Questions and Answers
Question 1
Solicitation paragraph 1.3.2 identifies 13 vessels and their homeports. Attachment 1 Schedule B requires pricing of 14 installations. Will you please identify the 14 locations and also specify how the locations will be spread across the 5 years of the contract?
Answer 1
There are 13 cutters, however, due to the fluidity of the cutters’ schedules we are unable to project locations over 5 year period, just the number of jobs. The Schedule B will be corrected.
Locations are as follows:
270’ CUTTERS HOME PORT
BEAR (WMEC 901) Portsmouth, VA
CAMPBELL (WMEC 909) Kittery, Maine
ESCANABA (WMEC 907) Boston, MA
FORWARD (WMEC 911) Portsmouth, VA
HARRIET LANE (WMEC 903) Portsmouth, VA
LEGARE (WMEC 912) Portsmouth, VA
MOHAWK (WMEC 913) Key West, Florida
NORTHLAND (WMEC 904) Portsmouth, VA
SENECA (WMEC 906) Boston, MA
SPENCER (WMEC 905) Boston, MA
TAHOMA (WMEC 908) Kittery, Maine
TAMPA (WMEC 902) Portsmouth, VA
THETIS (WMEC 910) Key West, Florida
Question 2
SOW paragraph 3.2.11.7.9 requires delivery of installation drawings to each cutter in accordance with paragraph 3.2.4.7.5. There is no paragraph 3.2.4.7.5. Will you please clarify the requirements to deliver installation drawings to each cutter?
Answer 2
Paragraph should of referenced paragraph 3.2.11.5
Question 3
SOW paragraph 3.3.1 requires removal of 3 controllers. This is the first indication that more than two controllers per vessel, the one being replaced and the one associated with #2 MG set, are being removed and/or replaced. It was our interpretation that one controller is being removed and replaced and the #2 controller is being removed as part of the #2 MG system removal. Is it correct that a third controller is also being removed and or replaced? Do all SOW references to the “motor controller” refer to the replacement of two existing Bogue controllers? Attachment 1 Schedule B CLIN 0002, 1001, 2001, and 3001 also clearly to refer to a single controller with a unit of JB and various quantities. It is our interpretation that the quantity referred to the number of vessels and the JB required the replacement of a single controller and the removal of the #2 MG Set. Would the Coast Guard please clarify the quantity of controllers being replaced?
Answer 3
They are required to remove three motor controllers and Nr 2 MG set on each cutter. Then they are to manufacture 2 brand new motor controllers and install one for NR 1 MG set and the other for Nr 3 MG set on each cutter.
Question 4
SOW paragraph 3.3.1.1 requires the retention, packaging and shipment of 2 MG sets and 6 motor controller panels from the first two installations. This is the second and final place where there is any indication that more than a single controller is being replaced on each vessel and like the previous mention it simply addresses retention, packaging and shipping. Would the Coast Guard please clarify the scope of controller replacement?
Answer 4
The contractor shall remove three motor controllers and Nr 2 NG set on each cutter. But only retaining, packing and shipping controllers and MG set from the first two jobs.
Question 5
SOW paragraph 3.4.4 requires a two-year storage warranty. From the 10-week delivery schedule provided (3.3.17) and the pricing schedule in Attachment 1, it does not appear that the provided controllers will ever be stored for a significant time. Does the Coast Guard intend to order controllers in advance for possible long term storage?
Answer 5
Yes, the Coast Guard intends to order controllers in advance for long term storage.
Question 6
Solicitation paragraph 1.2 indicates that the contractor is to provide spare parts; but, the SOW paragraph 3.4.2 simply tasks the contractor with providing a recommend spare parts list.
Attachment B Schedule B lines 0004, 1003, 2003, 3003, and 4001 require the pricing of “ODC’s (Spare Parts)” with a unit issue of JB. The quantity is 1 per year regardless of the quantity of controller installations in each year. Would the Coast Guard please clarify what they expect to have included in the cost for these particular line items? If the Coast Guard expects to see the price for the recommended spare parts, please adjust the SOW to clearly require that. If the Coast Guard expects to see spare electrical/electronic parts priced for Options 4 or 5 years into the future, will you allow for an economic pricing adjustment as material pricing for these component can be quite volatile?
Answer 6
We are requiring the contractor to provide us with a list of required spare parts, as per their design. From this contract, we will order spare parts to keep in our warehouse for future use.
Economic pricing adjustments will be allowed for Option Years.
Question 7
SOW paragraph 3.5.2 states that “Travel to and from the work location will be the responsibility of the contractor”. Will the Coast Guard please confirm that the travel arrangements will be the responsibility of the contractor, and the cost of the travel will be borne under contract line items 0003, 1002, 2002, and 3002, “Travel and Per Diem NTE?”
Answer 7
Travel arrangements will be the responsibility of the contractor and shall be done in accordance with Federal Travel Regulations. Travel costs will be paid as a reimbursable, and not a Fixed Priced Line Item under CLINS 0003, 1002, 2002, and 3002, “Travel and Per Diem NTE”.
Question 8
SOW Section 2.1 Coast Guard Drawings - Do the drawings labeled "901-WMEC" and "905- WMEC" indicate the different drawing sets for the Class A and Class B ships?
• Can the Government please identify which ships are Class A and Class B?
• Can the ship check be conducted at the same location for each class?
Answer 8
For Class identification, please refer each drawing; each has an applicability block on it. 901 is generally A class, but can be applicable to both classes. 905 is generally B class, but also can be applicable to both classes. A ship check for each class of cutter can be conducted at the Portsmouth, VA location but is all dependent upon the cutters’ schedules.
Question 9
Will the Government please provide the drawings indicated in SOW Section 2.1?
Answer 9
The Government will provide drawings and publications at the request of each contractor.
Question 10
Paragraph 3.2.11.3 requires the contractor to “develop and provide as-built system/component drawings and diagrams in AutoCAD 2012.” Would the Coast Guard please confirm that the existing drawings being updated are in already AutoCAD 2012, or let us know what format each of the existing drawings necessitating updating is in?
Answer 10
All the drawings are in hard copy format.
Assumption:
Many of the drawing updates will be performed by hand or by local PDF revision of affected areas. They may also involve adding new CAD details as additional sheets to existing drawings.
We will not be reproducing entire exiting drawings into CAD.
