Question No. 0015
REQUEST FOR CLARIFICATION
SHIP & HULL No.: CGC POLAR STAR (WAGB 10) FY14 DOCKSIDE REPAIRS
RFP No.: HSCG85-14-R-P45D96
SOLICITATION SECTION: PARA NO.
WORK ITEM NO. WI-021 PARA NO. 3.4
TITLE: 01 Level Vent Boxes Preserve and Repair
QUESTION:
Q: After Ship Check, Para 3.4, written SOW does not match practical application or existing configuration to deter water/prevent intrusion. See Notes below.
Note: There was no evidence of water intrusion below deck other than the Wardroom failure.
Note: The existing Ventilation Coaming “Deck” Penetration Replacement and ½ Round Shield will not prevent Green Water from entering the Plenum Chamber.
Recommendation: 3.4 Upon completion of Visual and UT Inspections 3.3.3.4, submit CFR with modification recommendations to prevent Green Water Intrusion.
RESPONSE:
Contractor is not responsible for Vent Plenum Internal Modifications referenced in 3.4 through 3.4.4.
Contractor is responsible for new scope, intended to install two (2) 2 ips deck drain in the 01 Level, 1 each within the 2 starboard most vent boxes fwd of the house.
Work Item 21 now includes reference and drawings:
Coast Guard Drawing 400-WAGB 4808-20, Rev AE, Arrgt of Weather Dk Drns 01 Lvl Coast Guard Drawing 400-WAGB 4808-21, Rev T, Arrgt of Weather Dk Drns Coast Guard Drawing 400-WAGB 4808-22, Rev G, Diag of Weather Dk Drns The Society for Protective Coatings (SSPC) Surface Preparation Specification No.1 (SSPC-SP 1), 2004, Solvent Cleaning Work Item 21 now includes new section 3.4 as follows:
3.4 Background Data. Water collects on the 01 Level Vent Boxes forward of the house. Because the ship remains tied up for several months during the non-ice breaking season, several inches of water collect in this area and are causing excessive rust and deterioration inside of the vent plenum boxes and on the deck itself. It is the intent of this specification item to install two (2) new 2 ips deck drains at the locations shown in the attached sketch.
3.4.1 Deck Drain Locations.
3.4.2 Coordinate with the COR and establish the exact locations for the two (2) new deck drains. The deck drains shall be located at least 6 inches forward of the deck house bulkheads.
3.4.3 Inspect interior areas within the cutter on the main deck to establish a routing system for the deck drain piping.
3.4.3.1 New drain piping shall be 2 ips and shall be routed following the general guidance in CG Dwg 400 WAGB 4808-
22. Maintain a 1/4 inch slope on all horizontal piping.
3.4.3.2 All new drain piping shall be Class 200 90-10 cu-ni, following material standards in CG Dwg 400 WAGB 4808- 22.
3.4.4 Submit a CFR showing a sketch of the proposed location of each new deck drain and the proposed piping routing.
Allow the COR 48 hours to review and approve of the drain location and the drain piping routing.
3.4.5 Deck Drain Installation.
3.4.5.1 Remove overhead insulation and sheathing from areas where the two (2) new deck drains are to be installed. See CG Dwg 400 WAGB 3909-1 for insulation details.
3.4.5.2 Install two (2) new 2 ips deck drains. Deck drains are to be Type “C”, bronze, with a bronze strainer and cast iron sleeve to allow direct welding to deck.
3.4.5.3 Provide and install new drain piping for the two new deck drains. New deck drain discharge pipng shall be routed from each new deck drain together into a common 2 ips drain line. The new 2 ips combined drain line shall be routed to connect with the existing 4 ips deck drain piping located in the ship’s laundry compartment (1-18-1-Q) or CPO Mess (1-57-3-L), per approved sketch in 3.4.4 above. See CG Dwg 400 WAGB 4808-21, Sheet 1.
3.4.5.4 For bidding purposes, contractor is responsible for approximately 40 lin. ft. of 2 ips cu-ni tubing, four (6) additional pipe hangers, (1) isolation valve, and two (2) new deck drains shall be required.
3.4.6 Acceptance Testing.
3.4.6.1 Dye penetrant test the new deck weld to ensure that there are no cracks in the deck penetration welds. Conduct a soap bubble test on the welds to verify that there is no leakage.
3.4.6.2 Hydrostatically test new drain piping by filling piping with water and ensuring that there are no leaks. Test pressure shall be gravity pressure only.
3.4.7 Preservation. Upon completion of acceptance testing, touch up damaged paint as described below:
3.4.7.1 Exterior Weather Decks.
3.4.7.1.1 Power tool clean weather deck areas around each of the new deck drains for 6 inches away from the deck drain to near white metal in accordance with SSPC SP-11. Feather all edges.

3.4.7.2. Internal Overheads.
3.4.7.2.1 Power tool clean internal overhead areas around each of the new deck drains for 6 inches away from the deck drain to near white metal in accordance with SSPC SP-11. Feather all edges.
3.4.7.2.2 Paint internal overhead areas with 2 coats of surface tolerant epoxy paint, each coat 5-6 mils dft.
