52.204-18 COMMERCIAL AND GOVERNMENT ENTITY CODE MAINTENANCE JUL 2015
4. Questions and answers submitted during the period for receipt of questions:
Does any of the concrete floating docks have any utilities and, or mechanicals on it that require internal tubes and junction boxes?
ANSWER: “No mechanicals or utilities are needed.”
Is the deck between the floats required or can a concrete platform be provided with an internal pile guide.
ANSWER: “I am not sure exactly what this question is asking. We called out a deck between two floats but did not provide details. The deck needs to provide the same load rating as the surrounding float. How they achieve that is not important to us so I think the answer is a concrete platform will be acceptable provided it will support the specified loads.”
Is there any type of fendering required?
ANSWER: “See the detail on drawing sheet 5 which shows a 3 x 3 D rubber fender.”
Just confirming that the job consists of blasting and coating all 7 float piles with each pile getting a new pile guide assembly, with new floats.
ANSWER: “That is correct in South Portland. At Portsmouth Harbor we are replacing some and reusing some. No recoating is required since the piles to be reused are galvanized.
Reading the specs for the above referenced job and came upon Section 31 68 13 Soil and Rock Anchors which has me a little confused. There are no Rock Anchors in this job. These specs talk about a DCP Rock anchor with testing etc. etc. The plans show a simple 1” rod grouted into the ledge. These are two different animals.
ANSWER: "I think I understand what he is saying but I am not sure why it is a problem. The spec tells them to hire a PE to certify that the rock anchors used will support the piles. If the engineer is ok with grouted rods (which I expect) no trouble, if they can't get enough loading from the grouted rods, they need to provide more elaborate anchors. The detail shows the rod anchors (the simplest solution) but the specs explain what we expect."

The note on page 5 of 5 Number 1 says there are three new steel guide piles. On Page 4 of 5 shows only 2 new steel guide piles.
ANSWER: “that's correct. Pull 3, install 2.”
Is the rock bolt as shown on the plans considered to be the same as a rock anchor which is detailed in the specifications? If it is does the government expect the contractor to install four Dwi Dag style rock anchors in the two new concrete pedestals with anchor design load, bond length, tendon bond length and un bonded length provide as a submittal and sealed by a PE. Also included would be double corrosion protection, bearing plates and nuts. The bars shall be ASTM A722/A 722M and shall be epoxy coated. Centralizers and spacers will be required for the 6" drill hole which is required for the 4" diameter of the DCP epoxy coated bar.
Trumpets will be required to provide a transition from the bonded to un bonded length. Design calculations will be provided by a licensed PE who is experienced with this type work. Load tests will be applied to each anchor. Rock Anchors will be threaded bar or the strand type. The anchor installer shall have at least 10 years experience in the installation of rock anchors.
ANSWER: "The detail should be considered a sketch to be used to determine the locations of the rock anchors, holes and geometry of the concrete pedestals. The specifications detail what the rock anchors are."
All other terms and conditions remain unchanged
