6.
CLASSROOM CURRICULUM FOR THE IQC:
6.1 Background: The Coast Guard Academy (CGA) is a fully accredited 4-year university located in New London, Connecticut. The CGA undergraduate enrollment exceeds 800 cadets each year. Over 600 faculty and staff provide support to Academy cadets and LDC students.
The LDC is responsible for teaching and facilitating courses equivalent to civilian adult continuing professional education. Over 4,000 students are taught each year in the Leadership and Management School; one of six major schools within the LDC. Nearly every officer and enlisted member of the Coast Guard, most of the Coast Guard Auxiliary, and many civilian personnel employed by the Department of Homeland Security, will attend training provided by the CGA or the LDC.
Omnipresent issues related to national security require that the Coast Guard’s leadership training be at the highest possible level appropriate to student experience and responsibilities. It is necessary to approach Coast Guard leadership training in the same way that civilian corporations advance their employees’ leadership skills. Rarely do successful civilian corporations have the manpower or materials to identify, design, and deliver their own state-of-the-art leadership curricula. Civilian corporations contract out for sophisticated leadership training. The Coast Guard cannot afford to purchase leadership training for all its personnel. The next best option is to obtain a commercially prepared IQC to meet both the instructor-training requirement and the urgent need for quality in leadership training.
6.2. Current Instructor Training Curriculum at the LDC: The current leadership curriculum has evolved over the past twenty years. Significant research has been conducted in the fields of educational psychology and sociology that require the LDC instructor certification program be replaced by innovative and forward-edge leadership training.
6.3. Course Specifics/Outline must include but are not limited to the following:
6.3.1. The Self-Awareness Module should include learning objectives on belief systems and methods for values clarification and provide exercises for students to compare and contrast their personal values with the Coast Guard Core Values, in accordance with the attached list of Coast Guard Leadership Competencies (See Enclosure 1).
6.3.2. The Leadership Module should include learning objectives on the definitions and functions of leadership, techniques to identify sources of leadership power and leadership styles, methods to differentiate successful versus effective leadership methods, and decision matrices for selecting leadership methods appropriate to specific situations.
6.3.3. The Skills Evaluation Module should include learning objectives that identify ways to determine skill competence, job commitment, previous training, and employee preferences and how they relate to job performance.
6.3.4. The Motivation Module should include learning objectives on internal and external stimuli, organizational and employee variables, how these components impact motivation, and methods for leaders to maximize employee motivation.
6.3.5. The Performance Assessment Module should include learning objectives for providing an assessment matrix use when evaluating subordinates that will minimize personal bias and enhance an independent evaluation of performance.
6.3.6. The Performance Feedback Module should include learning objectives for providing feedback to personnel on their duty performance, to include conflict management, dealing with difficult workers and subordinates, and facilitating feedback up the chain-of-command in a professional manner. This module should contain at least 18 Coast Guard-related scenarios that will consolidate all of the pervious training materials. The Coast Guard related scenarios to be developed in conjunction with the Coast Guard staff.
6.3.7. The Team Building Module should be primarily based on an exercise designed to take team members through the four stages of group development and emphasize techniques to influence workplace performance.
6.3.8. The Leadership Book should be based on Coast Guard stories/real life examples to be used as exercises/discussion in LDC classes.
