Request for Proposal Solicitation No. HSCG85-16-R-P45485

Unplanned Dockside Repairs of CGC MORGENTHAU (WHEC 724)

Amendment 0002

The purpose of this amendment is as follows:

a.

The responses to the following Request for Clarifications are as follows:

Question No. 1: Work Item D-01, SSDG, Rotor & Stator Removal & Reinstallation, paragraph 3.1.4.4; Paragraph 3.1.4.4 and sub paragraphs detail work on sewage line as interference that is only to be accomplished between 2200 and 0600 to minimize disruption. Contractor does not believe that this timeline of 8 hours is enough time to safety perform all cleaning/sanitizing/gas free/weld requirements. Can this requirement be extended to 96 hours to accomplish, with contractor providing portable units for crew use?

Answer: While the government would prefer the work be accomplished between 2200 and 0600 per the specification, a 96 hour timeframe is acceptable. During this timeframe, the following services must be provided by the Contractor:

(1).

Two (2) portable shower units

(2).

Four (4) portable heads

Showers and heads must be able to be separated to accommodate for both male and female crewmembers. Contractor shall provide 14 days notice of intended sewage disruption. If 14 days notice is not feasible for initial disruption, Contractor shall provide notice at the arrival conference.

Question No. 2: Work Item D-01, SSDG, Rotor & Stator Removal & Reinstallation, paragraph 3.3 and sub paragraphs detail access cut requirements. Based on proximity of access cut to waterline, possibility of difficulty maintaining 30” above waterline requirement and length of time from removal to reinstallation of affected equipment5, will the contractor be required to weld reinstall the access cover until the affected equipment returns to the cutter as the protective covering under paragraph 3.3.4?

Answer: Contractor will not be required to reweld the access cu until all repairs are completed and the equipment is reinstalled. Protective covering may be temporary in nature (i.e. plastic) and the intention is only to keep weather elements out of the compartment. Government estimates indicate a minimum of 30” freeboard will be maintained as the access cut may not disturb the degaussing cable (paragraph 3.1.4.6). The position of the degaussing cables will dictate the lowermost position of the cut.

Question No. 3: Work Item D-02, SSDG, Overhaul, paragraph 3.3.1; Paragraph 3.3.1 calls out for the stator to be rewound ensuring varnish is applied via the Vacuum Pressure Impregnation (VPI) method. The contractor has been informed by local (Hawaii) electrical repair subcontractor that there is not a facility with adequate VPI capability on the island and the unit will need to come out to mainland for repairs. Due to the timeframe of the contract and time involved with ocean going freight will the Coast Guard consider transporting the rotor via GFM air carrier?

Answer: No. GFM transportation (air or otherwise) will not be provided. Shiiping is a service that should be provided by the Contractor to properly complete the scope of the work how they deem fit, given the schedule constraints. Contractor should include shipping method in price proposal.

b.

The due date to submit proposal under this solicitation is extended until 07 January 2016 at 2:00 P.M., PST. As stated in the original solicitation, mailed or e-mailed proposals are accepted. Faxed proposals will not be accepted. Emailed proposals may be sent to Valerie.S.Riverachase@uscg.mil.
