Workshop: Implementation of the NDRF Scope of Work Background:
FEMA Region I and FEMA Headquarters OFDC leadership’s strategic objectives include a comprehensive plan to increase awareness of the National Disaster Recovery Framework (NDRF) to all stakeholders. In support of this effort, the Recovery Division, National Preparedness Division and Federal Disaster Recovery Coordinator seek to conduct a first of its kind recovery workshop centered on Implementation of the NDRF in the Healthcare Sector. Specifically, this workshop would be part of the Region I Catastrophic Response exercise scheduled for some time in 2016. The Catastrophic Response Exercise is based on the New England Hurricane of 1938.
This workshop will entail conducting an in-depth discussion that will support national and regional objectives of the Implementation of the National Disaster Recovery Framework in the Healthcare Sector. The importance of the recovery workshop in the healthcare sector is due to the fact that in five of the six New England states, healthcare is the number one source of employment and thus vital as the foundation for whole community recovery. This workshop is unique because of the involvement of a broad range of stakeholders beyond emergency managers. For the first time, this workshop will include economic development leaders and hospital administrators to better ascertain the challenges and opportunities surrounding healthcare system recovery. Challenges involve gaps in recovery plans for mental health, special prescription drugs and disabled person’s needs. Opportunities exist in getting economic development leaders, hospital administrators and emergency managers to better understand that a strong recovery plan developed pre-disaster can greatly improve the efficiency and quality of recovery.
Objectives:
The contractor shall attend the NDRF Healthcare Sector Implementation Workshop scheduled for 2016. The objectives of the workshop are to:
· Build technical competencies needed to effectively and efficiently manage pre- and post- recovery objectives under the NDRF
· Demonstrate comprehensive, expert understanding of Recovery Support Functions concepts and processes to support robust recovery
· Explore the opportunities for cooperative agreements among New England stakeholders to support community healthcare system recovery
· Consider the challenges and gaps in NE to support a major disruption to healthcare systems
· Discuss limitations and opportunities of Stafford Act Declarations and NDRF implementation
· Understand the concepts of healthcare systems including hospital administration, clinical research, drug trials, physician training, mental health and long-term healthcare.
· Identify the national policy issues applicable for long-term recovery under the NDRF including roles and responsibilities of federal partners in Recovery Support Functions
· Develop a plan ahead future TTX and regional exercises on healthcare system recovery
· Research issues and conduct briefings on national policy requirements and produce a comprehensive and coordinated recovery guide to all participants of the workshop.
Contractor Qualifications:
The contractor shall have subject matter expertise in the following subject matter:
· All aspects of National Disaster Recovery Framework (NDRF) issues including in-depth technical knowledge of Continuity Operations (CONOPS), Standard Operating Procedure (SOP), the role of Federal Disaster Recovery Framework programs, Recovery Support Functions (RSF) and National RSF coordinators
· Knowledge and experience implementing NDRF and regulations concerning Stafford Act
· Excellent oral and written communication skills; engaging presentation skills

The workshop will be facilitator –led, scenario-based discussion for one full day conducted in Boston.
Contractor Deliverables:
Contractor Pre-Conference Work
· Assess the criteria and process in the NDRF for implementing the National Disaster Recovery Framework in the Healthcare Sector. Specifically, identify the economic development leaders in the state and local governments in the New England region who could participate in the workshop. Also, identify hospital administrators or healthcare associations willing to participate in the workshop. Identify two hospitals in separate states willing to participate in the workshop. Specifically- one hospital would virtually play the role of a hospital destroyed in the “1938-type NE hurricane” and one hospital to virtually play the role of the hospital stepping up to fill the gap the services from the destroyed hospital.
· Examine the assumptions in the NDRF regarding the timing and sequence of the FDRC deployment, activation of the NDRF and the required Recovery Support Functions for the workshop.
· Develop 3-page paper using open sources including US Bureau of Labor Statistics on an overview of the role of healthcare systems on the economic and medical readiness of the six New England states. (For example- Massachusetts has 70 hospitals in the state and 8 Level I hospitals in Boston bringing a total economic value of approx. $3b in salaries and economic value).
· Develop one – three page report on status of healthcare recovery systems in the New England tribal communities.
· Identify requirements for collaboration between the Region I staff and FDRC and economic advisors after a disaster under the NDRF.
· Identify criteria and/or metrics for completing mission for NDRF implementation in the Healthcare systems workshop.
Conference and Post Conference Work
· The contractor shall provide a supplemental guidebook to the National Disaster Recovery Framework (NDRF) Guide for implementation in the healthcare sector. The supplemental guidebook shall discuss the implementation of the NDRF in the healthcare sector and contain examples from the Recovery Support Functions of the NDRF that addresses Advanced Evaluation Team, Mission Scoping and Recovery Support Strategies. The supplemental guidebook shall be specific to the New England Hurricane of 1938 and address how the six New England States would support such a disaster. The supplemental guidebook should be approximately twenty (20) pages. The contractor shall furnish no-less-than seventy-five (75) printed copies, and provide an electronic copy in a PDF format.
· The contractor shall furnish the Government with curriculum to conduct a one-day, eight (8)- hour workshop conducted in Boston at a future date. The workshop will include two other virtual meetings conducted over the next month discuss NDRF deliverables including Advance Evaluation Team report, Mission Scoping and Recovery Support Strategies. National Coordinators from Health & Social Services and Economic Development Agency have agreed to participate in the workshop. Scenarios must support Region I Catastrophic Exercise centered on 1938 Hurricane.
