2.1 ABOVEGROUND STORAGE TANK (AST)
Provide AST and the components listed below that are compliant with UL 2085 and bears its label with 1000 gallons gasoline capacity. The AST shall be shipped as a completed unit completely fabricated in manufacturer's factory.
The AST shall have a secondary, leak containment impervious barrier or tank at 110 percent capacity of primary tank. The primary UL 142 tank and secondary impervious barrier or UL 142 tank shall be rectangular in design and pressure tested to minimum 3 psig to maximum 5 psig at the factory and field tested by the contractor to a maximum 3 psi. The AST shall be designed to store petroleum fuels. Submit copies of Aboveground Storage Tank and Components (AST) to the Contracting Officer for approval
2.1.1 AST Components
a. Primary Tank: Provide a primary tank listed under UL 142; compliant with NFPA 30; constructed of ASTM A 569 or ASTM A 36 carbon steel of UL 142 specified steel thickness, with continuous welds; warranted for a minimum of 30 years by the manufacturer. The tank shall be fitted with a 4” diameter fill port; 2” diameter normal vent port; 6” diameter emergency vent port; 2” diameter liquid gauging port; 2” diameter port for dispensing pump; 4” diameter Phase I vapor recovery port; a fuel heater;
and a spill containment of at least 7 gallons capacity with lockable lid and drain port. The top of the secondary tank shall be sloped so that water will not accumulate.
b. Secondary Leak Containment Tank or Impervious Barrier: Provide either a secondary tank listed under UL 142; compliant with NFPA 30; constructed of ASTM A 569 or ASTM A 36 carbon steel of UL 142 specified steel thickness, with continuous welds, or an impervious barrier of 30 mil high-density polyethylene to contain leaks from the primary tank.
1. A secondary tank shall provide reinforcement for a monolithic (without seams), minimum 4” thick, lightweight concrete fire proofing material to remain in place around the primary tank and true “pressure testable” containment. The tank shall be fitted with a 2” diameter annular space monitoring tube; 2” diameter normal vent port; 6” diameter emergency vent port; and openings for all ports in the primary tank. The port openings in the top of the tank shall be constructed with full welds to prevent moisture from seeping between the fire proofing material and the secondary and primary tanks. The top of the tank shall be sloped so that water will not accumulate.
SECTION 13210 – Page 5
2. A secondary impervious barrier around the primary tank shall be encased by a concrete vault that is minimum 6” thick with minimum design strength of 4000 psi at 28 days. The vault protects both the primary tank and impervious barrier from damage. The concrete design shall include the following for long-term durability: less than 3% air entrainment, water-reducing admixture, and steel reinforcing bars.
Concrete placement shall be monolithic (without seams) and placement methods shall ensure the absence of voids on all sides and beneath the primary tank. The vault shall have concrete support legs of unitized monolithic construction raising the concrete enclosure a minimum of 3” above the ground to meet visual inspection requirements. A mid-level seam or other joint construction which could compromise the liquid tightness (secondary containment) and fire protection capability of the vault is not permitted. The monitoring tube provides a means to detect product leakage from the primary tank into fire protection material that directly surrounds it.
c. Fire Protection: Provide two (2) hours fire rating.
d. Thermal and Corrosion Protection: AST construction shall include thermal insulation equivalent of R10 or 0.25 inches of polystyrene to protect against temperature extremes. Provide either a factory applied cladding/coating on exterior surface of the secondary leak containment tank and all steel components exterior to the tank that resists corrosion meeting requirements of ASTM B 117, or exposed aggregate with cement sealer and then coated with gloss urethane finish coat. The total dry thickness shall be a minimum of 1/8 inch. All threaded openings and flanges shall be protected during the cladding/coating process. The cladding/coating shall come with a minimum ten (10) years warranty.
e. Other Protection: The AST shall be tested by a qualified engineering firm to be resistant to penetration of the primary tank from blast and high impact devices, such as, a 150 grain, M 2 Bullet, traveling at a velocity of at least 2700 feet per second, when fired from a .30 caliber rifle, located a maximum of 100 feet from the target. The AST must be able to be repaired in the field by a factory representative, when impacted by a bullet. The factory representative must be able to certify that the primary and secondary containment do not leak, and that the fire protective material regains its minimum two (2) hours rating.
f. Overspill Protection: Provide the following methods:
(1) Direct reading level gauge visible from the fill pipe access.
(2) Audible and visible high level alarm.
g. Signage: Signage shall be recessed in exterior of cladding/coating to ensure against damage.
h. Fuel Pump: Provide a submersible pump for gasoline fuel atop the new storage tank. Pump and motor combination shall operate efficiently totally submerged in product of storage tank. When pump only is submerged, pump shall be driven by explosion-proof motor for Class I, Division l, Group D hazardous locations as defined in NFPA 70. The pump shall meet the minimum HP required for a maximum fuel delivery rate at the dispensing unit of 12 to 18 gallons per minute at maximum working pressure of 25 psig with one nozzle flowing fully extended in length.
Install on discharge side of each pump, an approved line leak detection
SECTION 13210 – Page 6 device by pump manufacturer which will prohibit pump operation when fuel piping is not liquid-tight. Provide clearance of 5 to 7 inches between inside bottom of the tank and pump inlet. Pump shall be operated by an on/off switch at the fuel dispenser and a clearly labeled emergency stop shunt switch by the tank. Pump shall be equipped with thermal overload protection.
