from Monday - Friday.

11. Please clarify the government’s response in Amendment A0001, reference to the price of current contract? The government response states $223,766. Please clarify whether the price stated is the total price of the contract to date, including all options and/or modifications since contract inception…or, is the price stated the price for the latest option period only?

Answer: The price provided in Amendment A00001 in the amount of $223,766 is the total contract value.

This is a Base year with 4 option years. Monthly cost will not be provided.

12. Within solicitation Section 1.7 Quality Control, Figure 1 – Criteria Deductions, item 3; it states “Failure to provide prescribed environmental conditions in the building(s), or portion thereof, at all times” is cause for Deduction. Please define “Prescribed Environmental Condition”.

Answer: It is the contractor’s responsibility to provide environmentally safe products and materials as stated in the Performance Work Statement (PWS). Refer to the clause 52.208-9 Contractors use of mandatory sources of supply and services.

13. Under solicitation section 1.15, b, 2 – Security Clearance Requirements the contractor shall submit, as part of the security clearance package, two (2) applicant cards FD-25(fingerprint cards). Are contractors to obtain the fingerprints through an outside source, such as local law enforcement, or does

DHS, FEMA provide the fingerprinting service or have electronic fingerprinting available?

Answer: DHS/FEMA will provide the services for all security clearance processes/services.

14. Per the solicitation, Standard Operating Procedures (Sec 2.7) the Government has the right to establish and/or change Standard Operating Procedures for the FRC which are binding on the contractor and its employees. If the establishment and/or change in SOP results in significant cost change to the contractor, does the contractor have the right to price adjustment?

Answer: If the Standard Operating Procedures (SOP) changes during the life of the contract. The government shall negotiate with the contractor to obtain a fair and reasonable price adjustment.

15. In the contractor response to the solicitation, the contractor is to describe the approach we will use to accomplish each task listed in the Performance Work Statement (PWS). Is the PWS the same as the

Scope of Work, Section 1.0 – or Janitorial Services Work Elements, Section 6.0?

Answer: The definition of Scope of Work (SOW) the division of work to be performed under the contract or subcontract in the completion of a project, typically broken out into specific tasks with deadlines. The definition of the Performance Work Statement (PWS) is the document that describes accurately the essential and technical requirements for items, materials or services including the standards used to determine whether the requirements have been met. Section 1.0 SOW describes what work shall be performed. The PWS is how the work shall be done. This is a performance based contract requirement.

16. How many are on the current janitorial staff?

Answer: The current incumbent has two employees performing Janitorial Services at the FRC. The two employees work a combined total of 30 hours per week.

17. In regards to consumables such as soap refiles, toilet tissue, paper towels, can you advise the type of dispensers and size?

Answer: The dispensers are standard size for soap and toilet tissue. The paper towel dispensers are manual which holds trifold paper products.

18. Is there any office space provided for the contractor to use a computer?

Answer: No office space will be provided for this requirement.

19. As this is an underground facility, are there any cell phone carriers that service the local area that have better reception than others and if so what providers might they be?

Answer: Cell phone providers that are accessible in the FRC/RRCC are: AT&T, Verizon, Sprint and Nextel.

20. Are there any areas of high cleaning that require a man lift to access?

Answer: No

21. If so, is a man lift available at the facility, or must the contractor provide it?

Answer: N/A

22. What is the average yearly total accumulation of snow?

Answer: No past history available.

23. Is there a government owned CMMS in place?

Answer: No

24. What is the estimate of the square footage?

Answer: please refer to page C-3, Section 1.3 Worksite Description, for the square footage. Or page C-14

Section 2.2 Facility Information.

25. Is there a bid bond or performance bond?

Answer: No bid bonds or performance bonds required

26. Are desk tops to be dusted? Will they be clean of paperwork?

Answer: Refer to page C-21, Area A2 Offices, Conference Rooms, Storage Rooms, Bunk Rooms, Entry Ways, Corridors to include common areas and utility closets.

27. Will shovels and equipment needed to remove snow be provided?

Answer: The contractor shall provide equipment and material for snow removal.

28. On-Site presence from 7:30am to 1:30pm each day is mandated? How does this allow the contractor to set its daily schedule?

Answer: It is the responsibility of the contractor to have janitorial staff onsite 7:30am to 1:30pm and accomplish tasks outlined in the PWS.

PWS corrections/changes

Solicitation page C-22 - Area A3 - “Kitchen/snack preparation areas and lunch” for the statement below is hereby corrected to read:

The industrial refrigerators and freezer (located on the lower level of the FRC) shall be cleaned outside with a non-abrasive cleaner and deodorized.
