Question 1: The W4 windows at the fire escape do not meet egress (values calculate out at 4.67sf). If an Alternate is necessary, will a Casement with simulated check rail be considered that will meet egress?
Answer: Yes, the two (2) 'W6' fire escape windows as mentioned do not meet egress requirements. Windows of the same overall dimensions with casements with simulated check rails will be necessary to meet egress requirements for those two locations on the 3rd deck. The several larger 'W4' windows can remain as designed as double hung windows and do not require simulated check rails. (Note that W6 windows do not meet egress requirements)
Question 2: Window notes in Bid Docs - How much size variation is allowable for a unit to be considered standard size?...will padding in the rough opening be an option considering that the siding is not being replaced?
Answer: No, padding in the rough openings will not be acceptable to enable utilizing standard sized windows. Contractors should ignore Note B on drawing sheet 8 of the plans. Windows should be custom manufactured to correctly accommodate the existing window openings.
Question 3: Should the aluminum nail flange be used? It is a better performing product for Impact Zone.
Answer: Yes, aluminum nail flanges should be used (as shown on the drawings (except at basement windows) as a heavier line below the sill, but not specifically labeled). They are normally shipped with the windows, and are required to be included in this project. The other flashing materials indicated will be in addition to the window components. The flange will not fit in the masonry openings in the basement and thus are not required in the basement windows.
Question 4: During the course of construction, will we encounter any asbestos?
Answer: Not likely. Please see attached Asbestos Survey report.
Question 5: During the course of construction will we encounter any lead paint?
Answer: Unknown.
Question 5: Are the units in the basement to be non-operating? If so, would an Alternate for Integrity fiberglass be considered because of proximity to grade?
Answer: No, the project requires operating windows in the basement as specified in spec section 01 11 00 & section 08 52 00 (double hung windows). The basement windows will be sliding double hung windows as shown in the drawings.

Limited Asbestos Survey Report USCG – Menemsha Occupied Main Building US Coast Guard, Martha’s Vineyard, MA
Common Sense Environmental, Inc. WBE/DBE 1 June 2015
1.0 Introduction
This asbestos survey report is being submitted to the United States Coast Guard (USCG) in support of a window replacement project located at the USCG Menemsha Main Building (MMB) by Common Sense Environmental, Inc (Common Sense). In order to determine the feasibility of completing the window replacement, a limited non-destructive survey for asbestos containing materials (ACMs) was conducted at the Main Building.
The Station Menemsha MMB was built in 1936 on Cuttyhunk Island and was moved to its current location in 1952 in Chilmark, MA. The home is a 5600 square foot, 3 story (with cupola and basement) building designed in the Roosevelt Style. The current basement windows were all installed in 1983 and all above grade windows including the cupola windows were installed in 1993. The MMB is an occupied mixed use dwelling/office.
The USCG also provided the attached site diagrams for the building (Appendix C).
Qualified personnel conducted the asbestos survey sampling following procedures generally accepted and recommended by the United States Environmental Protection Agency (US EPA), the United States Occupational Safety Health Administration (OSHA) and the Commonwealth of Massachusetts Department of Labor.
The suspect asbestos containing material (ACM) sampled during the survey of the subject property included interior and exterior window caulk and joint compound.
Upon sampling and analysis, none of the sampled materials were found to contain greater than 1% asbestos (see Section 4.0 for identified ACMs); therefore, the sampled materials do not have to be removed by a Massachusetts licensed asbestos abatement contractor in accordance with an approved Asbestos Abatement Plan written by a Massachusetts licensed Asbestos Project Designer, prior to disturbance during any planned demolition.
2.0 Bulk Sampling Information
The suspect ACMs were characterized by the analysis of bulk samples collected by Cynthia Gilchrest (MA Inspector AI900583) on May 28, 2015. Photographs taken at the property are presented as Appendix B.
Per the scope of work provided by the USCG, the following materials were identified for asbestos testing:
A. Caulk and joint compound at 1 window on each face of the building at each floor (basement, 3 floors and cupola).
Upon visiting the property, Common Sense observed several storm windows with no visible caulk or joint compound at the third floor rear interior window, the cupola interior, rear first floor
Common Sense Environmental, Inc. WBE/DBE 2 June 2015 windows, basement and first floor exterior left windows. No caulk was observed at the right basement window as the window frame consists of painted wood.
Additional suspect ACM, outside the scope of work, were observed and also sampled as directed by USCG. Additional samples were collected at the pipe insulation at the basement window and insulation between the window frame and wall at the basement left interior window (see photographs in Appendix B).
Licensed and trained personnel have made an effort to characterize visible and readily accessible suspect ACMs within/along the interior/exterior areas of one window at each floor the subject property building as outlined in the scope of work. The survey was not a destructive survey and no survey can be all encompassing. As such, should construction workers encounter and/or need to disturb any product(s) suspected as being ACM, that have not been previously identified or sampled, during any renovation activities in the future, all proper precautions should be taken to ensure these materials are appropriately characterized and handled accordingly. While heating system pipes appeared to be visible and located outside of wall cavities in many cases, it is possible that older pipes insulated with asbestos thermal system insulation exists in uninspected wall cavities. If these materials are encountered, they should be characterized and handled in accordance with applicable local, state and federal regulations.
Survey procedures included a visual assessment of suspect ACM and painted surfaces identified by licensed and trained personnel. Visual assessment included the touching of identified suspect ACM to determine its friability, (when dry, may be crushed, pulverized, or reduced to powder by hand pressure), identification of homogeneous areas of identified suspect ACM, approximate quantification of identified suspect ACM, collection of bulk samples for analysis, and assessment of the condition of suspect ACM. The USEPA’s Managing Asbestos in Place, A Building Owner's Guide to Operations and Maintenance Programs for Asbestos-Containing Materials, was used as a guide for this survey.
Each homogenous area of suspect ACM was assessed to determine the asbestos hazard. A homogeneous area is defined as a material that is uniform in color or texture with a similar appearance and an application on similar components. Factors considered when assessing homogeneous area hazards include the friability of the material, the condition of the material including type, severity, and extent of damage, and accessibility of the material and potential for further damage and disturbance.
Sampling methods were designed to minimize damage to the ACM and subsequent fiber release.
Samples were collected using disposable samplers, similar to a utility knife. Samples were extracted to the substrate and placed into a pre-labeled asbestos sample bag. The bag was then sealed, recorded in a sample logbook, and sent to the laboratory for analysis.
Samples were submitted to and analyzed by Asbestos Identification Laboratory (AIL) of Woburn, Massachusetts. AIL is accredited through the National Voluntary Laboratory Accreditation Program (NVLAP No. 2000919-0) and with the Commonwealth of Massachusetts Office of Labor and Workforce Development (AA00208). All samples were analyzed in accordance with USEPA recommended protocol ("Follow-up to the Interim Method for Determination of Asbestos in Bulk
Common Sense Environmental, Inc. WBE/DBE 3 June 2015
Insulation Samples" - EPA 600/R-93/116 method “Visual Estimate”) using polarized light microscopy (PLM) supplemented by dispersion staining techniques.
Twenty-nine (29) asbestos bulk samples were collected at the subject property building, with instructions to the laboratory to stop at the first positive results obtained for each homogeneous material sample set. Based on this instruction, 29 bulk samples were laboratory analyzed by AIL.
Appendix A contains a chain-of-custody and a copy of the bulk sampling results, as provided by
AIL.
As confirmed by laboratory analyses and as summarized in Section 4.0 of this report, none of the sampled materials were found to have asbestos content equal to or greater than 1% asbestos. As such, the sampled materials do not have to be removed by a Massachusetts licensed asbestos abatement contractor in accordance with an approved Asbestos Abatement Plan written by a Massachusetts licensed certified Project Designer, prior to disturbance during any planned renovations.
3.0 Background Air Sampling
As the scope of this project consisted solely of an asbestos survey only, no background air sampling was conducted during this survey.
Should asbestos be detected in the future which require abatement pre-abatement air samples may be required as a part of the development of a required Asbestos Abatement Plan, if abatement is to take place.
4.0 Description of Identified Areas and Suspect Materials
This asbestos survey has been completed at the occupied mixed use dwelling/office as a part of a window replacement plan. Sampled materials and results are summarized in the following table and the laboratory report is presented as Appendix A. Materials which tested positive for asbestos through laboratory analysis would be indicated by red type on the tables below and would include the asbestos content identified through laboratory analysis. No sampled materials tested positive for asbestos via laboratory analysis.

Asbestos Identification Laboratory
Dear Cynthia Gilchrest, Thank you Cynthia Gilchrest for your business.
Michael Manning Owner/Director
Asbestos Identification Laboratory has completed the analysys of the samples from your office for the above referenced project
The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S. Government Agency.
Laboratory results represent the analysis of samples as submitted by the customer. Information regarding sample location, description, area, volume, etc., was provided by the customer. Asbestos Identification Laboratory is not responsible for sample collection activities or analytical method limitations. Unless notified in writing to return samples, Asbestos Identification Laboratory discards customer samples after 30 days. This report shall not be reproduced, except in full, without the written consent of Asbestos Identification Laboratory.
