SPECIFICATIONS: N/A

SECURITY REQUIREMENTS:

A security clearance is not required for personnel associated with this SOW.

All contractor personnel requiring routine access to a Coast Guard Computer Information System or requiring Public Key Infrastructure (PKI) authentication to perform their required duties under this task shall require a Common Access Card (CAC).

Contractor employees working on-site at Government facilities shall wear a valid Contractor’s identification card. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display the Government issued badge in plain view above the waist at all times.

5.

Task Order Management Designation:

5.1 The Contracting Officer Technical Representative (COTR) for this work order is CWO Darrell Pridgen, MLCPAC (f) at (510) 437-2735.

5.2 The Program point of contact (POC) for this Task Order is LT Mike Karnowski, FORCECOM(FC-751) at (510) 437-5897.

6.

DESCRIPTION OF WORK:

6.1.

Scope: The FC-751 Standardization section develops implements and promulgates the Coast Guard standardization program to provide operational commanders with an overview of a unit’s readiness. With the Coast Guard Modernization effort, needs for consistency within the program have been identified by the Program Sponsors, CAPT Matt Cutts and CDR Mark Ruckstuhl.

6.2.

Background: Bridge Resource Management training is not standard within the Coast Guard. With modernization efforts in full effect and new untested ships coming online, the need for standardized training is much higher and more cost effective. No one ship simulator facility used by the Coast Guard is identical to another, but the ability to streamline training at simulators used in the facilities is.

6.3 Requirements:

6.3.1 Task A: Provide needed program support in area of Bridge Resource Management Simulators and address other associated issues. Support includes, but is not limited to:

6.3.1.1 – The Contractor shall facilitate between US Navy, Coast Guard, L3 and Kongsberg to install electronic ship models of existing Coast Guard ships and scenarios amongst all ship simulator facilities specifically but not limited to those co-located with Afloat Training Groups allowing for inter-usability by Coast Guard afloat assets.

6.3.1.1.a – Models to include USCG 110, 210, 225, 270, 378, NSC, icebreakers and USN Coast Patrol Boat.

6.3.1.2 – The Contractor shall develop a reference manual with applicable POCs for fleet availability to include at minimum scheduling requirements for simulators and draft any associated message traffic.

6.3.2 Task B: Provide program management support to align with new requirements and address other Program issues. Support includes, but is not limited to:

6.3.2.1 – The Contractor shall provide support for unplanned program enhancements, upgrades, and issues to meet evolving requirements. Such support is estimated at two-hundred and twenty-four (224) hours over six months.

6.3.2.2 – This will include extensive work on assessing capabilities of the NSC.

6.4 Contractor Personnel: N/A 7.

GOVERNMENT FURNISHED INFORMATION (GFI):

7.1 The Government will make available to the contractor, upon request, all referenced documentation identified in Paragraph 2 of this SOW. All GFI will be returned to the designated COTR/TA upon completion of this task.

GOVERNMENT FURNISHED MATERIAL (GFM): N/A

9.

GOVERNMENT FURNISHED EQUIPMENT (GFE):

9.1 The Government will make available to the contractor all computer hardware and software required to perform tasks assigned under this task order. All GFE will be returned to the designated COTR/TA upon completion of this task.

CONTRACTOR FURNISHED EQUIPMENT (CFE): N/A

CONTRACTOR FURNISHED MATERIAL (CFM): N/A

12.

TRAVEL/LABOR REQUIREMENTS:

a. Travel Per Diem is not authorized under this SOW.

b. Travel between the Contractor’s office and the Coast Guard Facilities is incorporated into the hourly rate charged for work under this SOW.

c. Anticipate the majority of labor hours will be contacted off-site at contractor’s place of business. Government installations listed are not all inclusive. Additional installations will most likely be added in assessing program needs.

13.

TRANSPORTATION OF EQUIPMENT/MATERIAL:

Transportation of equipment/material is authorized when timely means by the Government is unavailable.

14.

DATA DELIVERABLES:

14.1 A monthly status report containing details of work performed in support of the program development shall be provided as required.

14.2 Electronic copy of application software and updates shall be maintained and supported as required.

15.

SUB-CONTRACTING REQUIREMENTS: N/A

16.

ACCEPTANCE PLAN

The Contractor shall ensure that delivered tasks and products meet all standards and guidelines provided in this contract and in applicable regulations and directives. All work performed and all material and data to be submitted under this work statement will be inspected and accepted by the designated Government Representative.

17.

OTHER CONDITIONS/REQUIREMENTS: N/A

17.1 Work must be performed once a week, eight (8) hours per day, between 0700 and 1700 hours, excluding Federal holidays. The client representative and the task leader will schedule all work between these hours.
