Sources Sought Fixed Ballast (Lead Ingots) USCG WMEC 210’ A & B Class Cutters The U.S. Coast Guard Surface Forces Logistics Center, Contracting and Procurement Branch 1, intends to issue a Commercial Request for Quote (RFQ) for purchase of epoxy powder-coated fixed ballast (lead ingot, pic) as designated on individual task orders. All purchased lead ingots will be shipped to the WMEC 210’ Class Cutters. Once the purchased lead ingots are delivered to the Cutter the Contractor will be required to purchase the scrap lead which has been removed from the Cutter and ship that back to the Contractor’s facility. Once the contract is awarded the Coast Guard anticipates purchasing over the course of five years a total of 1,720,250 pounds of lead ingots. The Coast Guard intends to conduct procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The NAICS Code is 331491 and the small business size standard is less than 750 employees.
The acquisition will be issued as a Total Small Business Set-Aside, Best Value Request for Quote (RFQ) on or about July 31, 2014. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPPS) web page at www.fbo.gov. This requirement will be evaluated using past performance as an evaluation factor. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service.
A CD ROM containing all applicable publications will be available free of charge to contractors upon request no later than six (6) days from the solicitation issuance. The CD ROM contains WINDOWS compliant raster/vector formats (e.g. *DWF, etc.)
Period of performance start date is expected to begin on or about 1 September, 2014 including one base and four option years.
The Coast Guard intends to award a firm-fixed price multiple award IDIQ contract as a result of this solicitation. The scope of the acquisition is for purchase of epoxy powder-coated fixed ballast (lead ingot, pic) as designated on individual task orders. All purchased lead ingots will be shipped to the WMEC 210’ Class Cutters. Once the purchased lead ingots are delivered to the Cutter the Contractor will be required to purchase the scrap lead which has been removed from the Cutter and ship that back to the Contractor’s facility.
In addition potential sources will be required to supply pertinent information in sufficient detail to demonstrate a bona-fide capability to meet the requirement. Evidence of experience in work similar in type and scope will be required, to include contract numbers, project title, dollar amounts, points of contact email addresses and phone numbers.
