3. REQUIREMENTS

3.1 General. The Laboratory Contractor shall use Environmental Protection Agency approved methods for testing Ghost Wipe Samples submitted by WMEC 210 Class Cutters for the presence of lead dust. The Laboratory Contractor shall submit wipe sample analysis results as listed in section (4) of this work item.

2 (Rev 0)

3.1.1 Laboratory contractor.

3.1.1.1 The Laboratory Contractor shall be laboratory certified by the National Lead Laboratory Accreditation Program (NLLAP) or the American Industrial Hygiene Association for lead dust testing and analysis.

NOTE

For a listing of certified laboratories, go to www.aiha.org.

3.2 Laboratory analysis. Wipe samples will be collected by ships force personnel using National Institute for Occupational Safety and Health (NIOSH) Method 9102/Environmental Protection Agency (EPA) Method SW846 6010C for lead in surface dust concentrations. Wipe samples will be delivered to the Contractor for analysis from (14) WMEC 210 “A” and “B” Class Cutters on monthly bases as listed in Section 4.

3.2.1 Method. The Contractor shall analyze wipe samples using Inductively Coupled Plasma, Atomic Emission Spectroscopy (ICP-AES). If Contractor would like to propose an equivalent approved method for wipe sample analysis, this shall be submitted with offer for Coast Guard approval.

3.2.2 Additional wipe clearance testing. Be aware that the Coast Guard reserves the right to coordinate additional wipe clearance analysis, at no cost to the contractor, to verify the sample results.

3.2.3 Documentation. The Laboratory Contractor shall document the presence of lead dust;

including sample number, client sample number collection date and time, sample description, sample area (square footage), total lead micrograms/square foot and lead concentrate micrograms/square foot. Documentation shall include method of HAZMAT determination, including laboratory results/details where applicable. Submit written documentation of analysis results within 5 calendar days of receiving the sample. See paragraph 4.1 for submission shipping details.

3.3 Occupational Safety and Health Administration. The Laboratory Contractor shall comply with applicable Occupational Safety and Health Administration (OSHA) requirements specified in 29 CFR 1915.1025 and 29 CFR 1926.62, as applicable to personnel exposure to lead.

4. NOTES

4.1 Analysis Results.

Analysis results shall be scanned and or emailed to the person submitting the samples and to the following e-mail address.

Thomas.L.Haskins@uscg.mil

4.2 Estimated amount of wipe samples to be submitted.

For WMEC 210 “A” Class Cutters: 24 wipe samples per month X 5 cutters = 120 samples per month.

3 (Rev 0)

For WMEC 210 “B” Class Cutters: 36 wipe samples per month X 9 cutters = 324 samples per month.

Approximate annual total of wipe samples submitted: 5,328.
