Question #1: The ships touch the pier where the camel chains need to be replaced. Will the ships be moved during the repairs?

ANSWER #1: It is the preference of the USCG for the ships to remain in place during repairs. However, if the contractor believes this will add to the complexity, or create an unsafe condition, the USCG can make plans to relocate cutters during the pre-construction brief.

Question #2: Will vehicles be permitted to drive on to the pier during construction? Will the gangway for the center ship be moved to allow contractor vehicles access to the last ship?

ANSWER #2: Vehicle load on the piers will be limited to 200 psf or a five (5) ton forklift as noted in the scope of work. The gangway for the center ship can be moved according to the contractor's schedule and can be discussed during the preconstruction brief.

Question #3: In Section 2.2 ”shackles”, do you want screw pin shackles or anchor shackles (also known as safety shackles)?

ANSWER #3: Either type of shackles will be acceptable, but anchor shackles are preferred.

Question #4: On the drawing there is a detail “pier attachment detail”, the drawing shows an eye bolt through an 8” x 10” chock. The existing connection has a bolt with an eye nut that is drilled through the 14” x 14” rubber bumper. The head of the existing bolt is on top of the 14” x 14” rubber bumper. How should the new connection be made?

ANSWER #4: The new connection should be made in the same manner as the existing connection, even if that differs from the drawing detail. This can be discussed at the preconstruction brief if there are further questions.

Question #5: Section 4.1.1.2, dive plan, are dive operations to be conducted using USACE- EM – 385-1-1 regulations?

ANSWER #5: Yes, dive plans should be conducted using these regulations.

Question #6: Several of the existing anchor chains are broken. Are we to assume that the blocks are buried in the mud directly below the eye nuts?

ANSWER #6: Yes, contractor may assume that blocks are buried in the mud directly below. However, this area received significant storm surge during hurricane Sandy, and USCG cannot confirm that anchor blocks are still in their original locations.

Question #7: Some of the square fender units are rolled out of position, will the base assist with rotating the units?

ANSWER #7: Base personnel will not be available to assist the contractor on this.

Question #8: Please verify the new 5/8” camel chain is to be galvanized, not stainless as is shown on the drawing?

ANSWER #8: New chain and hardware are to be galvanized, not stainless steel as shown on the drawing. Attachment 4 to the RFQ contained the following: “Clarification 3: Drawing P4804273D1, General Note 5, should read: “All hardware shall be grade G30 galvanized steel”.”
