HSCG85-17-Q-P4579 USCGC GREENBRIER QUESTIONS AND ANSWERS
1. Is the towing part of the performance period or will the performance period start once the vessel arrives at contractor facility as with typical availabilities?
ANSWER: Yes towing is part of the period of performance. Yes, towing service to the dry-dock facility will be the Tender & Barge (Tender will remained faced-up/connected to the barge during the tow) and will require power for each.
2. Can you please give me the size and weight of your vessel?
ANSWER: This information can be found is section 3.4 titled Cutter Conditions of the work specification.
3. Can you further describe the damage? Is it damaged wheels or shafts?
Would the Coast Guard provide the towing or would this also be a part of the bid?
ANSWER: The propulsion system is damaged. The towing is to be provided by the contractor.
4. Are you trying to have the vessel on dock from 9/6 - 9/11?
ANSWER: The forecast is for the vessel to be on doc from the 06th of Sept until the 11th. If repairs can be finished sooner that is acceptable.
5. Does CG require the tender/barge to be decoupled during towing operations or are the vessels allowed to remain coupled?
ANSWER: Tender and Barge are to remain coupled during the tow.
6. If the contractor proposed facility currently has CGC under repairs at the proposed DD facility, are the contractors still required to provide all the detailed qualification background information requested for the offeror submittal response or does active engagement with USCG SFLC drydocking repairs effectively establish the suitability of our ability to successfully repair the CGC Greenbrier?
ANSWER: Yes contractors are still required to provided all the detailed qualification background information requested for the offeror submittal response.
7. Please provide the following CG Drawings via email in PDF format:
· 75F WLR 085-012, Rev – “Docking Block Arrangement (‘F’ Class)”

· 75F WLR 245-003, Rev 2 “Propeller, Fairwater & Guard (6-blade)”
HSCG85-17-Q-P4579 USCGC GREENBRIER QUESTIONS AND ANSWERS
· 75F WLR 562-001, Rev 1 “Rudders Arrangements”
· 75F WLR 562-003, Rev 4 “Steering Rudders & Stocks”
ANSWER: Drawings will be posted to FBO. E-mail Daniel.lovasz@uscg.mil and Marie.J.Tanaka@uscg.mil if you have any further questions.
8. Work Item 1 “Propulsion Shafting” indicates the SOW is applicable to a single “designated” tail shaft. This SOW includes the coupling alignment checks before and after drydocking but only applies to one shaft. WI-3 reports that the starboard propeller struct an object. Please confirm the USCG intent for base scope is to pull only the starboard tail shaft and only to externally inspect the port tail shaft.
ANSWER: Work Item 1 is an optional item, and is for a designated shaft, if required (Port or Starboard).
9. Work Item 2 “Steering Rudder” indicates the SOW is applicable to the starboard rudder only and further indicates the contractor is to install a GF replacement rudder. The scope indicates preservation of the rudder internal surfaces but does not address if the external surfaces of the rudder blade require preservation.
ANSWER: GFE rudder will not required preservation of external surfaces.
10. Work Item 3 “Propellers” indicates renewing of both port and starboard propellers with GF replacements. 3.2.1.3 indicates removal for the starboard rudder at the palm plate but WI-2 covers removal of the starboard rudder. Please confirm this is intended to reflect removal of the port rudder at the palm plate to facilitate port propeller removal and port tail shaft runout checks.
ANSWER: The intent is to remove Port rudder at the palm plate to facilitate renewal of Port propeller.
