Solicitation: HSCGG1-16-R-PRV022 Amendment: 0001 2 of 3

Replace the entirety of Section B with the following:

SECTION B

SUPPLIES OR SERVICES AND PRICES/COSTS

The procurement is being conducted in accordance with the Federal Acquisition Regulation (FAR) Subpart 36.3 Two-Phase Design-Build Selection Procedures. Phase I of the selection will be conducted as outlined in FAR 36.303-1. Phase II is prepared in accordance with FAR Part 15 and includes evaluation factors developed in accordance with FAR 15.304.

Evaluation factors and the submittal format are identified in Section M. Only the most highly qualified offerors will advance from Phase One to Phase Two. Upon completion of the Phase I technical/quality evaluations, between three and five of the most highly qualified offerors will be requested to submit Phase II proposals. One contract award is anticipated to be made from the Phase II proposals received.

Remove the following clause from Section I and move to Section L:

52.204-18 Commercial and Government Entity Code Maintenance JUL 2015

Delete the following clauses from Section I:

52.215-10 Price Reduction for Defective Certified Cost or Pricing Data AUG 2011 52.215-12 Subcontractor Certified Cost or Pricing Data OCT 2010

Add the following clauses to Section I:

52.219-14 Limitations on Subcontracting NOV 2011 52.222-15 Certification of Eligibility MAY 2014 52.227-17 Rights in Data – Special Works DEC 2007

Replace the entirety of Sub-Section 8.1 of Section M with the following:

8.1. The SSEB will perform the technical/quality evaluation to determine which proposals are the most highly qualified, considering the evaluation factors. The SSEB will recommend to the Source Selection Authority, the offerors which are the most highly qualified.

Upon review of the recommendations, the Source Selection Authority will select between three and five of the most highly qualified offerors to receive a Phase II request for proposals.

The Phase II Requests for proposals will be issued as an amendment to the solicitation and will only be forwarded to the three (up to five) offerors selected from the Phase I evaluations. It is anticipated that Phase I evaluations will be complete and Phase II RFP’s will be released approximately four (4) weeks after the Phase I due date.

Solicitation: HSCGG1-16-R-PRV022 Amendment: 0001 3 of 3

Replace the entirety of Sub-Section 11.1 of Section M with the following:

11.1. The Government will award a firm fixed-price contract to the responsible offeror whose Phase II proposal, conforming to the solicitation, is fair and reasonable, and has been determined to be most advantageous to the Government, with all technical, price and other factors considered. The technical evaluation criteria under Phase II, and price are approximately equal.

The technical evaluation criteria under Phase I will also be used as a basis for award. It may be deemed necessary for the SSEB to review Phase I submittals, to complete the cost/technical trade-off analysis and determine the best value. The Phase I evaluation criteria will be approximately equal to the Phase II evaluation criteria.

As technical scores and relative advantages or disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, differences in rating and relative advantages and disadvantages between proposals are of increased importance to the determination.
