GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 GENERAL DESCRIPTION

The basic work description includes furnishing all labor, tools, equipment and materials to complete the following general scope of work. Basic project is to replace original aged end-of-life 39+ year old waterfront exterior light fixtures, light poles, pole bases, and underground wiring systems and 1977 vintage Operations and Multi-Purpose (MP) Building exterior area and street light fixtures which have exceeded life-expectancy, show signs of severe rust/corrosion of underground RMC conduits and pole anchor bolts, and are not suitable for repair. Provide a complete new replacement of 87% of the exterior area and street lights with provision of new underground wiring, pole bases, poles, and high efficiency, field adjustable dimming LED (Light Emitting Diode) Street and Area Lights. Provide new replacement LED Area Lights and system wiring modifications to the East Gravel Parking Area.

Provide new and modifications to exterior lighting control systems to provide automatic dusk-to-dawn operation. Provide a complete new replacement Operations Building exterior LED Down Light Wall Pack lighting system and associated new and modified wiring/control system. Existing RMC (Rigid Metal Conduit UG (Underground) exterior lighting system conduit and wiring system has corroded severely and is no longer usable. Provide all new and modified exterior site underground conduit and wiring system. Provide lighting control system repairs to the existing control system located at the Picnic Shelter. Provide replacement of four (4) Mini-Power Zone Transformer/Panel assemblies with painted 316 stainless steel units. The site is utility dense and special utility location and trenching requirements are required. Perform all work as indicted on Drawings Set M2195-D and associated project specifications.

BASE BID: Provide one price for USCG Real Property Facility Number (RPFN):

P04/PERIMITER LIGHTS

Electrical Systems: The existing waterfront area lighting system was in place when the CG obtained the property, operated at 240 volts, with no record drawings of system wiring. Various modifications have been made over the years and the system is currently wired with ¾” RMC and PVC (Polyvinyl) conduits, fed from SP4 (Shore-Power-Stanchion) electrical assembly. CG personnel have attempted to provide new replacement wiring but cannot install in some sections of UG conduit. All waterfront exterior lights are to be replaced with new UC conduit system and Pole/Light/Base Assemblies, as indicated on the drawings. Exterior lights of the Operations and MP-Buildings were installed using RMC conduits which have corroded severely on the interior and cannot be re-used. Provide all new replacement exterior lighting systems. The four (4) street lights on the East-West road were installed using PVC conduits. Provide new replacement street light assemblies and new/modified UG wiring system. Provide miscellaneous electrical repair work as indicated on Drawings E-1 through E-9, essentially as follows:

Operations Building: Perform all work as indicated on sheets E-1, E-2, E3, E-8 and E-9:

1.) Provide demolition work with removal of site and building exterior lighting fixtures. The existing underground ¾” RMC conduit has rusted severely and is intended to be replaced with new 1” UG PVC conduit and wiring system. The existing RMC conduit may be re-used only if determined to be in NEC Code acceptable condition.

2.) Provide a complete new replacement exterior lighting control system arranged to automatically control building and site lighting systems from dusk to dawn, as indicated on sheets E-2, E-3.

3.) Provide a complete replacement of eight (8) building exterior wall pack HID fixtures with a high efficiency LED down light, cutoff luminaire. Provide new and modified conduit and wiring for

Section 01 11 00 GENERAL REQUIREMENTS – Page 2 of 8

Repair Exterior Lighting P/N 7514562 3/16/2017 the system. The existing system has been modified over the years with no record drawing available. Restore the system wiring for 277 volt, single-phase operation as per the original design intent (Project Reference Drawings).

4.) Concrete pole base for fixture P3 is to be elevated 24” above grade, typical for all new replacement waterfront area light fixtures.

Waterfront Area: Perform all work as indicated on sheets E-1, E-4, E-6, E-8 and E-9:

1.) Provide demolition work with removal of site exterior area and parking lot lighting fixtures, (lights, light poles, and concrete pole base assemblies). All existing wiring is to be removed and ¾”PVC conduits abandoned in place.

2.) Provide a complete new replacement of exterior fixture assembly types “SA”, “SB” and “SA1” as indicated on the drawings.

3.) Provide a complete new underground conduit and wiring system using 1-1/2” PVC conduit, concrete encased and direct bury as indicated. Special installation requirements are required as the area is utility dense. At the actual proposed installation location of new UG conduits, ground penetrating radar utility location method is required with soft hydro excavation method used (or approved equivalent).

4.) Provide a complete replacement of an existing exterior electrical pull box assembly with a larger unit as required to intercept the existing MP-Building exterior lighting wiring circuit of 1.5” PVC conduit with 4#6 and 1#10EGC, as indicated on sheets E-4 and E-8.

5.) Provide repair and modifications work to the existing MP-Building exterior lighting control system located in the Main Electrical Room.

MP-Building Exterior Lighting Systems: Perform all work as indicated on sheets E-1, E-5, E-6, E-8 and E-9:

1.) Provide demolition work with removal of site exterior area, and parking lot lighting fixtures, (lights, light poles, and concrete pole base assemblies).

2.) Fixtures “SA”, “SA1” and “B” north of the MP-Building. Existing UG RMC conduits are not suitable for re-use. Provide a complete new conduit and wiring system from the lighting contactor in the main electrical room to the five (5) exterior light fixtures as indicated on sheet E-5 and E-6.

3.) Caution: Pole “P13”, and demo notes #1 & 8 (sheet E-6). A 120volt foreign source of power was detected at these locations. Prior to any demolition work, perform a detailed site inspection to locate the source or 120VAC power. It is suspected that the two pole-top walkway lights may have been wired for 120V., operation.

4.) East West roadway lights “P17” through “P20” are to be replaced in their entirety with new fixture assemblies. All new system color coded (BOY) wire is required. Provide new 1.5” UG PVC conduits. Portions of the existing 1.5” PVC conduits may be re-used if in NEC Code acceptable condition.

East Gravel Parking Area & Lighting Control System: Perform all work as indicated on sheets E-1, E-5, E-6, E-7 and E-8. The CG has a Master Plan to replace the 1977 aged buildings on the site with new code compliant structures. The East area is planned to be completely renovated to a Grouper Road accessible USCG Exchange. Provide temporary repairs to the three existing gravel parking area light fixtures and associated wiring.

If enough detail is given on the progress schedule, then the activity breakdown may be done at the Contracting Officer's discretion. Activities can be of various origins (i.e. by specification section, by logical sequence of work, by breakdown used for bid estimates, etc.).

b Specification Section Reference - This is optional. Use only if the breakdown of activities directly correlates with the specification sections.

c. The Activities Percentage (i.e. 50%) or Weight (i.e..5) of the entire contract based on Dollar

Value - the cumulative percentage should add up to 100 percent.

d. Estimated Value of the Activity - Profit and overhead should be distributed throughout activities or listed as a separate line item and distributed over the entire length of the project. The total values should add to the contract amount.

2.1.2 Establish the time schedule across the top of the sheet for the entire project duration. Divide the project into months, weeks, or days depending on the length of the project and an appropriate time scale.

2.1.3 Lay out a bar graph opposite each activity, corresponding to the schedule start date and extended for the scheduled duration of the activity. Indicate the percentage of the activity which you intend to complete each week above or below each bar.
