(1) The following responses are provided to questions from prospective bidders.

QUESTION: The Table on Page 6 of the Letter of Agreement for Consistency, Amendment No. 6 indicates a work period of August 1st to November 30th, this is in conflict with the in water work dates indicated in the Technical Specifications. Which work window prevails in this situation?

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

EDITION UNUSABLE Prescribed by GSA, FAR (48 CFR) 53.243

Invitation for Bid Number HSCG88-17-B-PQQ104 Amendment 0002 April 12, 2107

RESPONSE: The in-water work window approved by all regulatory agencies is June 1- November 30th. However, due to the vessel schedules, the preferred dredging work window is between July 17 and August 28th, as there will only be one vessel docked during that time; therefore limiting disruption to CG operations.

QUESTION: Technical Specifications Section 35 20 23 – 1.2.1 indicates that the removal of hard (previously undisturbed) material is included in the unpaid overdepth dredging prism. Current depths shown on the survey on Sheet 2 of 3 of the Coast Guard Island Berth Dredging Project Plans shows sounding in this area as high as 28’. This would indicate 8’ of material has infilled in this area. Further, the depths in the center of the Federal Navigation Channel are even shallower. Can you confirm that all the material above -36’ is maintenance material? Is there any geotechnical data available in this area? Is the post-dredge survey from the previous dredging episode available? How will the Contracting Officer address material sloughing from the Channel into the dredge template?

RESPONSE: The latest hydrographic survey, dated September 2016, was provided with the solicitation. The last dredging episode was conducted in 2008. During that dredging episode, the basin was dredged to -30 feet MLLW.

Therefore, the material in the dredge prism above -30 feet may be considered maintenance, while the material between 30 feet to 36 feet is considered new dredging. Attached is the post-dredge hydrographic survey from 2008.

Vibracore sampling was conducted in 2014. The results are available in the Tier 1 Evaluation Report, dated February 2017 and were provided in Amendment 0001. Sloughing material will be handled in accordance with Section

DREDGING 35 20 23-1.4.4.

QUESTION: Is the Dredge Boundary shown on Sheet 2 of 3 of the Coast Guard Island Berth Dredging Project Plans the toe-to-toe limit, the limit at the top of slopes, or at the theoretical daylight line? Are any other sections available for this area?

RESPONSE: The Dredge Boundary is the toe-to-toe limit. The limit at the top of slopes is the daylight intersection with the existing channel bottom surrounding the berth area. The section on Sheet 3 of 3 is the only section provided.

The side slope along the face of the wharf is 2 to 1 and the side slope in all other areas is 3 to 1.

QUESTION: If more material is required to go to Montezuma Wetlands Project than indicated in CLIN 0002 & 0003 will the Contractor be compensated at the rates indicated in CLIN 0002 & 0003 respectively?

RESPONSE: Federal Acquisition Regulation Contract Clause Number 52.211-18 will apply for any increases in quantities for CLINs 0002AA, 0002AB, 0003AA, 0003AB, 0004AA, 0004AB and 0006

52.211-18 -- Variation in Estimated Quantity.

Variation in Estimated Quantity (Apr 1984)

If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract.

Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgment of the Contracting Officer, is justified.

(End of Clause)

April 12, 2107

QUESTION: Per the Technical Specifications for the Coast Guard Island Berth Dredging Project Section 01 32 23 –

1.3.2.2 ‘The Government will accept a reach within 8 days of being notified of reach completion.’ Technical Specification Section 01 32 23 – 1.3.2 indicates ‘Working in the next reach or next portion of a reach is unauthorized until the after-dredge survey is accepted.’ The result of these specification is the potential for over 8 days of standby time while waiting for reach acceptance. Should this potential standby time be included in the Contractor’s bid price for the corresponding line items?

RESPONSE: The language in the specification 01 32 23 – 1.3.2 is hereby amended to read: “As soon as practicable after completion of a reach, the Contractor will perform after-dredge surveys.” The language in the specification 01 32 23- 1.3.2.2 is hereby amended to read: “Acceptance of Reach (es) will be in writing from the Contracting Officer Representative based on the Contractor After-dredge survey data.

QUESTION: Per Technical Specification 35 20 23 – 3.2.6.3 ‘Dredged material will be passed through a debris grid with a maximum opening size of 10 inches by 10 inches.’ The standard grid size (and the grid size required at USCG Station Golden Gate) is 12 inches by 12 inches. Will a 12 inches by 12 inches grid be acceptable for Coast Guard Island Berth Dredging?

RESPONSE: A 12 inches by 12 inches grid is acceptable as reflected in Technical Specification 35 20 23 – 3.2.1.1 and 3.2.6.3.

QUESTION: Per Technical Specification 35 20 23 – 3.2.6.3 ‘Material that does not pass through the grid will be considered solid debris and shall be disposed in areas outside of Corps Jurisdiction.’ Often new work dredge material will not pass through a grid, how is the Contractor to handle dredge material that does not pass through the grid?

RESPONSE: The Corps of Engineers does not expect Contractors to encounter any debris that is not acceptable at a Class II landfill. Contractors should bid accordingly

QUESTION: At Coast Guard Island, if necessary will the moored vessels be repositioned to different berths to accommodate the dredge schedule.

RESPONSE: See Section DREDGING 35 20 23-3.2.4 Order of Work. CG expects only one vessel will be moored during the July 17- August 28th time frame. The Contractor will be required to provide tug services to move the vessel between berths. See Schedule of Prices CLIN 0006.

QUESTION: Technical Specification Section 01 32 23 – 3.2.5 indicates that the Government will assess liquidated damages. What are the liquidated damages for this contract?

RESPONSE: Liquidated Damages does not apply to this contract.

QUESTION: CLIN 0005: Option Line Item for Station Golden Gate Dredging is a lump sum item in which the variations in quantities clause does not apply. The Bid quantity is based on survey data from 2/14/2014. Does the Government intend to make an up to date survey available to potential bidders?

RESPONSE: The environmental permits allow a maximum of 4,600cy of sediment to be removed and disposed of.

Sediment in excess of 4,600cy would violate the permits. If the pre-dredge hydrographic survey indicates a greater volume and the permit can be amended a contract modification may be processed for the additional quantity.

QUESTION: At USCG Station Golden Gate is the Contractor required to achieve grade below the footprint of the floating dock?

RESPONSE: The contractor is required to achieve grade below the footprint of the floating docks to the maximum extent practicable.

April 12, 2107

QUESTION: At USCG Station Golden Gate will the floating docks be removed to allow the Contractor access to material in the footprint of the floating dock and in the settling basin?

RESPONSE: The Coast Guard station crew can remove the floating jet docks upon prior request, and only if the Contractor cannot access the material beneath. The contractor shall provide a seven day notice to the Contracting Officer Representative if the floating docks require removal.

QUESTION: What is the criteria for acceptance for dredging at USCG Station Golden Gate?

RESPONSE: Acceptance of dredging at Station Golden Gate is based on meeting the design criteria, the conditions in the scope of work and specifications, adherence to the conditions in the environmental permits, and the reporting requirements.

QUESTION: Can CLIN 0005 Option Line Item for Station Golden Gate Dredging be decoupled from the Coast Guard Island Berth Dredging Project CLIN 0001 – CLIN 0004?

RESPONSE: No

QUESTION: Per the Letter of Agreement for Consistency, Amendment No. 2 ‘Silt curtains and/or light monitoring may be required to minimize negative impacts on the eelgrass beds.’ However, the Specification for Maintenance Dredging at Station Golden Gate, Silt curtain shall be deployed during dredging operations, and there is no requirement for Light Monitoring. How and when will the determination be made as to whether light monitoring is required, and is the Contractor to include the potential for these costs in their bid price?

RESPONSE: The requirement for the use of a silt curtain is included in the USACE permit and based on consultation between USACE, NMFS, and the EPA. The deployment of the silt curtain needs to be included in the Dredge Operations Plan, which will be submitted to the regulatory agencies prior to dredging activities. The requirement for light monitoring is dependent on the results of the pre-dredge eelgrass survey and is a requirement of the BCDC permit.

Therefore, the Contractor is advised to anticipate the requirement to deploy a silt curtain and monitor activities; and include the associated costs in the bid.

QUESTION: Does the Government have any indication as to the amount or type of debris that the Contractor can expect in either of the dredge sections?

RESPONSE: There are no indications of the type of debris beyond sediment that may be expected at either of the dredge sections. Logs, wood piles, cables, and other navigational related debris were encountered at previous dredging episodes at other Coast Guard facilities; therefore, the contractor may encounter the same material at either dredge sections.

(2) CLIN 0006 is added to the Schedule of Prices to provide Tug Services. Work shall include the following:

Provide two tugs to assist ship(s) with moving berths at Base Alameda. The tugs are to arrive on scene 30 minutes prior to commencement of the shifting of berths and remain affixed until dismissed from the bridge of the ships. The ships will be in a “Cold Iron” status and will not have the ability to assist with propulsion or movement. The movement evolution should not take more than three (3) hours to complete. Tug boats shall have covers for the fenders. The ship’s approximate characteristics are as follows:

LENGTH OVERALL: 418FT/127.4M

LENGTH AT WATERLINE: 390FT/94M

BEAM: 54FT/16.15M

DRAFT: 24FT/7.3M

HEIGHT: 147FT/46M

FLT DECK HEIGHT: 25FT/7.6M ABOVE WATERLINE

FANTAIL HEIGHT: 15FT/4.6M ABOVE WATERLINE

April 12, 2107
