JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
LODGING SERVICES FOR DUTY PILOTS AND AIRCREW
COAST GUARD AIR STATION, CORPUS CHRISTI, TX
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3 and in accordance with the requirements of FAR 6.303-
1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-1, Only one responsible source and no other supplies or services will satisfy agency requirements as follows:
(1) Agency and Contracting Activity:
The United States Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC) proposes to enter into a contract for lodging services in support of the USCG Pilots and
Aircrew assigned to Coast Guard Air Station, Corpus Christi, TX on the basis of other than full and open competition.
(2) Nature and/or description of the action being approved:
The USCG has a continuing requirement for lodging services to support unique duty pilot and aircrew lodging services at Coast Guard Air Station Corpus Christi, TX. In accordance with COMDTINST M3710.1F, an aircraft in “Readiness Status” shall be ready to proceed within a status period after receipt of orders or information requiring movement.
USCG pilots and aircrew at Air Station Corpus Christi maintain a Readiness Status Code of “Bravo Zero” which is construed to mean that facilities (material and personnel) are ready to proceed with a minimum of delay. Although the crew of an aircraft in Bravo Zero status need not be in the immediate vicinity of the aircraft, the crew shall be readily available so that the aircraft can proceed within 30 minutes from the time of notice. The
SILC intends to award a contract for a base year and two, six month option periods. The proposed contractor is:
Navy Gateway Inns & Suites
11801 Ocean Drive, Bldg 1281
Naval Air Station Corpus Christi
Corpus Christi, TX 78419
(3) Description of Supplies or Services Required to Meet the Agency’s Needs
(including the estimated value):
This requirement is to provide temporary lodging for duty standing USCG pilots and aircrew to include 6 single rooms and 6 suites 365 days per year. The Government’s annual estimated value is $219,000.00 for the base year and $122,500.00 for each option period. The Government’s estimated total value for three ordering periods is $464,000.00.

(4) Identification of Statutory Authority Permitting Other than Full and Open
Competition:
The statutory authority permitting other than full and open competition is 10 U.S.C.
2304(c)(1) as implemented by the Federal Acquisition Regulation Subpart 6.303-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.
This requirement is to provide temporary lodging facilities to the Pilots and Aircrew located at Air Station, Corpus Christi, TX. COMDTINST M3710.1F, U.S. Coast Guard
Air Operation Manual, dictates the degree of readiness required of an air asset for rapid response time critical for USCG mission needs. In accordance with COMDTINST
M3710.1F, an aircraft in “Readiness Status” shall be ready to proceed within a status period after receipt of orders or information requiring movement.
(5) Determination that the Nature of the Acquisition Require Use of the Authority
Cited.
Air Station Corpus Christi operates within the bounds of Naval Air Station (NAS) Corpus
Christi and lacks proper rest areas for duty standing pilots and aircrew. Because of this, contracted lodging services are necessary for the sole purpose of aircrew 24/7 on call response to Coast Guard missions. Also, accessibility to Coast Guard Air Station Corpus
Christi is restricted by only two access points (south main gate and north gate). The south gate provides access to NAS Corpus Christi 24/7 while the north gate only operates with limited hours during normal working hours Monday through Friday. Thus, restricted access to the air operations base at Coast Guard Air Station Corpus Christi limits the availability of commercial sources for lodging and delays response time due to driving distance, traffic, road accidents, and delays at the gate security point.
Further, there are limited sources within the proximity of NAS Corpus Christi; the closest one is approximately 15 minutes driving distance with best driving conditions.
Another fundamental factor is security. Hotels in the local area have minimum to no security at all. This would not only put at risk the security of Coast Guard personnel in the performance of official duties, but at the same time would have the potential of delaying and jeopardizing Coast Guard missions. The Base Commander at Naval Air Station
Corpus Christi, based on threats to national security or threats to the installation, takes the necessary measures to safeguard personnel and property. In response to such, the installation commander sets the necessary Security Force Protection Level. Air Station
Corpus Christi is a tenant command of Naval Air Station Corpus Christi and as such follows the Force Protection Levels imposed by the Naval Air Station Base Commander.
This causes another unique requirement in the event Force Protection Bravo or Charlie is implemented. Under Force Protection Bravo there is limited access to the installation while under Charlie only essential personnel and security forces have access to the base.
Under Force Protection Charlie great delays are expected at the main gate along with vehicle searches and heavier security measures. This further supports the need for lodgings services in a close proximity to the air operations at Coast Guard Air Station
Corpus Christi.
The proposed contractor for this acquisition is, The Navy Gateway Inns & Suites located at
11801 Ocean Drive, Bldg. 1281, Naval Air Station Corpus Christi, Corpus Christi, TX
78419. The proposed contractor has provided these services for past years with the most cost effective rates when compared to other sources in the local area. Further, it is the only facility providing adequate security and adequate accommodations for Coast Guard personnel within the proximity of the mission location. The proposed contractor, Navy
Gateway Inns & Suites, is the only source with close proximity to Air Station Corpus
Christi (1.3 miles) capable to house duty aircrew for all on call emergencies with the quickest response time as required by COMDTINST M3710.1F.
(6) Description of efforts made to ensure that offers are solicited from as many potential sources as practicable:
Market Research indicated that there are no other sources available within 1.5 miles to Air
Station Corpus Christi capable to house the duty aircrew for on call emergencies with the quickest response time as required by COMDINST. A notice will be placed in
FedBizOpps providing the government’s intent to award a sole source procurement and in accordance with FAR 6.305, this J&A will be posted in FedBizOpps within 14 days after contract award.
(7) Determination by the Contracting Officer that the Anticipated Cost to the
Government will be fair and reasonable.
The Contracting Officer has determined that the anticipated prices will be fair and reasonable based on prior history. Prices will be compared to the rates established in the
Joint Travel Regulations.
(8) Description of Market Research.
In accordance with COMDTINST M3710.1F, an aircraft in “Readiness Status” shall be ready to proceed within a status period after receipt of orders or information requiring movement. USCG pilots and aircrew at Air Station Corpus Christi maintain a Readiness
Status Code of “Bravo Zero” which is construed to mean that facilities (material and personnel) are ready to proceed with a minimum of delay. Although the crew of an aircraft in Bravo Zero status need not be in the immediate vicinity of the aircraft, the crew shall be readily available so that the aircraft can proceed within 30 minutes from the time of notice.
(9) A listing of the sources, if any, that expressed an interest in the acquisition:
Navy Gateway Inns & Suites, located at 11801 Ocean Drive, Bldg 1281, Naval Air Station
Corpus Christi, Corpus Christi, TX 78419 is the only source identified that can meet this requirement
(10) A statement of the Actions, if any, the Agency May Take to Remove or
Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the
Supplies or Services:
It is not anticipated that this requirement will be contracted beyond Fiscal Year 2014 as Air
Station Corpus Christi is scheduled to re-locate its operations at a new facility at the
Corpus Christi International Airport where proper lodging accommodations for on call aircrew will be constructed within the new facility. It is expected the build and design contract for the new facilities will be awarded by the end of First Quarter Fiscal, Year 2013 with final completion and occupancy date scheduled for 1 January 2014 according to the
PBS Standard Milestone Report for the new facility.
