QUESTIONS/RESPONSES
RFQ HSCG84·10·A17363
REMOTE TOWER LIGHT MONITORING
Date: 22 April 2010
1. QUESTION: In going over the provided information, none of the Alaska sites are listed on Attachment #1.
RESPONSE: Additional information has been provided for Alaska sites. See TE-1, Amendment 0001.
2. QUESTION: Are any of the existing sites presently remotely monitored?
RESPONSE: As per the attachment, A17363_TE-1_LORAN_Lighting_Details, the Remote Monitoring Serial # column indicates if a site does or does not have remote monitoring. Currently, the remote monitoring system reports tower lighting discrepancies to the U.S. Coast Guard Navigation Center (East/West).
3. QUESTION: Attachment #1 shows some lighting control equipment located in buildings. Should we assume a response of "N/A" would mean this equipment is mounted on the towers at these sites?
RESPONSE: The last column of TE-1 refers to the Remote Monitoring System only.
Contractor shall assume there is lighting control equipment located both on the tower and inside the building. Relays and control equipment may be located at the base of the tower or the first level platform on the tower.
4. QUESTION: If tower mounted controllers, please confirm the contractor will need to provide connectivity from the existing tower mounted lighting controllers to the alarm monitoring point (alarm center or ?).
RESPONSE: Contractor will need to provide connectivity from the existing tower and/or building mounted lighting controllers to the contractor installed alarm monitoring point. Contractor shall provide all communications and equipment used by the alarm monitoring system.
5. QUESTION: I note two options on the F1449 Schedule of Supplies &Services
(installation portion) - one option is using Government employees to install and the other option is contractor installed. If Government employees do the installation, is the Government then going to assume maintenance responsibility for the installed equipment?
RESPONSE: The use of on-site USCG labor does not remove any contractor responsibility for proper installation. USCG on site personnel are available to assist with the light monitoring system installations; however, these personnel will only follow specific contractor instructions for system installations, and this does not mean that the USCG assumes any responsibility or liability for system functionality."
6. QUESTION: Will any of the sites be manned after the Loran transmitters are deactivated?
RESPONSE: Consider all sites to be unmanned after the LORAN transmitters are deactivated.
7. QUESTION: If the existing lighting controllers are not functioning, please confirm the Government will be responsible to repair the controllers.
RESPONSE: To the USCG ‘s best knowledge, all the light controllers function properly now, except George, which we believe will start working properly once the Loran signal is turned off. Therefore, it should be presumed all the light equipment functions properly. However, if such a situation should arise, a decision will be made at that time of what would be in the Government best interest in resolving issue.
8. QUESTION: We need to confirm with the station engineer at each location if the lighting controllers are equipped with remote alarm relay contacts. Many of the listed sites did not have a clear description of the controller equipment present.
A name and e-mail &phone number of the station engineer at each site would allow us to confirm this information directly.
RESPONSE: See TE-3, Amendment 0001, LORSTA POC list.
9. QUESTION: In the equipment listed in the Loran Lighting details attachment, there is no mention of the existing Burk GSC-3000 system hardware that is installed at every Loran Station. This equipment suite is referred to by the U.S. Coast Guard as the Equipment Control Monitor (ECM). The ECM Hardware allows the tower light monitoring circuits (and other sensors like intrusion, fire, etc) to be remote monitored and controlled by any location via telephone or internet. The ECM will no longer be used by the U.S. Coast Guard if all existing data and phone circuits are being turned off as mentioned in the RFP Q&A. Will this equipment be available as GFE?
RESPONSE: It is USCG understanding that the ECM equipment would not be considered a fully compliant solution to this specification and FAA requirements. Therefore, the contractor should presume this equipment will not be used for the tower light monitoring.
