PRE-PROPOSAL CONFERENCE
FOR PLANNED
LEAD AND ASBESTOS ABATEMENT
UNITED STATES COAST GUARD CUTTERS (USCGC) AND BARGES
23 MARCH 2015
INDUSTRY QUESTIONS AND USCG RESPONSES
· QUESTION #1:
Could Bid Schedule be changed to include ranges for the “Quantity” for each of the Work Items similar to those seen on other contracts? Example: Quantity = 0-5 Sq Ft, 5-50 Sq Ft, etc.
RESPONSE:
Bid schedule CLINs will be updated to be larger sq ft increments.
· QUESTION #2:
Could Bid Schedule be changed to reflect a minimum of square footage - say 5 Sq Ft, not 1 Sq Ft?
Bid schedule CLINs will be updated to include multiple sq ft options.
· QUESTION #3:
Should Bid Schedule be changed to add in a Mobilization Fee?
Discussed and concluded that mobilization cost should be incorporated into the current applicable CLINs.
· QUESTION/COMMENT #4:
Recommend changing Unit of Measure for disposal of contaminated loose gear from pounds to Cubic Yards since disposal is measured in this manner.
Bid schedule updated: Removing disposal by pound CLIN and incorporating disposal by 55 gal and Cubic Yard options.
· QUESTION/COMMENT #5:
Recommend including Toxic Characteristics Leaching Procedures (TCLP) testing for hazardous materials.
TCLP testing is included in work item O-003 (Contaminated, Loose Gear Dispose).
· QUESTION/COMMENT #6:
Work Item #8, Comment – if typical scope of work says 5 SF to be abated, then when the Contractor arrives to perform the work there is 1 SF under the water tank, and 4 SF under the deckplate. Recommend identifying areas to be worked because it takes time and dollars to abate 1 SF or 5 SF. Scope of work should be a true representation of the work to be performed.
CLINs will be updated to reflect both “continuous” and “sporadic” areas of work. Terms will be defined in specification work item and CG will accurately communicate scope of work on Task Order.
· QUESTION #7, GOVERNMENT ASKING CONTRACTORS:
Is the term “interferences” used in our Draft Spec utilized among industry Asbestos and Lead Abatement experts?
CONTRACTORS RESPONSE: The term “interferences” is NOT typically used among industry experts.
GOVERNMENT RESPONSE: USCG SFLC Standard Specification 0000, General Requirements, Paragraph 1.3 defines “interferences”, and Paragraph 3.3.5 provides additional details on handling
· QUESTION #8:
General Comment – Recommend the scope of work for each Task Order include exactly what needs to be done.
Task order will define interferences and scope of work associated with performing work.
· QUESTION #9:
General Comment/Discussion: Recommend ordering 10 samples at least – 3 is not enough. Sampling should be issued based on the size of the space or compartment.
Sampling is specified in USCG SFLC Standard Specification 0000, General Requirements. If CG requires additional testing, task order will specify activation of additional testing per CLIN 004(Ship Structures, Test for Presence of Hazardous Material).
· QUESTION #10:
General Comment: Work Item #005, Lead Dust Clean, recommend cleaning by compartment.
It is impractical to identify all Cutter Class compartments associated with this IDIQ as sub CLINs. To provide the contractor a better understanding of compartmental lay-out and/or internals which affect cost/time associated with cleaning, the CLINs will be updated to indicate “Machinery” and Non-Machinery” compartments. Definitions of these terms will be included in the work item.
· QUESTION #11:
There are no Work Items for preservation. Will this be an added to Work Item?
Preservation is specified in all applicable Work Item’s and also referenced in the SFLC Standard Specification 0000 (General Requirements).
· QUESTION #12:
How will Task Order process be handled?
Awardees will compete for individual task orders via email notification. A Task Order Plan describing the process will be issued with the solicitation along with sample Task Orders.
· QUESTION #13:
How will Past Performance (PP) be handled, or the lack of PP?
RESPONSE:
Contractors should submit any information regarding PP relevant to this procurement with their Quote. Recommend submitting a list of PP Evaluations from the Contractor’s Performance Assessment Reporting System (CPARS) for the last 3 years, or any other relevant experience performing lead and asbestos abatement.
As stated in FAR 15.305 Proposal Evaluation, paragraph (a), (2), (iv), “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.”
· QUESTION #14:
Will awardee be required to be SSPC QP-1 Certified?
Certification is only required for preservation of surfaces designated as "critical-coated surfaces". Please refer to SFLC Standard Specification 0000, Paragraph 1.3 - regarding definition of "Critical-coated surfaces" and Paragraph 3.2.4.2.1, regarding requirements pertinent to the SSPC QP certification.
· QUESTION #15:
Does the Government property removed become the contractor’s property?
If items are specified as contaminated and require disposal- all federal, state, and local laws should be followed. The Coast Guard will require manifest paperwork documenting disposal. All other interferences will be cleaned and reinstalled. Non-contaminated items will also be reinstalled.
· QUESTION #16:
Is there any testing requirements for heavy metal paints other than lead? Example hexavalent chromium, Cadmium etc.
All known hazards identified are lead-based paint and ACM. Please refer to SFLC Standard Specification 0000, Appendix B, Paragraph B2.2.14 for additional information regarding Contractor responsibilities for testing of other potential hazardous materials.
