1. The drawing sheet C-101 shows removing three catch basins. The drawing sheet S-101 shows new drainage system to be installed, but highlights a single catch basin. The detail sheet shows replace detail (TYP) for the new catch basin, but does not provide pipe invert in and pipe invert out elevations. Are we tying into the existing drainage system? If tying into the existing drainage pipe, what are the material, size and locations?
Sheet C-101 does show removing three existing catch basins. Sheet S-101 labels one new catch basin and calls it typical (three are needed). The Detail Sheet C-501 shows the typical new catch basin. All of these basins both old and new are leaching basins where runoff exits the basin into the ground. No pipes are required.
2. What is the size of the pipe pile to be quoted?
Assuming the intended question was to ask the size of the pipe piles to be "coated" - the piles supporting the wharfs are 12" nominal concrete filled pipe piles as shown on S-301 thru S-302. The guide piles for the floating docks are 14" nominal concrete filled pipe piles.
3. What is the size of the angle iron to be coated?
The angle bracing varies from 2 x 3 to 4 x 4 angles typically.
4. Is all the work associated with Bid Option #1 detailed on sheet 17 of 28?
All of the optional and some base work are detailed on sheet 17 of 28.
5. Please provide a detail of the existing Aluminum Ramp to be replaced.
The aluminum ramp construction is detailed on sheet 17 of 28 and in specification Section 35 51 13.00 20 part 1.5.2.
6. Is the contractor responsible for replacing the four fenders shown on the drawing for the North Float? If so please provide details of the required fenders.
The existing fenders should be reset on the new float.

7. May we request a waiver of the CP-1 Coating Certification to be replaced by NACE
Certified Coating Inspectors?
a. Our suppliers have indicated that in the past the USCG has permitted such a request.
The equivalent NACE Certification will be acceptable providing that the contractor can demonstrate that the requirements for the NACE certification are equal to the CP-1 requirements.
8. Does the USCG have existing plans for the current gangways as well as the floating docks in order to quote on the replacement of “the same” units? If so, would you please provide a copy so we may quote like-for-like.
No plans are available for the gangways.
9. The dock specifications call for a freeboard of 24” to 30” tall with an 80 PSF load. Since the plan calls for an 8’ wide dock the recommended freeboard should not exceed 20”.
One option would be to reduce the height of the freeboard and another would be to increase the dock width to 10’. Could this be reviewed by the designer?
The dock width and required freeboard will not be changed. The Coast Guard has existing docks where these requirements have been successfully achieved.
10. The in state precast vender that we would like to use for the precast structures and planks is not currently PCI certified. Is this certification requirement negotiable to the contract?
No, the PCI certification is required.
11. On the Water Meter Vault Hatch- What is the hatch's size of the clear opening?
The intent is to match the existing hatch. The clear opening should be field verified.
12. It has been brought to my attention by my hardware suppliers that they do not make A490 threaded Rod which is in the specs for the pins for the precast planks. Are the nuts and washers for these items galvanized?
The pins for the connection of the precast plank should be epoxy coated 150 ksi all thread bar, the nuts and washers should be galvanized and typically from the same manufacturer.

13. The two existing double bit bollards that have to be removed, stored, and reinstalled.
What size anchor bolts should we carry in the bid? Are we required to blast and paint the two bollards?
The original plans for the bollards indicate 1” bolts. As with all dimensions the bolt size must be field verified by the contractor. Blasting and recoating is required per Specification 05 30 00.01 Section 2.1.6.
14. The specs call for mooring hardware to be ASTM A490 Galvanized, ASTM A 490 Bolts cannot be galvanized. Please advise what we should carry for hardware?
The connections should be ASTM A449 Type 1 galvanized.
15. In regards to the paving, seeing that it would probably be done in 2018, is there an escalator for the liquid asphalt? Maine DOT does this on all their paving bids it protects the contractor as well as the owner. If the price of the liquid goes up the owner pays the difference, if the price goes down the contractor issues a credit.
There is not an economic adjustment clause in the contract.
16. Please provide the diameter of the bolts used on the steel x bracing which connects the bracing to the steel pipe piles
The original plans for the braces indicate 1” bolts. As with all dimensions the bolt size must be field verified by the contractor.
17. Can Type III cement be used in lieu of Type II? (Type III is widely used in precast industry)
Type III is acceptable.
18. Can NPCA cert be waived if the more rigorous PCI plant certification is met? (Sec 03 42
13.00 10 Pg. 4)
The plant should be NPCA or dual NPCA / PCI certified
19. Are the 10" steel plates embedded into the concrete planks galvanized or plain steel?
The 10" steel plates should be galvanized as with all carbon steel.

20. What is the Wage rate for a Painter? (This is supplemented by question #2 as the answer to question 2 should answer this)
For bidding purposes utilize the following rate excerpted from General Decision Number:
ME170026 01/20/2017 ME26:
Rates Fringes PAINTER (Brush and Roller).......$ 25.55 13.11
21. Is this site considered an industrial site from a Wage standpoint?
Yes.
22. Is the intended surface preparation for the piles to be coated UHP WJ1 or grit blasting?
The specifications discuss both.
The intention is to use UHP water jetting to remove the coating. As these surfaces were already cleaned and recoated it is anticipated that there will be a 1-2mil surface profile that already exists and a further profile will not need to be established. However if there is not a suitable profile then further abrasive blasting may be required to establish a profile acceptable to the manufacturers standards.
