POP: 4/1/2017 – 12/31/2017

The Coast Guard Command, Control, Communications, and Information Technology Service Center (C4IT SC) Procurement and Contracting Organization, in support of the Coast Guard Operations Systems Center (OSC) intends to award a firm-fixed price order for the above referenced subscriptions to the lowest price, technically acceptable offeror.

Background The contractor shall provide:

1. Data files on vessel documentation functions for all US states and territories with a signed Memorandum of Agreements (MOA) with the Coast Guard (CG) being on record (Attachment 3).

2. Data files on vessel documentation functions for all US states and territories that provide data without a signed MOA with CG.

3. Upload vessel documentation files per the sample data dictionary in Attachment 1 onto the secure file transport protocol (FTP) Server weekly.

4. Data shall be in the “.fmt” format as per Attachment 2. USCG OSC will download the data files via secure FTP into the VIS database.

The specifications listed in this RFQ reflect the historical format. It is anticipated that multiple vendors can provide these subscriptions.

The quote must include:

· A random sample of the vendor’s database consisting of 1,500 records to the CG to review for applicability and quality.

· A summary of the vendor’s data set including number of total applicable records and data set field information.

· Shipping Charges (if applicable)

· DUNS Number, Federal Tax Identification Number, and CAGE Code.

Offeror must have current record in www.sam.gov. Quotes must be forwarded to Kristi.L.Durbin@uscg.mil.

Upon Award:

1. Vendor will be furnished with a USCG approved hard drive to facilitate the initial importation of the vendor’s database at OSC. Vendor will ensure that information formatting conforms to the current field data sets utilized by VIS.

2. Vendor shall provide a point of contact able to address and rectify technical issues during normal business hours (Monday – Friday, 0800 – 1600)

3. Vendor will download a reoccurring monthly update file from the USCG. The file is the Merchant Vessels of the US (MVUS) file which will be merged with state data and then transmitted via secure FTP to USCG.

Amendment 1: Questions and Answers

1. Question: What is the source of data for gathering the vessel documentation functions information (62 fields listed in Data Dictionary File) on each vessel from each state?

a. Is the data going to be provided to the Vendor by USCG?

b. If so what format will the data be provided?

c. If not, can your provide us information on where can this vessel documentation function data be found for each state?

Answer: Yes, the updates are provided by the CG for formatting.

a. The original database though will be provided by the vendor. As a reminder, we will need a sample dataset of the information to be provided for validation prior to contract award.

b. Refer to Attachment 2

c. The vendor is responsible for supplying their original dataset which will be appended by information provided by the CG and individual states.

2. Question: Upon award, Vendor will be furnished with USCG approved hard drive for initial importation of vendor’s database.

a. Is this initial importation implying to database instance we create for storing the VIS Data field (62 fields in one table).

b. Are we loading a blank database instance into the USCG hard drive?

Answer:

a. No, the expectation is that the vendor already has an established database of documented vessel and the information will be supplied in the form of the dataset outlined.

b. No, the database must have the requested information.

3. Question: The Merchant Vessels of the US (MVUS) file, reoccurring monthly update file, which we are downloading monthly will be merged with state data.

a. Can you tell us more information on what VIS Data Dictionary fields will be in the MVUS file and what field of information are we to gather from state data?

b. Can you tell us where we are to get the state data from?

c. Is it correct assumption that we will be merging the data from MVUS file downloaded monthly from USCG source with the State Data to create one file which we are to upload on secure FTP server?

Answer:

a. Federal mandate with regards to requirements is provided in Attachment 4 AoA – Requirements.

b. State data will be obtained from the states.

c. The previous information USCG had obtained is intellectual property of the incumbent and will not be a merger but instead, the vendor will be required to provide their own information from the states/territories.

4. Question: Are you able to share the questions asked regarding this opportunity from all interested vendors?

Answer: Yes.

5. Question:

a. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.

Answer:

a. Current contract number is HSCGG3-17-P-PWO003, Info-Link Technologies.

6. Question:

a. Can we generate the datafile using any sample data or is there any specific data that agency can guide us to process in the required .FMT file with the RFQ?

Answer:

a. The datafile of sample data should be a sampling of the vendor’s current dataset of vessels.

7. Question:

a. Is the file further processed to update to VIS?

b. Is the VIS database using MS SQL Server or Access Database?

Answer:

a. Yes – but the structure remains the same.

b. SQL Server database

8. Question: How do we get the source data files from US states and territories? Is there any specific vendors that we need to get the file? How often this file gets updated by the vendors and published?

Answer: The means by which the data is obtained is up to the vendor. It is not dictated by the Government.

9. Question: What does Xtype refer to in the Attachment 1 – VIS Data Dictionary document?

Answer: This is a numeric representation of the data type stored in the sys.sysobjects database.

10. Question: Is this opportunity limited to Vessel information vendor data company?

Answer: It is not limited to a Vessel information vendor but it is expected that the vendor will have an established vessel database.
