WORK ITEM 1: FM-200 Fixed Fire Suppression Cylinders , Hydro-Test
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to inspect and hydrostatically test the cylinders for the FM-200 Fixed Fire Suppression System to include all installed compressed gas cylinders within the FM-200 Fixed Fire Suppression System.

3. REQUIREMENTS
3.1 General. The Contractor shall conduct a hydrostatic test of the FM-200 Fixed Fire Suppression System, in accordance with TP-4613 and Code of Federal Regulations (CFR), Title 49, Section 173.34.
3.1.1 CIR.
None.
3.1.2 Technical Representative.
Not applicable.
3.1.3 Protective measures.
3.1.4 Interferences.
None.
3.2 Removal. Disconnect and remove the cylinders for the FM-200 Fixed Fire Suppression System (Total of 5 cylinders), shown on CG Drawing 110-WPB-555-003 (sheet 20), to a certified testing facility.
3.2.1 Testing. The cylinders shall be emptied, retested and re-stamped in accordance with DOT CFR Title 49, Section 173.34. Provide two copies of the inspector's report to the COTR within 24 hours after testing the cylinders. Mark all cylinders as applicable.
3.2.2 Reinstallation. Reinstall in accordance with the manufacturer's recommended procedures, using new O-rings and hardware.
3.3 Operational test – post repairs. After completion of work, the Contractor shall witness an operational test (by Coast Guard personnel) of all items or shipboard devices that have been disturbed, used, repaired, altered, or installed, to prove that they are in satisfactory operating condition. Submit a CFR.

3. REQUIREMENTS
3.1 General. The Contractor shall inspect the cylinders for the FM-200 Fixed Fire Suppression System using TP 4613 as reference, to include all installed compressed gas cylinders within the system.
3.1.1 CIR.
None.
3.1.2 Technical Representative.
Not applicable.
3.1.3 Protective measures.
3.1.4 Interferences.
None.
3.1.5 The Contractor shall provide temporary fire main service while the FM-200 Fixed Fire Suppression System is secured.
3.2 Cylinder Inspection. The Contractor shall do the following, in accordance with Compressed Gas Association Pamphlet C-6, Section 3:
3.2.1 Inspection. Perform a complete external visual inspection in accordance with Compressed Gas Association Pamphlet C-6, Section 3, except that the cylinders need not be emptied or stamped while under pressure. Record date of inspection on record tag attached to each cylinder. Where the visual inspection shows damage or corrosion, the contractor shall submit a condition found report to the COTR for action.

WORK ITEM 3: Halon System, Inspect and Hydro Static Test
1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to inspect and test a total of two (one active and one spare) 95 lbs and two (one active and one spare) 60 lbs 1301 halon cylinders located in Auxiliary Machinery and Storage (3-32-0-E).

3. REQUIREMENTS
3.1 General.
3.1.1 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences):
3.1.2 Protective measures. The Contractor shall furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.
3.1.3 References. The Contractor shall use Coast Guard Drawing 110B WPB 555-001, 110C WPB 555-001, TP 2006C, TP 3107A and TP 3107B for guidance during all work.
3.1.4 Cylinders. The Contractor shall inspect a total of two (one active and one spare) 95 lbs and two (one active and one spare) 60 lbs 1301 halon cylinders located in Auxiliary Machinery and Storage (3-32-0-E). Coast Guard Inspector may assist in locating the halon cylinders.
3.2 Pressure test - initial. With the halon cylinders at their present locations and prior to removal, the Contractor shall record the pressure gauge reading and ambient temperature closest to the cylinders in accordance with TP 2006C.
3.3 Halon cylinder inspection and tests. The Contractor shall inspect and test the halon cylinders in accordance with TP 2006C.
3.3.1 Temporarily disconnect the ¼” flexible actuation hose and 1½” flexible discharge hose from the halon cylinder.
3.3.2 Install the anti-recoil and shipping caps prior to removing mounting brackets.
3.3.3 Remove mounting brackets/clamps from halon cylinders and remove cylinders. Inspect brackets/clamps and structural welds for cracks, breaks, deformation, distortion and deterioration.
3.3.4 Inspect halon cylinders for rust or corrosion and damaged paint finish and inspect pressure gage for obliterated markings, cracked face, and bent or missing pointer. Submit a CFR.
NOTE
Any cracked, dented, or broken halon cylinders shall be reported immediately to the Coast Guard Inspector for replacement.
3.4 Weight test. The Contractor shall weigh each cylinder in accordance with TP 2006C. Submit a CFR.
3.5 Liquid level inspection. The Contractor shall check the liquid levels in each cylinder in accordance with TP 2006C. Submit a CFR.
NOTE
Verify readings using TP 3107B, drawings #52704N for 95 lbs halon cylinder and #52703N for 60 lbs halon cylinder.
Liquid level decal on the halon cylinder is located 32.88 inches + 0.13 for 95 lbs halon cylinder and 21.38 inches + 0.13 for 60 lbs halon cylinder measured from the base of the cylinder.

3.6 Reinstallation. The Contractor shall reinstall halon cylinders, all mounting brackets and clamps, and reconnect all flexible hoses and couplings in accordance with TP 3107A. In the presence of the Coast Guard Inspector, ensure that all control valves and actuation piping are properly lined up for service.
3.7 Pressure test - final. After all cylinders are properly reconnected, the Contractor shall take and record the pressures of each cylinder in accordance with TP 2006C. Submit a CFR.
3.8 Records. The Contractor shall turn over the record of the cylinder weight, pressure and inspections to the Coast Guard Inspector.
3.9 Touch-up preservation. The Contractor shall prepare and touch-up coat all disturbed surfaces to match existing adjacent surfaces in accordance with COMDTINST M10360.3, Appendix B (Cutter and Boat Interior Painting Systems). Abide by all touch-up requirements outlined in SFLC Std Spec 0000, Appendix A (Requirements for Preservation of Ship Structures).

3. REQUIREMENTS
3.1 General. The contractor shall refer to TP-2938, TP-3109, TP-3247 and WPB 110 MPC (R-A-1571).
3.1.1 CIR.
None.
3.1.2 Technical Representative. Work shall be performed by an authorized marine fire extinguishing system inspector. Refer to Manufacturer’s Instruction Manual.
3.1.3 Protective measures. The Contractor shall protect non-affected vessel’s equipment, components, and spaces during surface preparation and coating application procedures, as specified in SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).
3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences):
• Deep fat fryer.
• Cableways
• TLIs
3.2 Inspection and Testing. The Contractor shall perform the “Annual Maintenance Examination” described in WPB 110 MPC (R-A-1571). Remove from system and weigh all range guard fire suppression system bottles;
verify no leakage. Verify all nozzles are unobstructed. Renew all 360 degree fusible links. Return system to normal operating condition. Submit a CFR that certifies satisfactory inspection and testing results.

WORK ITEM 5: CO2 Fire Suppression System, Inspect and Test
1.1 Intent. This work item describes the requirements for the Contractor to inspect and test the CO2 fire suppression system.
1.2 Government-furnished property.
None.

3. REQUIREMENTS
3.1 General. The contractor shall refer to Coast Guard Drawing 87 WPB 555-001 and WPB 87 MPC N33005.0.
Work shall be performed by an authorized marine fire extinguishing system inspector.
3.2 Inspection and Testing. After Ships Force has performed all safety preparations per WPB 87 MPC N33005.0, de-activate the CO2 system, weigh two CO2 bottles, verify that the time delay operates properly, and test the pull cable actuation devices. Submit CFR certifying satisfactory inspection and testing results. After completion of all work, and after Ships Force has performed all safety preparations per WPB 87 MPC N33005.0, reactivate the CO2 system.

WORK ITEM 6: CO2 Cylinders , Inspect and Hydrostatically Test
1.1 Intent. This work item describes the requirements for the Contractor to remove, inspect, hydrostatically test (qualify) and reinstall the CO2 fire suppression cylinders.
1.2 Government-furnished property.
None.

3. REQUIREMENTS
3.1 General. The contractor shall refer to Coast Guard Drawing 87 WPB 555-001 and CFR Title 49, §173.37 and §180 as guidance.
3.2 Inspection and hydrostatic testing. After Ships Force has performed all safety preparations per WPB 87 MPC N33005.0, de-activate the CO2 system and remove the CO2 bottles. Inspect, test and re-qualify the CO2 cylinders. Prior to reinstallation, verify that the time delay operates properly, and test the pull cable actuation devices. Upon CO2 requalification, reinstall the cylinders. Submit CFR certifying satisfactory inspection and testing results. After completion of all work, and after Ships Force has performed all safety preparations per WPB 87 MPC N33005.0, reactivate the CO2 system.
