Amendment 0005
08 June 2017
2. QUESTION: Will the floating dock adjacent to the boat house be moved prior to dredging? If not, is the contractor allowed to remove the floating dock?
Answer: The Contractor may temporarily remove the floating dock with the condition that it be properly reinstalled upon completion of dredging activities within that immediate area. Note that there are boats moored at this dock on a daily basis which will require mooring within the boathouse if the dock is removed. Once the floating dock is reinstalled, the boats will be moved from the boat house back to the floating dock. Coordination with the Station Point of Contact, Contracting Officer Representative
(COR), and Construction Manager will be required prior to removing the floating dock.
3. QUESTION: Please clarify the in-water work window. SF1442 indicates 1 August 2017 to 15 October 2017.
General Requirements- Section 010100-1.01.1 Scope of Work indicates August 1 to September 30.
ANSWER: The Coast Guard received approval from the permitting agencies to extend the in-water work window from August 1 through October 15.
4. QUESTION: Can a dragging apparatus be utilized to drag the material from underneath the boathouse out to an accessible area?
ANSWER: Yes. A drag device may be used to drag the material from underneath the boat house to an accessible area.
5. QUESTION: Is the contractor permitted to re-handle the dredge material from a storage bin on a barge into a bottom dump scow?
ANSWER: Yes. The Contractor may re-handle the material from a storage bin on a barge into a bottom dump scow.
6. QUESTION: The hydrographic survey is from October 2011. This is a lump-sum contract and the variation in quantities clause does not apply. Will the owner consider providing a more recent survey, or capping the expected quantity at 2,000 cy?
ANSWER: A more recent hydrographic survey of the dredge footprint is not available at this time. The scope of work requires the Contractor to conduct a hydrographic survey to confirm the existing conditions and quantities, which are expected at 2,000 cy. The environmental permits do not allow dredging in excess of 2,000 cy for this episode. Therefore, the project is capped at 2,000 cy.
7. QUESTION: Is any 3rd party water quality monitoring required?
ANSWER: The environmental permits may require light monitoring. However, the monitoring is not required to be completed by a 3 rd party. The Corps permit and NMFS
Letter of Concurrence require installation of a silt/turbidity curtain to protect the eelgrass beds adjacent to the project footprint. If a silt curtain cannot be deployed, light monitoring shall be conducted per the Corps
San Francisco District and NMFS’ Programmatic Consultation (Corps 2009; Revised 2010). The
Contractor shall follow the light monitoring protocol found in Appendix 3 of the Programmatic
Consultation, enclosed. The objective of the light monitoring is to determine increased light attenuation associated with project activities by measuring the photo synthetically active radiation
(PAR) during daylight activities. Measurements at regular intervals can be accomplished via automated equipment.

Amendment 0005
08 June 2017
8. QUESTION: The specs and drawings indicate a dredging depth in the entrance of the basin of -10’. The permits indicate the basin is authorized to -8’ +2’ overdepth. Can the owner please clarify the dredging depths, including overdepth for the project? If the entrance is expected to be dredge to the -10’ this will result in permit violations.
ANSWER: The permits allow maximum depth of -10ft. within the boat basin. The scope of work includes dredging to a minimum depth of -8 ft. plus 2 ft. over depth below the boathouse and berthing area, and up to -10ft. in the area between the boathouse and channel, as to create a slight sedimentation basin.
9. QUESTION: Will the owner change the bid schedule to include a unit price for dredging on a cubic yard basis? Additionally, will the owner provide a more recent hydrographic survey?
ANSWER: A more recent hydrographic survey of the dredge footprint is not available at this time. The scope of work requires the Contractor to conduct a hydrographic survey to confirm the existing conditions and quantities, which are expected at 2,000 cy. The bid schedule will remain a lump- sum.
