Continuation of SF-30 Block 14: Description of Amendment/Modification
Questions received as of COB July 8, 2014 and Answers:
1) Are there any amendments to the two drawings dated 03/06/96 – USCG Civil Engineering Drawing
Numbers 121172 Revision H and 121173 Revision G? One specific area of concern is in Details B-B and
C where we are directed to see Note 6 in reference to a 2-3/4” width dimension yet Note 6 refers to the installation of retroreflective material.
Answer: There are no current amendments to the drawings. The words "See Note 6" are incorrectly placed by Section B-B and Detail C. This is a typographical error that will be fixed in future revisions to the drawings.
2) Are these drawings dimensioned on the tool design or the part design? Note 5 indicates the former, however, the details indicate the latter.
Answer: The dimensions shown are those of the finished product. However, Note 5 reflects the reality that the plastic of the buoy hull may shrink somewhat when the buoy comes out of the mold and cools down, and establishes the tolerances for this.
3) Has there been any design change for the radar reflectors since these drawings were last revised?
Answer: We are not aware of any design changes to the radar reflectors.
4) According to Specification No. 491B – section 4.1 the Contractor shall meet the requirements of
ANSI/ASQC Q9002. We believe this particular standard has been superseded by ISO9001:2008. Is it acceptable for the Contractor’s quality assurance program to meet the requirements of ISO9001:2008?
Answer: Conformance to ISO9001:2008 is an acceptable alternative to ANSI/ASQC Q9002.
5) Packing specifications for shipping: How would you like the buoys to be wrapped in detail when shipped?
Answer: The contractor shall comply with Section D (Packaging and Marking) of the contract, and utilize the methods required to ensure all fifth class foam-filled, unlighted plastic buoys are properly preserved, packaged, marked, handled, and transported to the Governments destinations.

6) In the contract it talks about the EPA charges. Is there a charge we have to include over and above the cost of manufacturing and delivering the buoy? If so, is the cost based on the distance to the delivery destination?
Answer: Please see Sections H1 and H2 for the EPA clauses of the solicitation. Please see Attachment 4 for the EPA table for plastic and Attachment 5 for the EPA table for fuel.
7) Can you please clarify the lots, numbers, orders, and total buoys being ordered. I read the contract, but need more clarification such as number of red, green, and so on.
Answer: Please see attachment 9 for the Schedule of Supplies.
8) For transportation cost: Can you clarify how many buoys are being shipped to each location along with color for the first order expected?
Answer: Please see Section B.1 of the solicitation.
9) Section F.6 of the solicitation details a method for determining the delivery schedule for a given order.
Page 45 allows for proposal of an alternate delivery schedule that exceeds the delivery schedule described in Section F. If we propose a schedule that is readily attainable using our current process, would our offer be considered technically acceptable?
Answer: You may propose an alternate delivery schedule that is different from the delivery schedule described in Section F; however, your technical evaluation ratings can be affected if the proposed alternative schedule appears to be unreasonable and/or fails to meet the mission demands of the USCG.
