QUESTIONS AND RESPONSES
Q1. - Work Item 14 of the above captioned solicitation provides for the renewal of FRP coating on one of the vessel’s propulsion shafts. While this is an “Option” work item, it requires a number of additional actions that are not covered elsewhere in the work package including:
1. Draining and partial disassembly of the CPP propulsion system.
2. Disassembly and removal of the propeller assembly including the propeller hub.
3. Disconnecting the outboard shaft muff coupling.
4. Removal of the shaft from the vessel to the machine shop.
After the shaft covering is successfully renewed the above actions will have to be accomplished to reassemble the propulsion system. In addition, SFLC typically requires the presence of a qualified CPP technical representative to be present when the CPP system is disassembled and then reassembled.
Please advise if it is the intention to issue additional supplemental work items to cover the additional work should the Government decide to invoke the “Optional” work item? If SFLC desires that all interferences be included in the pricing of this “Optional” work item, please modify the existing work item to reflect the entirety of work necessary to accomplish the renewal of the shaft covering. Please also confirm whether the Contractor or SFLC will be responsible to provide the qualified CPP technical representative?
R1. – There is no muff coupling on a WMEC 270. The intent of Work Item 14 is to wrap shaft(s) in-place. This work will only be done if inspections reveal shaft(s) have coating in poor condition. If there are any additional interference(s) not already included in other Work Items of this package they will be handled by a Change Request.
Q2. – 1. W.I. 4 is an “Option” work item for the renewal of fairwaters and rope guards on a designated shaft. Is it the intention of the specification to provide for renewal of the rope guard and
(1) fairwater, or does the work item require pricing for renewal of all (4) fairwaters on the designated shaft? Please clarify?
R2. – If Work Item 6 shows the fairwaters & rope guards to be in poor condition, pending a CFR for port and/or STBD fairwaters/rope guards shall be renewed by activating Work Item 4.
Pricing for Work Items 4 shall be for all fairwaters/rope guards on one (1) shaft.
Q3. W.I. 6 is a “Definite” work item that calls for the “inspection” of all fairwaters and rope guards.
Please confirm that this requirement is for both shafts?
R3. – Yes; inspection is for all fairwaters/rope guards on both port/STBD shafts.
Q4. W.I. 10 tasks the contractor to provide a “Qualified Tech Rep” to accomplish the strain gage alignment inspection of both propulsion shafts, including the gear boxes. Does SFLC have a list of

Tech Reps that they consider qualified to accomplish this type of inspection? Please provide a list of names and information.
R4. – One suggested source is Maritech Marine.
Q5. - W.I. 28 tasks the Contractor to take bearing clearances for external shaft bearings. Please confirm whether this is for one or both shafts?
R5. – Yes; this work items is for both Port/STBD shafts.
Q6 - W.I. 29 tasks the Contractor to take stern tube bearing clearance from the inboard side by removing the shaft seal assembly. Drawings available indicate that the stern tube bearing is located at the aft end of the stern tube and is not accessible from the inboard side. Drawings depict the forward end of the stern tube bearing as being approximately (7) feet aft of the W/T Bulkhead located at frame
186. Please clarify the following:
a. Are clearance readings to be attempted from frame 186?
b. Are inspections to be accomplished on one or both shafts?
R6. – a) No; the internal (FWD) section of stern tubes are not accessible. Readings are for AFT section of stern tubes only (include both Port/STBD).
Q7. – W.I. 29 tasks the Contractor in para 3.2.2 to clean and visually inspect each stern tube bearing.
Cleaning and visual inspection of the bearing cannot be accomplished unless the propulsion shaft has been removed. Please clarify SFLC’s intention with respect to cleaning and visual inspection of the stern tube bearings?
R7. – This is for cleaning external surfaces of both Port/STBD stern tube bearings and inspect in-place. Bearing clearances are to be made for both Port/STBD stern tubes.
Q8. - Pleases email the following drawings for WI 15 as this is impossible to quote without.

905 WMEC 475-005
905 WMEC 635-001
If not readily available, and since this is an optional item, would the CG consider making this an inspect only and price via CFR after inspection?
R8. – Drawings were combined into respective PDF files and shall be submitted to all Contractors.

Due to the bid due date can they be sent electronically?
R9. – Yes, SFLC is currently compiling the requested drawings for electronic dissemination.
Q10. - Work Item 19 (Dry Docking) para 3.8 tasks the Contractor to provide “Fleeting” Docking Calculations. Please confirm whether this is a requirement for this unplanned dry docking?
R10 – No, docking calculations for fleeting are not a requirement for this unplanned dry docking (unless the Contractor is proposing an alternate blocking position from that indicated in paragraph 3.4.2).
Q11. - According to Para. 3.4: Reference Mil-Std-2199a(sh) This cannot be done in place. It must be in a lathe between centers to apply the (4) layer system. Please advise?
R11. – This is correct. The intent of WI 14 was an option item to make temporary in-place repairs. Delete work item 14 and any repairs will be handled by change request.
