This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures in FAR Part 12, Acquisition of Commercial Items, FAR Subpart 13.5 Simplified Procedures for Certain Commercial items, and FAR Part 15, Contracting by Negotiation. Solicitation HSCG85-16-Q-P45A17 is issued as a Request For Quote
(RFQ).
This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This RFP incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-86 dated 01Feb2016. This solicitation is issued “Unrestricted” under Full and Open Competition in accordance with FAR Subpart 6.1. The NAICS Code is 336611 with a size standard of 1000 employees.
The contract will be awarded on a firm, fixed-price basis, on an SF-1449. Only one award will be made to the responsive, responsible offeror under this solicitation. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov.
This requirement is for dry dock and repairs aboard USCGC HENRY BLAKE (WLM
563) consisting of items in accordance with the attached specification (ATTACHMENT 1). The period of performance will be from February 22, 2016 to February 26, 2016.
GEOGRAPHIC RESTRICTION: There is a geographical restriction under this requirement which states that the place of performance will be at the Contractor's facility located only within the Straits of Juan de Fuca and Puget Sound.
QUESTIONS AND REQUEST FOR DRAWINGS: Drawings will be made available upon request by email and requests for clarification regarding this solicitation will be submitted via email to the Contract Specialist, Donna Y. Eubanks@uscg.mil. It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Government any ambiguities, inconsistencies, or concers regarding the information in this solicitation. Requests for clarifications are due no later than February 12, 2016 at 10:00 a.m. Eastern time. See ATTACHMENT 4, Request for Clarification.
After this date and time, further requests may not be accepted due to time constraints.
Questions/concerns will be compiled and addressed on an “Amendment of Solicitation” (SF-30) and will be posted on the FedBizOpps website for viewing by all potential offerors.
The Contractor shall furnish all the necessary labor, material services, equipment, supplies, power, accessories, facilities and such other things as are necessary, except as otherwise specified, to perform dry docking and repairs to the vessel, in accordance with the solicitation and attached specifications. Failure to read the specifications in their entirety will not relieve the offeror from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the offeror’s risk. All quotes submitted in response to this solicitation shall stand firm for 60 calendar days from the response date of this solicitation.
The following information is highlighted for your attention:
1. DUNS number
2. ATTACHMENT 2, Schedule of Supplies/Services. Provide prices for all CLINs.
3. Welding certifications and procedures
4. Proof of Insurance (statement of coverage from current insurance carrier)
5. Dry dock certification current through date of performance, in accordance with SFLC Standard Specification 8634, 2014.
6. Any issued amendments to the solicitation.
7. ATTACHMENT 3, Continuation of Combined Synopsis/Solicitation. Please review each page of this attachment thoroughly as it contains more quote instructions and provisions which may contain blocks that must be completed.
QUOTE DUE DATE: Quote must arrive no later than 12:00 p.m., Eastern Time, on February 16, 2016. Quotes received after this date and time, will not be considered.
Only emailed quotes will be accepted. Emails shall not exceed 10 MBs. Faxed quotes will not be accepted. When submitting quotes by email, please submit the electronic copy to Donna.Y.Eubanks@uscg.mil. All submissions shall include the solicitation number in the subject line of the email.

DOCUMENTS MAY BE CONSIDERED INCOMPLETE AND MAY NOT BE
CONSIDERED.
ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about February 17, 2016. Work covered by this solicitation shall be completed within 5calendar days from the date the vessel becomes available to the Contractor.
An arrival conference will normally be held within 48 hours of the scheduled start date.
Vessels being dry docked shall be in dry dock within twenty-four (24) hours of delivery.
