Invitation for Bid
Solicitation No. HSCG85-08-B-625A90
Unplanned Dockside Repairs of CGC HAMILTON (WHEC 715)
Amendment No. A001
The purpose of this amendment is as follows:
a.
The due date for submission of the Invitation for Bid is extended until 27 August 2008 at 2:00 P.M., Pacific local time. All bids must be submitted to the address cited in Block No. 7 of the SF-33.
b.
The response to a Request for Clarification is as follows:
QUESTION: D-Item D-02, No. 1 Main Diesel Engine Lifting & Re-align, How would a contractor plan for additional expenses (travel, hotel, per diem, etc.) due to Governments’ unplanned delay(s)? The Government has provided dates of the availability and contractor plans around those dates. Additional charges would be incurred by contractor even if no additional work was required. As it sits right now for a field service operation we are looking at three round trips. This could cause extreme undue financial burden on the Coast Guard as these unforeseen delays will be passed on in the bid.
ANSWER: The anticipated work breakdown specified in Paragraph 3.5.3 of the specification is as follows:
Paragraph a through b shall be performed 23 September through 01 October 2008.
Paragraph d through f shall be performed 18 through 31 October 2008
Paragraph h through j shall be performed 15 through 27 November 2008.
c.
All referenced made to the period of performance is changed to read as follows:
FROM: 23 September 2008 through 14 November 2008
TO:: 23 September 2008 through 27 November 2008.
d.
Paragraph 3.5.2 of the specification for D-02 is changed to read as follows:
“3.5.2. The performance period will be as specified in the contract. Ship’s force will require approximately three (3) weeks for disassembly and inspection of the main diesel engine before the contractor starts lifting the engine. Because maintaining the performance schedule will require joint cooperation between ship’s force and the contractor, delays by either party may delay overall contract completion. Ship’s force (S/F) intends to work two shifts throughout the duration of the contract. Any delays in the contract caused by s/f resulting in contract extension will not automatically be grounds for compensation to the contractor. To receive compensation for a contract extension, the contractor must demonstrate that the extension required the performance of additional work above and beyond what is already required under the specification. The Government expects to be able to slide the three periods of performance in either direction at no cost, provided that sufficient advance notice is provided to the contractor. However, if Government work interferes with contracted work and unnecessarily extends the period of performance then the contractor can anticipate being compensated for additional allowed expenses incurred.”
d.
All changes made to the specification is incorporated and will be made part of the contract.
e.
All other terms and conditions cited on the solicitation remains unchanged.
