Questions and Answers (Air Station Atlantic City Vessel Support)

Q1. Is the bid consistent of fuel and expenses associated with mobilization and demobilization?

We have vessels currently in the Gulf of Mexico that we believe would fit the training profile well. However, it would cost to transport our vessels to the area. Do you have a Suggestion?

A1. Mobilization cost is not a separately priced item and will need to be incorporated into the CLIN provided for the base year and each option year.

Q2. If the bid is inclusive of fuel and travel to the Atlantic City region, should we include a separate or an itemized cost for the travel within the bid?

A2. All cost will need to be incorporated into the CLIN provided for the base year and each option year.

Q3. Is a hard copy of the bid sufficient? In the past, we have had to provide electronic copies on a government bid. However, I realize after reviewing the Solicitation Standard form, that USCG does not accept removable devices.

A3. You are correct; the USCG does not accept removable devices. A hard copy or an electronic submission will be accepted.

E-Mail: Rebecca.A.Brown@uscg.mil Mail: Attn Rebecca Brown 300 East Main Street, Suite 965 Norfolk, VA 23510

Q4. I have provided a request for past performance questionnaire to be provided to you. If the contractor we used does not provide it to you, will we be discounted on the proposal?

A4. You will not be discounted on your quote if past performance questionnaires are not received. However, if the Government is unable to obtain any past performance on a contractor, the contractor will receive a “neutral” rating.

Q5. In regards to Section 5.6 and 5.7 of the Statement of Work. Statement of Work (SOW) 5.6 Scheduling Operations: States, "the Contractor shall be available for operations Sunday through Saturday (7 days per week) from 8:00AM to 1:00AM. Operations will typically be conducted for periods of 1 hour to 6 hours in duration, and may be scheduled multiple times per day (e.g., a morning block and a night block on the same day). However, operations shall not exceed 12 hours in any 24-hour period." SOW 5.7 Prior to Operations: States, "The Contractor is responsible for ensuring that the boat crew shall have had a minimum of 10 hours of rest measured from the time the vessel moored for the final time the previous day to the time the vessel gets underway for the first time of the current day."

To determine the contractors crewing requirements for this solicitation, are the "12 hours in any 24-hour period" stated in SOW 5.6 Scheduling Operations typically consecutive? If not, additional crew may be required when vessel operation exceeds minimum rest hours. And, if an mailto:Rebecca.A.Brown@uscg.mil alternate crew is required, can the frequency of the additional crewing requirements be quantified?

A5. Yes, we typically keep the scheduling within the 12 hour period when operations are split.

(i.e. morning/afternoon or afternoon/evening) The largest disparity in scheduling times will occur in the summer time when sunset occurs later at night. For example, an afternoon mission scheduled for 12:30 pm and a night mission scheduled for 9:00 pm.

Q6. Are we allowed to substitute employees holding a TWIC card for the background check requirement?

A6. Yes, as long as the TWIC card conforms to the background requirements stated in the SOW.

Q7. Does the Combined Synopsis/Solicitation under solicitation number HSCG8416QBB1093 contain requirements similar to a current contract? If possible, please provide the current contract number.

A7. There is a current contract in place; Contract Number HSCG84-10-D-AAS202.
