IDIQ FOR DOCKSIDE REPAIRS OF WHECs, WMSLs & Other CGC Cutters
TECHNICAL EVALUATION CRITERIA
1. Technical proposals from offerors will be evaluated to determine if they meet current requirements.
2. Technical proposals should describe how the offeror plans to meet the requirements of the specification, and be consistent with the requirements of the solicitation. Specifically, the offeror must address each of the following categories listed below.
A.
Past Performance
B.
Understanding Scope of Work
C.
Facilities/Equipment
Offers, which do not present sufficient information to permit a complete technical evaluation by the government, may be determined technically unacceptable. Past performance is more important than Understanding the Scope of Work and Facilities/Equipment is less important than the other two factors.
3. Technical proposals will be evaluated separately from the price proposals by independent teams and should be clearly labeled as the “Technical Proposal”. Price shall not be discussed in the technical proposal.
4. Submit the following information:
CATEGORY A: PAST PERFORMANCE
A.1 The offeror is required to identify past or current contracts (including Federal, state, and local government and/or commercial) for efforts similar to the requirement of this solicitation. The Government may consider this information, as well as information obtained from any other sources, when evaluating the offeror’s past performance. The offeror is further reminded that the source selection authority shall determine the relevance of similar past performance information. In evaluating past performance the Government will consider contracts performed during the last 3 years, each listed separately. The offeror shall limit this information to the required number of pages cited under paragraph L.12.2 of Section L of the solicitation. The offeror is requested to provide this information in the following format for each contract:

a.
Contract number, and agency point of contact and telephone number;
b.
Ship name, hull number, type, and displacement;
c.
Description of work and where performed;
d.
Original contract commencement and completion dates, actual commencement and completion dates, and explanation of (i.e. reasons for) schedule slippage/extensions, if any;
e.
Award and final (award plus growth) contract prices, including the total number of growth work changes and scope of these changes;
f.
The number and reasons for any deficiency reports by the customer for each specification item. Provide copies of these reports if requested;
g.
Discuss problems encountered and the offeror’s corrective actions.
CATEGORY B: UNDERSTANDING SCOPE OF WORK
B.1 Overall Scope of Work. Provide a time-phased progress sequencing network for the sample project including optional items. Include milestones for each specification work item (i.e. sub-tasks) that demonstrated an understanding of the work, the interdependencies in the immediate solicitation, and the plan to accomplish that work. Emphasis should be placed on the following work items, but all work items must be addressed:

Indicate whether the availability can be completed early, which work items are critical to on time completion, and when optional items need to be authorized for timely completion. Identify if the plan will be used as a detailed work scheduling and progress tool to ensure on time project completion. A successful presentation generally requires discussion and a graphical presentation. Advanced techniques such as CPM or PERT may facilitate presenting this information, whereas in some cases, a thorough Gantt Chart may suffice. Electronic files may be included and MS project 98 is available for reading such files.
B.2 Problem Areas. Identify any potential problem areas or difficulties in accomplishing the work requirement and optional items within the allotted contract period and proposed solutions to those work items in which the contract intends to use a Technical Representative to facilitate the performance of the work.
CATEGORY C: FACILITIES:
Submit facility information in the local area that demonstrates the contractor’s ability to perform the work outlined in the sample specifications, Provide information on your shop facilities, and key equipment required for this contract.
