Question No. 0001

REQUEST FOR CLARIFICATION

SHIP & HULL No.: CGC POLAR STAR (WAGB 10) FY14 DOCKSIDE REPAIRS

RFP No.: HSCG85-14-R-P45D96

SOLICITATION SECTION: PARA NO.

WORK ITEM NO. WI-001 PARA NO. 3.2

TITLE: Heavy Lift Eqpt, Laydown Space & Access Reqts

QUESTION:

a) WI-001 Temp Services, para 3.2 specifies providing heavy-lift equipment for the benefit of COR. Will Base Seattle or POLAR STAR provide crane support to contractors on 24-hour notice or should contractors make arrangements for own heavy-lift needs?

b) Which berth at Base Seattle will POLAR STAR be moored at?

c) Identify the parking spaces, sqft laydown space available to contractor and proximity to ship.

d) Provide Base Seattle access requirements for contractor and subcontractor personnel for this project.

RESPONSE:

a. Contractor shall provide heavy lift equipment to support contract requirements.

b. POLAR STAR is projected to be moored at berth D, pier 37, or berth A, pier 36.

c. 9 Parking spaces will be available for contractor passenger vehicles along cutters moorage, and 2500 sqft will be available for lay down. CG will avail additional pier space to support specific short term evolutions including, but not limited to, cargo crane testing, mobile crane services, davit testing and fluid waste offloads.

d. Contractors are encouraged to enroll in RapidGate to easy entry onto CG Base Seattle. If a contractor or subcontractor chosen to work on this availability is not enrolled in RapidGate, there will be USCG personnel available to escort them onto CG Base Seattle. This escorting duty will not be CG personnel's sole responsibility, and the contractor or subcontractor requesting an escort may have to wait more than a few minutes if prior notification is not provided. Contractors will be expected to efficiently coordinate arrivals, minimizing repetitious escort demands.

To reduce the wait time for an escort, the CG requests at least a half day notice of any known escort needs including contractor’s/subcontractor’s company name, individual(s) names, and time of arrival at CG Base Seattle. Additionally, the CG requests that the contractor provide this notice to the designated CG escort coordinator, Engineer Officer and COR.
