About this file
This document is a Justification and Approval for Other Than Full and Open Competition regarding a contract to provide engineering services for the Hardness Surveillance EMP Program supporting the Intercontinental Ballistic Missile weapons system. The Air Force Materiel Command Nuclear Weapons Center awarded a contract valued at $23,994,880 to General Dynamics Mission Systems on December 14, 2021. The contractor shall furnish all required equipment to perform testing, including a high altitude burst pulser approved and certified for nuclear safety by the Government in accordance with the Performance Work Statement. Barriers to competition include the availability of a qualified pulser and personnel with appropriate certifications and technical knowledge. Steps being taken to promote future competition include developing pulser requirements and acquisition strategy, conducting market research, and monitoring follow-on requirements.

X. List of any sources that expressed, in writing, an interest in the acquisition.
See Section VI above.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
As noted in the 2016 Justification and Approval (J&A) document, the primary barriers to competition continues to be the availability of a qualified High-Altitude Burst, High-Energy, Pulser for SREMP testing. The ability to obtain personnel with PRP certification and MMIII technical knowledge continues to further frustrate competition efforts and limited program funding to date has thwarted plans to make this a competitive effort. However, the Government is writing a Technical Requirements Document (TRD) for a high-energy pulser. Once the TRD is finalized, the Government will derive qualification requirements and a Business Case Analysis (BCA) will be performed to determine if there is benefit for the Government to have a pulser built and maintained to provide as Government-Furnished Equipment (GFE). If buying a GFE pulser is determined to generate cost-savings in the future by promoting competition, the Government will request funding for it. If funding is made available to the Government, the Government may choose not to exercise options on this contract. Other steps being taken on the part of the US Government to foster competition are to monitor follow-on Weapon System requirements for targets of opportunity for economies of scale, and to conduct continual market research for the development or emergence of another interested and qualified vendor. A BCA will be performed to quantify the estimated benefit of competition to the Government. If the amount of savings is high enough, the Government will conduct market research and request funding to compete a contract that overlaps by 12 months or more to compete without causing a lapse in testing.
