None
3. REQUIREMENTS
3.1 General. The Contractor shall renew the #1 and #2 ship's service boiler shells (Way-Wolff steam boiler, Model 5848-14E) with Government-furnished Way-Wolff boiler shells. Refer to Coast Guard Drawings 627 WMEC 085-211, 627 WMEC 131-1, 627 WMEC 182-2, 627 WMEC 201-001, and TP-2188 for guidance.
3.2 Temporary access openings. Due to limited access to work areas, the Contractor may, with express permission of the COR (via submission of a CFR), cut access holes to facilitate accomplishment of the work specified herein. Perform all work required to open and close the access openings in accordance with SFLC Std Spec 8636.
3.3 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the following:
· Fuel oil piping.
· Steam piping.
· Insulation.
· Metal sheathing.
· Handrail.
· Stanchions.
· Deck frames and grating.
· Wiring brackets.
· Ducting.
· Transformers.
· Bilge piping.
3.4 Additional structural supports. When ship’s structure is removed as an interference or is otherwise temporarily modified to facilitate repairs, the Contractor shall maintain existing structural integrity of the ship by installing temporary supports equivalent to those temporarily modified or removed. These temporary supports shall be approved by the COR prior to removing or modifying ship’s structure. Pay particular attention to structure supporting the #1 and #2 Ship Service generators. Restore to original configuration after completion of work.
3.5 Boiler shell removal. The Contractor shall:
3.5.1 Disconnect all piping, insulation, sheet metal wrap, exhaust ductwork, and accessories in way of boiler removal.
3.5.1.1 Dispose of flushing fluid in accordance with all applicable Federal, state, and local regulations. Clean all bilge contamination discovered, if any, which was due to improper protection or performance of work, to the original condition of cleanliness prior to the start of work.
CAUTION!
Do not drain ANY Fluids (including fresh water) into any space, bilge, or exterior location.
3.5.2 Crop out, remove, and dispose of the existing boilers using a temporary hull opening. (See paragraph 3.2 above.)
3.6 Inspection. The Contractor shall visually inspect all the existing #1 and #2 boiler associated piping, foundations, exhaust ductwork, and electrical wiring for corrosion and deterioration. Submit a CFR.
3.7 Surface preservation. The Contractor shall prepare and coat the boiler foundation surfaces, including all adjacent structural members, in accordance with SFLC Std Spec 0000, paragraph titled “General preservation requirements”, using the coating system specified for “Machinery, Interior (Machinery, Steel, Operating Temperatures Over 200oF Surfaces)” in COMDTINST M10360.3, Appendix B (Cutters and Boats Interior Painting Systems). Select finish/top coat color to match existing adjacent surfaces.
3.8 New boiler shells installation. The Contractor shall accomplish the following:
3.8.1 Rig in the new Government-furnished Way-Wolff boiler shells through the same route used for removing the old boiler shell.
3.8.2 Assemble and install the Government-furnished Way-Wolff boiler shells and their accessories to original configuration using TP-2188 as guidance. Weld each new boiler shell onto its foundation in accordance with Std Spec 0740_STD.
3.8.3 Modify the exhaust ports to facilitate a proper fit in the machinery space. Fabricate and install two new flanges, one per boiler, to suit the existing exhaust duct flanges.
3.8.4 Before complete reassembly, hydrostatically test the boilers in accordance with SFLC Std Spec 0740. Plug all external holes in the boiler; hydrostatically test the water side at 100 psi with clean fresh water for 15 minutes. Notify the Coast Guard Inspector 24 hours prior to testing. Submit a CFR.
NOTE
Historically, it has been necessary to weld two 4 inch to 2 inch reducer fittings into each boiler to accomplish the hydrostatic test.
3.8.5 Reconnect all piping. Re-insulate boiler shells. Reinstall outer sheet metal wrap and exhaust ductwork to their original configuration. Renew all associated gaskets and fasteners. Renew all disturbed piping insulation and thermal blankets. Renew the following valves:
· 1 ¼” gate valve
· 1 ¼” solenoid valve
· 1 ¼” check valve.
3.9 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed exterior and interior surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 0000_STD, paragraph titled “General preservation requirements”; and in accordance with COMDTINST M10360.3, Appendix A (Cutters and Boats Exterior Painting Systems) and Appendix B (Cutters and Boats Interior Painting Systems), respectively, and as applicable.
3.10 System tests. The Contractor shall demonstrate the proper operation of the new boiler system in accordance with manufacturer's operating instructions. Adjust the burners in accordance with manufacturer's instructions. Final acceptance will be based on the successful operation of the newly installed system. Verify proper operation of all components. Submit a CFR.
4. NOTES
4.1 Ship check. Due to numerous interferences and limited accessibility for accomplishment of the designated work, all prospective bidders are strongly encouraged to perform a ship check prior to submitting bids.
4.2 Removal access. Historically, this work has been facilitated by cutting accesses through the deck on the port and starboard sides.
