Submit the resource constraint and scheduling evaluation via a CFR.

4 (Rev-0)

NOTE

The intent of the resource constraint and scheduling evaluation is to identify the resources necessary to ‘crash’ the critical path or make adjustments to the production schedule to meet the delivery date in lieu of a project extension.”

Also known as shop primers, preconstruction primers are used as a temporary coating to protect steel from corrosion during welding, storage, and fabrication. Preconstruction primers shall be removed prior to applying the permanent coating system on all critical coated surfaces. Preconstruction primers may be left in place in other interior areas (such as machinery spaces, habitability spaces, etc.) if they are intact, uncontaminated, and compatible with the overcoating system.”

3.7.5.1 Std Spec 6310, Appendix B, page B12 , the formatting for of Notes 17-19 change and add as per the following:

• SFLC Std Spec 6310, Cutter And Boat Interior Painting Systems, Appendix B12, Add Note “20. For aluminum surfaces, remove all oil, grease, dirt, metal oxides (corrosion products) and other foreign material by cleaning per SSPC-SP 1 prior to blast cleaning and following blast cleaning immediately prior to coating. The end result of abrasive blasting will be a surface cleanliness similar to that of SSPC-SP 10 for steel with all coating removed.

None.

3.1.2 Tech Rep.

Not applicable.

3.1.3 Protective measures-general. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.

3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).

3.1.5 Key personnel. The Contractor shall determine who is and require the presence of key personnel during all phases of drydocking the tender.

3.2 Docking requirements. The Contractor shall drydock and undock the tender, in accordance with SFLC Std Spec 8634, using Coast Guard Drawings 65B WYT 0500-003, 65B WYT 0700- 005, and 65B WYT 2901-004 for guidance.

3.3 Cutter conditions. The Contractor shall use the Full Load Condition, listed below for purposes of performing Pre-Award calculations as described in Appendix A (Requirements for Calculations) of SFLC Std Spec 8634.

• Displacement (LT SW): 76.06

• VCG (FT ABL): 6.56

• LCG (FT fwd amidships): 1.008

• LCF (FT aft amidships): 2.062

• Trim (FT by bow, relative to baseline not keel): 0.519

• MT1” (LT-FT/Inch): 7.51

3.3.1 Cable, sling, or strap tension calculation. If the Contractor plans to use a vertical lift, crane, or travel/mobile lift to haul out the vessel, the Contractor shall submit the cable, sling, or strap tension calculation specified in Table A1 and paragraph A2.7.2.7 of SFLC Std Spec 8634 with the Pre-Award calculations, using the loading condition specified in paragraph 3.2.1.

3.3.2 Blocking position. The Contractor shall arrange keel and side blocks, as shown on the vessel's docking plan, to facilitate docking of the vessel in blocking position No. 1. Ensure that the minimum keel block height is 36 inches above the docking facility deck.

3.4 Underwater body cleaning-removal of marine growth. Within four hours after the vessel has been docked, the Contractor shall start cleaning the entire underwater hull from the upper edge of the boot top down, including sea chest gratings, sea chest interiors, fairwaters, rope guards, rudder, shaft strut, z-drive, thruster tunnel, and zinc anodes, as applicable. The Contractor shall remove all marine growth, fouling, salt, and dirt from the underwater hull by High Pressure Fresh

16 (Rev-0)

Water Wash, using a minimum pressure at the nozzle of 3,500 psi and maximum pressure of 7,000 psi. Complete the hull cleaning before marine growth hardens. Removal of gratings is not required. Do not use chemical additives in the freshwater wash. Take extreme care to avoid damaging or removing existing intact underwater body coating. Conduct the work in this paragraph in lieu of the work described in SFLC Std Spec 8634 paragraphs 3.4.4.1 and 3.4.4.2.

3.5 Additional requirements The Contractor shall be aware of the following:

3.5.1 Fuel offloading is not mandatory to drydock the vessel.

3.5.2 A horizontal clearance of 15’0” is required, to facilitate removal of the propeller shaft.

3.5.3 No keel blocks are to be placed aft of Frame 35.

3.6 Pre-award calculations. The Contractor shall provide to the KO a set of pre-award calculations, as described in Appendix A.

3.6.1 Provide vertical side/bilge block offsets for any side blocks placed in a location who's vertical offsets are not already defined by the docking plan.

3.6.2 Submit an alternate blocking arrangement, as part of the pre-award calculation submission, to compensate for any changes from the docking plan.

3.6.2.1 If the alternate blocking arrangement interferes with the normal periodicity of U/W hull plate inspection or 100% preservation of U/W body surfaces, include a plan and summary of how inspection/preservation will occur, in accordance with the prescribed docking plan, by means of removing, shifting, repositioning blocks; or fleeting the vessel at no cost to the Government.

3.6.2.2 If fleeting of the vessel is required, ensure that the plan shall include any risk mitigating efforts necessary associated with other U/W body work items, to ensure availability completion is not delayed.

NOTES

1.The USCG approved docking plans facilitate the periodic inspection and preservation of 100% of the hull structure through different dry-docking evolutions. This inspection and preservation pattern and periodicity is a configuration management concern that is a vital requirement of the contract.

2. If no method is available for meeting requirements of the contractually- required docking plan, or if block shifting or fleeting risk mitigating plan may result in delays in period of performance, this may be cause for finding the pre-award calculations as being unsatisfactory, and therefore preventing award of the contract, on grounds of not meeting the minimal requirements of the original scope of the contract. Docking per the required plan would not be met and docking in the alternate plan would result in violating the configuration management policies of periodic inspections and preservations of USCG vessels.

17 (Rev-0)

4. NOTES

4.1 Arrival conditions. The COR will advise the Contractor of the actual tank and draft readings when the vessel arrives, and will discuss with the Contractor any liquid loading changes necessary.
