NEWS MEDIA CLIPPING SERVICES FOR THE

U.S. COAST GUARD BOATING SAFETY DIVISION (CG-BSX-22)

PERFORMANCE WORK STATEMENT

1.0. GENERAL.

1.1. SCOPE.

The purpose of this task order is to obtain news media clipping services for the U.S. Coast Guard Boating Safety Division (CG-BSX-2). The contractor shall provide news media clipping services from nationwide media sources for news stories that involve recreational boating accidents. The contractor shall use keywords provided by the Boating Safety Division (CG-BSX-2), and provide the news clips in an electronic format through an online portal.

1.2. BACKGROUND.

The Federal Boat Safety Act of 1971, as codified into Title 46 United States Code Chapter 43, gave the U.S. Coast Guard Boating Safety Division (CG-BSX-2) authority to establish a recreational boating accident reporting program. The U.S. Coast Guard Boating Safety Division (CG-BSX-2) coordinates this program through public awareness campaigns aimed at the public to educate boaters on accident reporting requirements and through acceptance of reports from the 56 States and Territories for submission into a consolidated database used for development of an annual statistical report and recreational boating safety analyses. News media clips are used to validate current reporting and identify recreational boating accidents that may have gone un-reported.

1.3.1. Project Manager. The Contractor shall provide a Project Manager who shall be responsible for all Contractor work performed under this task order. The Project Manager is further designated as Key by the Government.

Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

1.3.4. Employee Conduct. Contractor’s employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, securing, “off limits”, wearing of parts of military uniforms, and possession of weapons) when visiting or working at Government facilities. The contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States, the Department of Homeland Security or the USCG.

1.3.5. Removing Employees for Misconduct or Security Reasons. The Government may, at its sole discretion, direct the Contractor to remove any Contractor employee from USCG facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under any task order awarded. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

1.3.6. Conflict of Interest. The Contractor shall not employ any person who is an employee of the United States Government if that employment would, or would appear to cause a conflict of interest.

1.4. KEY PERSONNEL. Before replacing any individual designated as Key by the Government, the Contractor shall notify the Contracting Officer no less than 15 business days in advance, submit written justification for replacement, and provide the name and qualifications of any proposed substitute(s).
