Statement of Work

.0 Introduction: The U.S. Coast Guard Shore Infrastructure Logistics Center (SILC) is acquiring vessel or vessels to support the Aviation Training Program at the U.S. Coast Guard Air Station Atlantic City, NJ. The contractor will be responsible for providing all necessary management, supervision, personnel, labor, materials, fuel, and equipment necessary for the vessel(s) to support helicopter hoisting with Air Station Atlantic City. For the purposes of the Statement of Work, the evolution type discussed will be performance requirements necessary to support helicopter hoisting operations.

.0 Background: U.S. Coast Guard Air Station Atlantic City’s mission is to maintain aircrew proficiency by conducting helicopter hoists of equipment to and from underway vessels, helicopter delivery and recovery of rescue swimmers, and aerial delivery of dewatering pumps and other equipment to the water. These skill sets require both initial and proficiency training for Coast Guard pilots and aircrews. In the past, this requirement was fulfilled using Coast Guard small boats and patrol boats. The U.S. Coast Guard’s increased operations commitments have reduced the availability of Coast Guard small boats and crews to provide support for the required aviation training.

.0 Scope: The contractor shall provide and operate a vessel or vessels that will be required to support helicopter hoisting and aerial delivery evolutions by Air Station Atlantic City.

.0 Applicable Documents:

.1 In each of the publications referred to herein, consider the advisory provisions to be mandatory, as though the word, “shall” had been substituted for “should” wherever it appears. Interpret references in these publications to the “authority having jurisdiction,” or work of similar meaning, to mean the Contracting Officer.
